The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Yet Another Crisis For County Government

With over a year since Microsoft announced they would end support for their XP Operating System, it was announced this morning in the County Legislative Meeting that no preparations have been made for this change that will take place on 8 April 2014.

At the present time it isn't even known how many computers the county has that still operate with the XP System. No plan has been made as to which computers can be upgraded with new operating systems or how many will be more feasible to replace. Currently there is not even an estimate as to the cost of this latest "crisis".

This is the way the county has operated under the County Executive's leadership moving from one crisis to the next without any plan to meet future problems in a more efficient manner. How much longer will this county suffer from such unprepared leadership?

Is there a tech portion to the budget? Don't get me wrong, at this late date the price will be astronomical to make all the county's systems compliant. I just wondered if there was money designated just for that.

I would not imagine that this is the crisis it is being made out to be. First of all, XP is still in use by 37% of all desktop operating systems, according to zdnet, and is the 2nd most popular OS in the world. That's millions upon millions of computers. Even though Microsoft will not be issuing any new bug patches or security patches, for security you can still protect systems through other means, which are readily available, as is advice on how to stay safe and keep using XP. XP is an old and stable operating system, and by now it is really unlikely that any significant bugs remain to be discovered and fixed. Most vulnerabilities are in software and browsers, and poor procedures, not in the OS, anyway. So let's not have a hysteria attack over our county offices doing something that millions of others are doing as well, which is sticking with a tried and true system for a while longer.

12.09 However, under Mrs Vanzant's 'five year plan' shouldn't she already have set her goals for when the computers are obsolete, AND have some idea of what the inventory is? These numbers should be available through GASB for which she is responsible as county executive.

I know nothing about the county. I'm just interested in this XP system. My computer crashed and I was told I could no longer have XP. I hate the new, had to get new programs to work with it and they don't do the way I was use to. I would like to know if it's true I can find XP on a new computer. If it's true you can't find XP anymore I feel so sorry for the county. An expense the county or no one else needs.

Can you please post the date of the county commission meeting in which the procedures you discussed will be implemented, and who will be providing the service for the patch work, provided on the XP system?

If you want to install XP on your computer, I would recommend going on EBay and buying it. You need a "full installation" version, and I would recommend XP Professional, not XP Home. Then you need to go to Microsoft's website to download and install ALL of the updates and patches as soon as possible before they take them down off their site.

Please note 12:55: It is incorrect to say that the "computers" are obsolete. They may be, but they may not be. The issue is the Operating System that runs them. You can purchase copies of Windows 7 Professional (the most widely installed OS in the world) for about $150/computer. The newer version, Windows 8 will run about $50 more. So this isn't a big deal. There may be other issues, depending on the software they use, and the size of their computers' memories. But assuming that they have adequate memory and their software is compatible with Windows 7 or 8, we are not talking a lot of money here.

Let me clarify a couple of things. First I have for over ten years been begging the county to implement a five, three year plan with a one year budget until last month my requests have fallen on deaf ears. I even wrote about it as part of my plan if elected Last month Mrs Moore brought up the subject and was roundly applauded for the idea buty as yet there is no plan for even what to do next month much less for years ahead. That tried and true method used by the county of going from one fire to the next without a clue about fire prevention has helped get the county in the mess that now exist.
The XP System while good while it lasted is way outdated now. Microsoft has decided that it is impossible to fix and maintain thus they are dropping support for it. What this means according to Microsoft is that the system will no longer have fix patches for it and that it will be severely subjected to malicious malware and hacking. As stated in the meeting this morning by the County Executive, "we sure can't have that".
If the computers are of good quality simply removing the XP system and replacing it with a more modern operating system such as Windows 7 would fix the problem. If the computers, as I suspect, or older and ready to be retired then a replacement with a new system would solve the problem. At this moment, inspite of this being known for over a year, no one knows for certain how many county computers are using the XP system therefore no one knows how many will have to be fixed or replaced. Evidently not all county computers are using the XP system but one thing is obvious the cost will be huge when you consider the cost of a new operating system and the labor cost of removing the old system and installing the new one.
The one thing that stands paramount is it will be costly and totally unplanned for.

If the computers are working satisfactorily, then what is the problem? Unless I miss my guess, doesn't the county have auditors who tell them what they can do? That being the case, you didn't need to propose anything. I say this respectfully when I tell you that this simply wasn't your call. Maybe you should have discussed this with the commissioners in your district. Otherwise, and I could be wrong, this thread looks a little like grandstanding for votes. Maybe I'm wrong, but that's how it looks to me.

Well 6:03 respectfully speaking you are wrong. The concern that was expressed by the County Executive and the commissioners is that with the XP Operating System being dropped by Microsoft they were be greatly subjected to malicious malware and hackers. No the county does not have auditors that tell it what they can do. Auditors speak to issues after the fact such as whether the money was brought in, processed and spent using state approved guidelines. If computers are needed based on the department heads determination then computers are generally purchased if money is available.
I fail to see how suggesting a plan for replacing equipment and filling the needs of departments would be grandstanding to anyone who has ever worked with a budget.
I know when tires will be needed for my vehicles and plan for that, I know when my lawnmower will need to be replaced and plan for it I also have reserve funds for emergencies but never use those emergency funds for day to day household expenses. That's what a budget is all about planning for the future and how to use your resources for maximum effectiveness, something the county has not done in at least ten years.

Windows XP is soon to be obsolete. However, I have just updated several computers that run XP so that they will operate for at least a year. Windows XP will run any software the county needs with the free updates provided by windows. The county needs to set aside money over the next year that will update computers, from most important to lowest, to run windows 7. Window 8 is a true pain in the rear because they created it to fit a tablet format. The right computer tech can make this an easy process for the county. There is absolutely no need to call it a "crisis".

Watch any news program where they've even stated the possibilities of fraud at any ATM, due to running on XP. Yes one can change OS, but what about costs of the devices that won't run properly with 7 or 8. Maybe the exec isn't tech friendly an that's ok, but what about financial, personnel, employees, or even a commissioner ever just ask about it-maybe bring it up at a meeting?

Guess we know where all this will be purchased, since there won't be adequate time to advertise,bid it out and review bids now huh?

And btw, I'd be ok with the stuff/business to a local entity but it just really looks like a planned mistake and padding friends again.

I don't know if I would refer to it as a "crisis" but the face that Microsoft will no longer issue security patches for XP makes every computer vulnerable to hackers and identity thieves. Do you want your property tax information, your kids school records, and God only knows what else exposed? I hate to agree with WAB, but this is another example of poor leadership and preparation by County government. It seems that the only time Mrs VanZant acts is when the fire is already burning. There are few proactive measures taken, by this government.

I think it's proactive that Mrs. Vanzant chose to bring it up rather than handle it herself without taxpayers knowing what's going on. Either way, she loses with you guys, because had she handled it, she would have been accused of doing something secretive and behind closed doors.
Mrs. Vanzant has my vote and any support I can give her...just like before. I don't go for attack dogs. And I do not think her opposition will resort to dirty politics, so why should you? She never has stopped to that level.

Doesn't each department set their own budget? So why didn't the department heads put this in their budgets for this year? I'm not a big Vanzant supporter, but I don't think the offices computer OS's are her responsibility any more than software updates for each office are. And if Commissioner Jackson brought it up at the meeting, then he probably knew about it before the meeting. Why didn't he take it to Vanzant as soon as he figured it out rather than waiting and making it an announcement at the meeting? Seems like the same old thing in this County with everyone trying to make each other look bad and not doing what is best for the County and "trying" to work together to help the County be the best it can.

When it comes to computers there are all kinds of opinions. Microsoft updates systems for basically two reasons. Improvements and to make money. XP is a good OS however it is also 12 years old. Now the county surely doesn't need all the bells and whistles on new OS. The security that come with a new system is another story. It can be very highly important. There are hackers out there that are just waiting for MS to end XP support. Just to cause problems if for nothing else these hackers will attack XP machines. Yes there is other things the county can do to protect there machines without MS help. Yet they have waited until a month before support ends to even bring the subject up. That doesn't speak well for any forward thinking on the commissioners part.

I also suggest that the County consider acquiring a system security software package (such as that offered by AVG) which is much more robust than anything offered by Microsoft, McAfee or Norton. I am sure that there are individual computer versions as well as network server versions of these operating systems and security packages.

Again, the County does not necessarily have to acquire all new computers. Granted some systems may have to be retired; but, a multi-year budget (as was suggested in the defeated County Charter) should have provisions for upgrading computer systems and necessary software.

This effort will require leadership, and the willingness (of the County Executive and Commission) to look ahead into the future as to what is best for Giles County to operate as an efficient and effective government.

Knee jerk reactions (the current management style used by our County Government) to any problem is not the way to manage and administer any business or government. Waiting for your infrastructure to crumble and fail is not the way to run this County. Throwing money at the problem is even a worst management technique.

No plans so now with less than a month to go they have created another crisis instead of a simple problem that was planned for.

Prove Mrs. V or the commissioners in 7th district aren't making post. With everyone signing anonymous no ones knows who is posting.

The system requirement variations between XP and Windows are considerable, so it's possible that much hardware may have to be upgraded along with the software.

Another problem is that Microsoft no longer sells Windows 7 boxed. It is readily available in comp stores on the internet, but MS doesn't offer any support for these. They will offer security updates until 2020 but no actual customer support.

Regardless, this does have the potential of becoming a crisis. Every day there are more and more sites and apps that won't work with Xp. I don't know how often the County updates their software, but it could well be a problem next time they do.

I don't know much about computers but know when I had to get a new computer a few months ago, I had to also buy new programs.

I just hope the county knows someone that can keep their computers going and not have a big expense.

How do you know Rackley can save money? How do you know Rackley is not inflating the price of his services if the bid process is not used and you do not have a quote from comparable companies. I know people who have used Rackley and will not go back to his company because of the service or should I say lack of service provided by his company. Mr. Barrett, I can't thank you enough for this post! My phone has literally rung off the wall. We have sold 12 new computers since Monday. Nine to new customers. While I think your "crisis" is nothing more than you making a mountain out of a mole hill, I greatly appreciate it.

The person who threw the first dart at the County Executive was Commissioner Jackson when he announced the "crisis" in an open public meeting, namely the County Commission Meeting.

Was he grandstanding? Yes. Did he make it sound like the entire County IT system was going to completely fail in 3 weeks? Yes.

Was his solution to spend the money to acquire all new computers for all County Offices? Yes.

Has anyone in the Giles County Government given this "crisis" any indepth thought? I seriously doubt it.

Has anyone in the Giles County Government considered what will be the most logical, efficient and cost effective way to resolve this "crisis"? I seriously doubt it.

The remedy for this is not to go out and purchase 150 computers that the county gov't may need. Go buy the Windows 7 or 8 and buy a license to install it on all the computers. Some of the older computers may need more memory, but that is not that expensive. Give it a try before the sky falls as some may think.

9:59 On September the 10th 2001 there was no one who believed that there was any danger to the World Trade Center just two days later the whole world knew what had happened. Barrett wasn't grandstanding only reported what was said in the meeting, unlike the radio report that didn't mention Commissioner Jackson's warning. This is the problem with this county they wait until a problem has become a crisis or a disaster before they will do anything about it. Well what we, the average over paid citizen of Giles County should do is ..... accept a 50 cents increase in property taxes and $50 wheel tax so that all the computers in the county school system and government can be swapped out for new systems. All school emloyees and County employees then can go to specialized training to learn how to operate the new computers with Windows 8.


Or .... we can look to Terry Harwell to solve our IT problems. Seems that he has held numerous different jobs over the past few years and he is a self proclaimed expert in all matters that are associated with the County.

I posted 5:56 and boy did the enabler prove my post right. Who was the first today to enter Vanzant, Harwell and the other 7th district commissioner candidates into the subject of today's posts, not only on this thread but other threads? None other than the lying, whining, enabler. And what is so sad is it attacked others for stating their opinions but expects a different standard for itself.

I'm only voting for Barrett in District 7. He seems to be the only one who actually cares about the district.

I have already begun to campaign against Vanzant. I am surprised how many people agree it is time for her to go and their trust in her to competently do the job required is not there.

I am also pleased to hear so many opposed to the wheel tax and feel if the ones in office had been on their toes their would be no need for the wheel tax.

Many are appalled when finding out how much money has been missing, how the hospital fund was robbed and nothing done about it, the horrible investment and waste of tax dollars in the Hunter Smith building, the $70,000 price of discrimination in hiring practices, the hiring of an unqualified commissioner into the finance office, paying invoices that are not on official letterhead so the public may know where or why these legal fees were paid, or going back and filling in a years worth of time cards to document overtime paid to salaried employees. The people are more informed than you think.

Was it the responsibility of our election office to verify Coleman's financial information?

I'm still confused how an anonymous phone call could start an investigation into Pete Abdo when he ran for Mayor, but when Coleman's paper work was not submitted correctly, and she did not disclose required financial information there is no action whatsoever from our election office. I wonder why. Maybe Rackley can answer this for us. While he is at it he can answer if he is still servicing the voting booths?

Coleman is a democrat and part of the problem so she was protected, Abod was not the choice of Speer/Rackley and therefore had to be stopped.

As for Allen Barrett, I have never met the man and don't want to meet him, but I have seen him in action. And since I have never met him, I have no idea one way or the other if I would like him.

It's a sad thing that people would rather try and attack those they dislike or disagree with on a personal level instead of on the issues. While I have disagreed with Mr. Rackley on several issues I have tried to limit my criticisms to his actions and not him personally. I removed the comment about him made on 2 April at 8:20 that reflected a personal attack via cowardly rumor.

To those concerned about which church I attend, I have no doubt any church in Giles County would be very welcoming to me and my family, that's what church families do. The simple fact is at World Outreach I not only have my Spirit fed and challenged I can be in attendance with my son and daughter's families.

The concern about Mr. Rackley servicing the voting machines. The state, after being informed of the practice, issued an order for the election office to use only certified non involved technicians.

To the sad little person who chooses to dislike me inspire of never having met or spoken with me. It takes a very twisted and closed minded person to develop such a negative attitude about anyone without being able to point to specific behaviors to justify that attitude.

My opinion is Barrett is exacly what this county needs over your, I'm a county commissioner, what you gonna do about it, double dipping, lying candidates, you support. I have a right to my opinion as well. But then again I want fiscal resposibility, personal accountability to the tax payers, and qualified people hired as opposed to friends and family who are not qualified but deemed best fit, or in other words, will keep their mouth shut when they see the tax payers are being robbed blind.

Name one good thing Harwell, Coleman, or Cambell have done to better district 7, while in their position. Or just one reason they should be suported.

It seems you like to support openly dishonest candidates that have filed false police reports against citizens after they attack them on public streets, Terry Harwell, or just don't feel they need to disclose required financial information to the voters, Coleman.

With the failure to disclose and the shenanigans that went on in our election office, with Coleman's paperwork, how can we possibly believe our elections are valid. And yes I am saying something stinks in our election office, and it may be one of the same stinches coming from the E.D.C. Hint: He services the voting machines to save the county $1000 so the other board he is appointed to may have it to compensate the E.D.C members with food and beverage.

What I saw on the video, Hughes was videoing and some man said, "watch out Terry they are taking pictures of the winner." Then Vicki starts in on Hughes and very quickly ask Terry to take over.

Copy of a letter was posted on line under the heading "The Real Don Parr". That letter only seemed to suggest the local election commission not read the Giles county voting machines for the August 2012 election. WAB, was there another letter issued that covered ALL elections that you might know about?

You say you noticed that I spew about Barrett. Would it be throwing mud if a person were a child molester and it was reported, how about if they beat their spouse or spent more time drunk than sober would those things be important for voters to know?
