Why Did The Economic Development Commission Spend Over $22,000.00 More Than Their Income

For the period of 4 December 2013 thru 21 January 2014, a period of less than two months, the Economic Development Commission reported that they had income of $47,433.33 while having expenses of $69,725.16 a difference of $22,291.37. 

It's not often that a new year could start over $22,000.00 in the hole and expect to stay in business but what's to worry about when you can just go and take more tax money or utility money and toss it in the pot to pay for such things as $8687 for the director's salary; $171.00 for internet; $1900.00 for health insurance; $392.00 for meals and entertaining; $500.00 for professional training; $521.00 for retirement or $253.00 for telephones. Keep in mind these are expenses for less than a two month period.

For those who don't get the "Pulaski Citizen" newspaper.

It was reported in this week's edition that the City Council decided to withhold the city's monthly appropriations of $3,600.00 to the Industrial Development Board (IDB). This was apparently done in reaction to the IDB not turning over copies of the recent audit of the IDB to the city.

I say, it's about time someone in authority stood up for the taxpayer and challenge the bully tactics of this Board I can only hope that the county will follow the city's lead in this and stop all funding until the IDB/EDC starts acting like a part of the city/county instead of an independent, unquenchable and uncontrolled private agency of Mr Dan Speer and Mr David Rackley.

Here's what I think about your attacks on Dan Speer and David Rackley. I really think you are grandstanding for votes to be elected as a commissioner. That's how it looks to me. Oh, and with Mrs. Goolsby (a lady of utmost integrity)running as well, your chances of becoming a commissioner just grew slimmer.
As for2 standing up fo2r the taxpayer, are you suggesting that Mr. Speer and Mr. Rackley are doing something shady?

So you think the double dipping Harwell who can't even vote on financial matters and the phone lady who lied about her job not preventing her from attending meetings and hasn't made a vote without Campbell telling her how and a teacher that will not be able to even attend meetings will represent the 7th district. That figures enabler since they and you have contributed about the same to the county a big ZERO.
Those three allowed Jackson tot nearly break the school system and not a peep from either of them, sure they talked big away when with their cronies but not a word to change the situation. Same thing with Loretta Garner they sat and watched her incompetence talked behind her back but did nothing but support her when it came time to vote.

Can you not see where all this attention given to the 7th District commissioner race is headed and who this is really all about? It's the same old story and approach that failed in the last election.
All three of the present 7th District commissioners have been sniped at, and even a couple of somewhat negative remarks about Mrs. Goolsby have been made. Sad.

That so-called "meeting" was NOT announced and was NOT published in the paper. That stinks. I wouldn't have gone had they actually had one! The Democrats are at least above board on that.
When taxpayers fully realize that it IS the Republican Party (if you can count two or three people as a party) who cost them several thousand dollars for a needless primary, don't look for them to be sympathetic. They will be angry, and that is not good for the future of the Republican Party.

Lawrence County has had a primary for years. this isn't something someone in Giles county dreamed up.

When it comes to voting for the president, congress or senate, I want let what a few so called Republicans or Democrat's in Giles County think cause me to not to vote for who I think is best.

Giles county can't influence them in anyway. Vicki Harwell got to go to the Democrat convention a few years ago. Do you think she influenced anything?

Not picking on Vicki, just don't know of any Republican that got to go to the Republican convention.

Every meting of the republican party in Giles County by their by-laws has been announced well in advance of their meetings which are open to the public regardless of what party you belong too, period. The democrat party makes it very clear, in their announcements of a party meeting, that only democrats are invited to attend. How's that for openness?

There is no requirement for the executive committee of the republican party to announce their meetings as they are open for only those on the executive committee. It's the difference in having a stockholders meeting of some company and having a board meeting of that company.
It's sad that you continue to attack republican and anyone else that you disagree with while having an extremely low understanding of what you are attacking.I guess that's where the term "low information voter" comes from. It's hard to understand how you would move from a party because "you claim" they held secret meetings, which they did not, and move to a party that supports gay marriage, government funded abortions of convenience, amnesty for people who violated the law and broke into this country, welfare over work and unlimited national debt. Seems to me that if you really had a concern regardless of what it might be you would do all in your power to change that, but then that would take courage on your part and require you to stop whining and take personal responsibility.

I spoke out firmly against the Republican Primary and the expense to the county. I was complimentary to Mrs Bassham for her insight in securing the money a year in advance.
I was strongly opposed and I expressed my opposition but when the county chose to have the primary I as a very strong conservative chose to run as a republican choosing not to be associated with the baby killing tax and spend democrats many of whom are to cowardly to admit they are democrats choosing instead to run as independents even while serving or having served as officials in the democrat party.

There are many things we dislike, oppose, even hate but we comply with them and try to make the best of the situation when it's accepted as a fact of life.

Barrett and many others oppose the primary but the fact of life is it's here so what difference does it make if you take part in it? If a person said they were opposed to something then voted for it I would agree with your comment but there are simply many things that we oppose but take part in. There's a 4 way stop sign I have to go through on my way to work. In over nine years I have yet to see another car at that intersection when I've been there but I still stop.

People keep bringing up the idea of suing Barrett for telling about commissioners who went bankrupt how can you sue somebody for talking about public information.
Barrett apparently goes through the records and come up with all sorts of information, my question is why is it that Barrett seems to be the only one doing that. Shouldn't the news media be looking into the background of candidates including Barrett. How do you know what people are like are doing if you don't check them out. They was telling on the news today about a convicted terrorist that bombed and killed a bunch of people in Israel who is no in this country working for the government as a obamacare navigator. People who are making important decisions for uys need to be checked out a lot better than they are.

Who said Barrett was the cause of the Republican Primary? All I know is that he (unlike John Kerry) was against it before he was for it. As for the multitudes of people on here who attack me because I keep reminding them that this war against 7th District commissioner candidates needs to stop, I would guess there may be as many as two or three. That would be you, perhaps one more, and very likely Mr. Barrett or a very close member of his family posting anonymously at times. I've never seen such a level of resentment and hatred in this county. It's just sad that there are those who have no scruples when it comes to getting something they want, be it by honorable or dishonorable means.

Lawrence County has had both Democrat and Republican primaries forever and a day. And more counties may join if there are "executive committees" in them who insist and force this needless expenditure of taxpayer funds. Partisan politics has no place in county offices. And, for an example, the fee for registering a newly-purchased car is not going to change, and being a Democrat or a Republican is not going to affect that one way or the other due to state auditing. More than that, wheel tax referendums and things of that nature are subject to a vote of the people.
My question remains. What difference does it make whether one is a Democrat or a Republican in county offices? For an elected official such as a register of deeds, why is that person's party affiliation anybody's business?
It's not, and yet two or three people have pushed forward a $25,000 expenditure on taxpayers which is already an embarrassment. I believe this is Tea Party based and will kill what's left of the GOP in Giles County.

Maybe it's not so important that the Register of Deeds be identified by party but there are a number of other offices that are very important to know which party and ideology they support. For instance I want to know if the District Attorney is a supporter of Eric Holder and Barack Obama or will they follow the law regardless of who is involved. I want to know which party the judges are affiliated with. I want to know which party the county Executive belongs to as that gives a good indication of their attitude toward fiscal responsibilities.
Now as for the other offices I want to know which party they are part of because I would never want to support anyone who believes in killing babies, taking away our firearms, support amnesty for illegals, allow the president to act like a king, nationalize private industry, spend far beyond income putting our debt on others, gut our military, use the federal government to enforce violations of our Constitutional Rights, Etc, Etc.
You see any one who belongs to a party becomes a supporter of their stated beliefs and actions. While many claim to be democrats most have no clue about what their party has come to stand for. Example: Planned Parenthood was started by an incredible racist worse than any klan member or neo-nazi whose foundational belief was that people of color should be exterminated through birth control. Dr. King was well aware of that and was why he was a republican. Today many people of color are democrats because another racist President Johnson gave them a few crumbs, keep in mind this same Johnson allowed the unlawful wiretaps and surveillance of Dr. King.
Within the next few years I believe almost every county will have a primary. The state was dominated by democrats for a hundred years and the suppression of rights and opportunities was incredible. Just compare the state's progress under democrats and then under conservative republicans.

Several, several years back it seemed like each office had 5 or 8 running for that office. I worked in that election and I thought it never would end. If they were in line when poles closed you had to let them vote. Look at the people that don't have anyone running against them now.
We didn't have internet then to hear the fussing, but sure must of been a lot because the incumbent had a lot people running against him/her. So is agreeing with the person in office isn't new.

Great post, Mr. Barrett! I wasn't happy about the expense of the primary when I first heard about it, but after careful consideration of the long term benefits, I think it was a good call. The expense is nil compared to the money thrown away by Janet Vanzandt and gang.
Where is the public outcry for the looted hospital fund, wasn't that $10,000,000.00? Where is the public outcry for the $1,000,000.00 "lost" school money? Where is the public outcry for the EDC's overspending $30,000.00 just this year, and we're only in March. I smell a red herring and it really stinks.

That wasn't the only lawsuit that Giles County has had that could of been prevented. At one time there seemed to be a lot of lawsuits going on. Maybe not all under Mrs. Vanzant's leader ship. The county did fight Mrs White right up to the moment the Federal EEOC stated that it was a clear exclusion by race and that Mrs White has been discriminated against by being one of the top rated applicants and not even being interviewed for the job she had applied for. If Mrs Vanzant would simply have given her an interview and hired someone else instead of arrogantly dismissing her without the interview there would have been no provable problem. It was a matter of stupidity and arrogance combining to make a big mistake.

The reason the county didn't have a leg to stand on is because they didn't even interview Ms.White to find out if she was a "ninety pound weakling." Allen's right, all they would have had to do is talk to her. They were not obligated to hire her, only interview her.

No, here's the deal, and I got this pretty straight. The county knew that, the way things are today, they would have no chance at all. Anytime the charge of racial discrimination is made, it's usually almost impossible to defend, and particularly when you have someone behind it who is agitating and spurring it on. That was true in this case. There used to be a time when someone who was passed over for a job didn't whine but rather went on to find employment elsewhere. I KNOW, because I have applied for jobs and never got called in for an interview. So what? Isn't it the employer's right to select whoever he wants?But now it seems that, regardless of abilities, temperament, past work history, etc you can sue someone if you are not selected for employment. The county felt they had no choice but to settle. However, given a second chance, the county would have fought that suit tooth and nail.

So best fit they had to write an article to explain to the tax payers why they would hire such a highly qualified, ethical individual. I never had seen the county take up a full page in the paper to explain anything to the people, let alone why they hired someone. Maybe they felt there was a need to try to justify their actions to the taxpayers? And I agree they need to justify why a county commissioner whose job it is to vote on the fiscal policy of the county, is sitting in the Financial Management office when he did not want financial management to be passed in the first place.

First of all, I am a man, and where I live is really, to be blunt, none of your business.

What Terry Harwell did at the cook-off showed a human side to him. We all are human, and none of us are perfect. He was provoked and quite angry. I got that. And he, in a fit of anger, blurted out a thing or two that I am SURE he regrets at this point in time. But hasn't the one you seem to admire had more than just one outburst at county meetings? You know I speak the truth.
Wouldn't you have been upset had you been in that same situation at the cook-off?

I said I would support Mr. Harwell, and that should have been plain enough. In addition, I will support Mrs. Goolsby and Mrs. Coleman. My best advice for you is that you support and/or vote for the candidates of your choice and let it go at that.

Finally, here's something for you to consider. Who among the 7th District commissioner candidates has been guilty of attempts to malign his or her opponents? There's only one. Not ONE WORD of criticism has been posted on here against him by his opponents. I could never vote for someone like that. I'd be more concerned with that behavior than I would be of a man who when provoked to anger let go a word or two that he knows he shouldn't have. To me, it showed that Terry Harwell was man enough to defend his wife's honor. All of us have said things in anger that we wish we hadn't, and you know that.

Terry had time to think. Look at the video. He thought specifically about what he was doing. He walked to a table, filled up a cup of water and intentionally threw it, after announcing, "This is about me, I'm a county commissioner, what you gonna do about it? He ain't nothin" "fagot." The previous are some of the elegant, direct quotes from a fine and upstanding county commissioner, Terry Harwell. Terry and Vicky then thought about it and filed false charges against Bob, for an assault Terry committed, and then started promoting he was protecting his wife. Everybody who saw the video or was there knows that is a lie and both just showed their character. And if you listened to Vicky's interview to the police you know every time her mouth opened a lie came out. Both should have been arrested for false statements to the police. Hell cg, do you honestly believe that telling facts about someone is smudging their character? Seems to me they are smudging their own character. You have to be accountable for your actions be they good or bad and harwell's actions were anything but good. If you don't want folks talking about actions you are ashamed of, don't do them. Simple enough, isn't it?

There have been any number of lies and character assassination attempts made to destroy Mr. Barrett much of it lead by the one known as cg also as the enabler. Here's the facts, Mr. Barrett wasn't even at the cook off when Terry Harwell called him a nasty name after attacking Bob Hughes physically and with hate speech so disgusting that few would repeat it.
I have watched Mr Barrett over several years now and have yet to see him lose control or misbehave in any meetings I have attended. I have seen him treated worse than a dog at times and just smile at the abuser. When he has responded it has always been appropriate to the way he was being treated. Mr. Barrett has shown more insight into the county's problems and solutions than most commissioners and certainly the county executive he has submitted ideas that had they been accepted when offered would have saved the county millions of dollars then when they were finality adopted not a word of thanks was offered to Mr. Barrett. I am very aware of these things because I am a commissioner and have watch this situation for a while just get worse and worse.
Now Mr. Barrett has proposed a way to fund the ten million dollar loan for the school system with out a property tax increase or a wheel tax and so far all the county executive has done is drag her feet as usual and say we're researching it. At our last budget meeting she even went so far as to read from the wrong referendum in an effort to sabotage Mr. Barrett's plan for the county, it was shameful what she did, but it opened the eyes of other commissioners. As a commissioner I am impressed that Mr. Barrett has shown more interest and better understanding than many of those in elected positions.

Although I am not a Barrett supporter or fan, there is no doubt that our current County Executive has done a horrible job.
I can't believe that this county continues to operate under the popularity system as opposed to voting for the best person for the job.
Glenn Gordon was the man for the job 8 years ago.
I don't know if Scott Stewart was the man for the job, or not. One thing we know for sure......Janet VanZant is not capable of running this county effectively!

Several of us accurately predicted this attack on Mrs. Vanzant as well as the discussion concerning the 7th District Commissioner race.
I think the majority of Giles County voters believe Mrs. Vanzant is doing a good job, whether you like that or not. I will do anything I can to help her. That's still my right.
Will you be getting behind Mr. Stowe during this election. If he reads this blog, I'm sure he would rather you refrain.

6:21 It is easy to predict "an attack" on JVZ. She has been the worst County Executive in my lifetime.
People like you (the ones who elect based on popularity, and not ability or accomplishment) will continue to keep Giles suppressed.
If you take the name out of it, and look at the record, you will not see good results. And I mean the negative results are glaring.
Unfortunately, there is not a lot of competition this time. Its a shame.

You are so right. If this bunch had anything on Mrs. Goolsby, it would be all over this blog by now. But all they have been able to come up with is the fact that she has a job!!! She is a wonderful and decent person who will make a fine commissioner for 7th District. But take comfort in the fact that they have also been after Mr.Campbell, Mr. Harwell, and Mrs. Coleman. So she is not alone.
Many of us knew this attack on 7th District commissioner candidates would begin about this time. We were right. We also were sure they would go after Mrs. Vanzant again. They didn't let us down.

Other Commissioner don't have to say anything cg takes care of it all.

There is a difference in attacking someone personally and telling about the accomplishments and qualifications of a person. The question was asked about Mrs Vanzant's accomplishments and people were asked to tell just one positive accomplishment and immediately that's supported to be a personal attack? Mr. Harwell acted like an out of control fool then he and his wife lied to the police but when people are reminded of that behavior he's being attacked personally. Mr Barrett stated that Mrs Coleman filed bankruptcy, nobody has denied that it is true only that it is a personal attack against her. Someone keeps saying Mr Barrett is disrupting meetings and causing trouble everywhere, but they don't give any specific examples but they don't see it as personal attacks against him.
Personally I want to know the truth about the character and finances of the people who are representing me A person who can't manage their own money shouldn't be handling our people's money; people who use hate speech and assaults citizens and uses their position to protect themselves should not hold any position of authority. The truth is not a personal attack but gossip and lies are. Attacking a person and hiding behind the anonymous label is as cowardly as you can get. I'm signing myself as anonymous but i am nit attacking anyone just for clarity.

The ones I asked about voting Scot Stewart told me, "The Lakes own enough in Pulaski, I don't want them trying to run the county." But cg thinks he knows best, blame it on Barrett. Sounds like the President blame everything on Bush.
What they had against the Lake family, I don't know.

There is two running against vanzant this time so the ones that think vanzant has been in there long enough will split their votes. Her loyal supports will support her. She will be watched like a hawk.

I seen where Rose Brown was criticized about working for the schools and voting for her benefits. So saying that there ain't anymore districts having problems is wrong and anyway the election ain't till August. Now the other thing that you don't see is that Barrett is attacked more than anyone and with more mean spirited lies than I could even imagine. I agree with Mary Ann no one has put up with as many constant attacks as Mr. Barrett and not once have I seen any specific examples of bad behavior from Mr. Barrett. Sharing factual evidence of a poor character Mrs Vanzant's lies, Mr. Harwell's behavior at the cook off and Mrs Coleman's bankruptcy and phone playing are not attacks any more than to say they live in 7th district or shop at WalMart.
The hypocrisy shown by some is unbelievable and the sad part they claim to be Christians while spreading nothing but gossip and lies.

You are so INCREDIBLY obvious in what you are doing. Here's the plan: Destroy as many of the District 7 candidates as possible and maybe, just maybe, Mr. Barrett can finally win. The same holds true for Mrs. Vanzant. Just as with the District 7 candidates, The more you try to tear her down, the more resolved voters will be to elect her again. That's their choice. You also have the choice to vote for and support your candidates without trying to destroy opponents. Do you feel all that threatened? This is working against your candidates just as it did before. And since you apparently don't know that, I can't believe I am telling you.

To the one who wants the "Enabler" (who likes to think of himself as a cg)to respond: You are wasting your time asking him to name one positive thing that JV has done for this county. I moved here several years ago, during an election season. I knew nothing about any of the candidates,and I ask the enabler, on this forum, the same question. (My name for him is "Rabid" due to his defense of JV) He basically told me by virtue of even asking the question, that I was troublemaking and that she neither needed or wanted my vote! I was floored by Rabid's response until it finally dawned on me that he didn't understand the Democratic process. He just doesn't get that you help your candidate by telling what they have done well with specific examples. He also doesn't get that in a campaign, telling what other candidates have done wrong is also legitimate campaigning tactics. Normal people understand that and know if you sign up for public life, past behaviors will be made public. It is beyond his mental grasp. He sees nothing wrong with "attacking" the POTUS and blaming him for all the ills of our country, (neither do I, this is just an example of his double standard), but local officials are off limits. In another glaring example of his hypocracy, he has NO problem attacking a private citizen, but nobody else has the right to criticize anybody. As I said, he simply cannot grasp the Democratic process, and just pouts and "blows smoke" when someone calls him on this behavior. I gave up on the idea that he will give me any type of logical coherent answer regarding real issues,candidates, and officials, many years ago. You may as well give up expecting any honest discussion from him. His intellect just doesn't allow for it to happen.

The bickering is going on in that district because some of the candidates have made poor choices regarding ethical behavior and citizens are questioning their qualifications. I intend to vote for the candidates of my choice, thank you. And I "rest my case" regarding your rabid defense of those officials previously discussed. The bickering is not going on in any of the other districts but 7. This is exactly what happened last election, and I believe we can both recall who won and who came in dead last. People do not like this sort of thing, and I have a right to point it out and ask that it stop.
As for me, my support goes to Mr. Harwell, Mrs. Coleman, Mrs. Goolsby, and of course Mrs. Vanzant. And I can do this without having to throw rocks at their opponents. If you think Mrs. Vanzant is not the right person for the job, simply vote for one of the others and respect those who do not see it as you do.

While you are explaining why all this trouble is peculiar to District 7 as it was last year, would you also name an untruth that has been spoken.
Lastly, you really need to work on that anger and intolerance for views that do not coincide with yours. I couldn't help but notice the name-calling.
