The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. April Meeting of "The Giles Patriots"

Last night , 10 April 2014, “The Giles Patriots” held their monthly meeting where we were thoroughly enlightened by two of the candidates seeking election to the position of Giles County Executive. All three candidates for the position had been invited well in advance  but as usual Mrs. Vanzant found reason for not attending. I have never been in a meeting or heard of a gathering, where questions would be asked, that she has attended and stayed for the questions.
I am very pleased to report that both Mr. Lindsey and Mr. Stowe did an excellent job in presenting themselves to the group of approximately fifty and both were outstanding in their responses to the several questions that were asked of them.
The main emphasis of both impressive candidates was their leadership and administration skills.  Both men are retired military, Mr. Lindsey from the army and Mr. Stowe from the Coast Guard. Both candidates have extensive leadership experience with Mr. Stowe having an edge by virtue of having graduated from the Coast Guard Academy, served in the White House, commanded two different ships then was commander of the largest base in the Pacific. Mr. Lindsey’s stronger abilities seem to have been involved with mostly administration, serving on the Inspector General’s team with a focus on nuclear, Biological and Chemical weaponry. He is currently writing grants and guidelines for small businesses in the Huntsville area. Both men would be excellent for the position of Giles County Executive.

I believe all present were very impressed by both candidates. Some did express disappointment that Mr. Lindsey left rather quickly after the meeting adjourned, while Mr. Stowe remained and was among the last to leave the building having stayed for informal discussions and questions.

Hey CG one question that was going to be asked to Vanzant ... "What happened to the $6.2 million surplus in the General Fund balance as of July 2006?" This does not include the $15.0 million in the Hospital Fund that was not to be touched by Commission Resolution.

As of today approximately $16.2 million has been spend without any discussions with any citizens.

Please CG enlighten us.

Let 's see about that "right for the job" thingy. Mr. Stowe graduates from the Coast Guard Academy a very prestigeous school, serves his country in the Coast Guard over twenty five years holds such postisions as ship commander, base commander and aide to the president of the country. Mr. Lindsey graduates from college serves his country over twenty years as an officer in the army, inspects nuclear, biological and chemical warheads and missels, writes grants and guidelines for small business and leads other soldiers.
Mrs. Vanzant graduates from Bodenheim High School, has never lead anyone, has never made a plan of action for the county and her only executive experience is as county executive where she has practically bankrupted the county.

Mr. Stowe and Mr. Lindsey can list major accomplishments for their life, count numerous leadership experiences and are not afraid to speak to the people and answer their questions.
Mrs. Vanzant refuses to speak to a group of citizens never answers questions from those citizens, will not list any accomplishments or leadership training she has and continues to try and fuction without any plan of action at all.

Yep, you sure got it right CG looks like Mrs. Vanzant is highly qualified for your vote, she just isn't qualified to continue leading this county.

I have never posted any concerns about the hospital funds being spent. I have a question though. Does it not take the full commission to allocate and spend money on projects in the county? Can a single committee or person spend funds without approval?

Mrs. Vanzant has far more experience as a County Executive than the other 2. Being in the military does not make you qualified to run a group of people or a county. Allen has taught the citizens and local government that much.

I am sure most citizens know where you stand when it comes to Vanzant, Allen. I suppose you say what you do on here to concrete the fact that you are nothing more than an obnoxious child in an old man's body.

First of all he is the king of the ship with the power of life and death in his hands. He is responsible for every thing on, and around that ship from AA meetings to Zymurgy and everything in-between. Brother the captain is responsible for everything and if t don't all work right he don't remain as the captain. Ain't nobody had more responsibility don't matter if they were in the Army or Air Force than a ship's captain. I don't know this guy Stowe but if he was a captain on three different ships and they increased in size each time you can be sure he has a lot on the ball and brother landing a job in the White House don't ever go to no slacker.
I don't care who you vote for brother but don't ever say a ship's captain don't have leadership to run a group of men. I don't know what size ships he had but to command a large military base is more work than dealing with a small county.

I am a Christian and a gentleman, and I would just like to say that I have never said one word against Stoney Jackson. Like Mrs. Vanzant, I think he too is doing a good job, whether you like it or not. In the course of their duties Mrs. Vanzant and Mr. Jackson may not always see eye-toeye, but what you won't see them doing is coming to a place like this blog and badmouthing and running one another down.
My hat is off to both Mrs. Vanzant and to Mr. Jackson. I support both of them.

4:58 Right you are sir! I haven't met this fellow Stowe yet, but there's a real good chance he'll get my vote. I checked out his website at votestowe.com that gives his background and campaign platform. There's pictures and it shows the size of the ships he commanded. They look pretty big to me. And there's a picture of him with Bill Clinton with a football Clinton gave him. Stowe carried the "nuclear football" for Clinton for two years while in the White House and doing the math, I figure he had to be in his early 30's. He's got a very impressive resume.

You are absolutely right. And isn't this so-called Republican Party (the ones that meet behind closed doors without letting anyone know) pushing Stowe as well? That's what scares me. If Barrett and some of the "leaders" in the Republican Party are backing him, we should all be concerned.
I believe this is, once again, the plan to get "their people" in charge of things. First they make a prolonged and concerted effort to destroy those they want out (Mrs. Vanzant being their chief target) and replace them with "right-thinking" people who are smarter than we are and who can tell us how to think and act here. Well WHO NEEDS THEM? Just be aware of this. It is my opinion that these people are dangerous and we already know how ruthless they play. Oh, I'm sure one of them will come back and call me a name and say I'm paranoid schizophrenic or something like that, but it doesn't matter. Just watch how nasty this is all going to get before August.

cg your comment that it takes the full commission is as stupid and wrong as your comments about voting without declaring which party you support. It takes only eleven commissioners to pass most resolutions and 14 to pass on 2/3 majority.
Commissioner Jackson is doing a good job but he was publicly humiliated in a commission meeting when Vanzant did not want to hear. Hell, just watch the video on PES channel two.
Your idea that two men who are retired from the military don't have as much leadership skills as Vanzant is beyond laughable. A military person who has risen to the rank of Corporal or above regardless of their job will have attended military leadership schools, led other military and or hold a leadership position. No civilian without any military experience will ever have the same experiences from basic training to advanced leadership positions. Your accusations than two men who served as high ranking officers one a naval captain of ships don't have anymore leadership than Vanzant is not just laughable but an insult to every military person who has ever served.
Do you have any idea how stupid you sound when you criticize someone for wanting "there people" in office, would you suggest republicans support a democrat for election how about support someone who has totally different principles than they have. As a Christian would you consider voting for a devil worshipper of course not because they wouldn't be your kind of people. Aren't you supporting "your people"? Your comment is beyond ridiculous. What difference does it make who Barrett supports would you still vote for Vanzant if you knew a child rapist was supporting her or a convicted felon, damn man a candidate don't have control over who supports them not even Vanzant, hell she has you as a supporter.

I personally like Mrs.V, but that does not change the fact that Mr.Stowe is obviously more qualified. We need some new blood in the County Execs seat. I believe someone with the leadership experience that Stowe possesses would be a great boon to our county. I doubt seriously that he would allow the commissioners to run roughshod over him. This could be our chance to turn things around for the citizens of this county.

A good leader i.e. County Executive has many responsibilities. One thing that is most important is updating and informing the Commissioners with the correct information needed for them to make educated decisions on whatever they will be voting for. Misinformation is what has gotten this county in the mess it is in today. We need a qualified leader that has the ability to communicate honestly and intelligently with all parties involved,including city leaders. This type of leadership has been very costly to our county taxpayers these past three terms. Another costly action our current Co. Exec did over and over is hired people like Terry Harwell. I never did understand that one. And the time she led the Commissioners to believe it would be cheaper to contract out the janitorial service at the courthouse and annex. Then guess what happened. Yep, another waisted money move and more mis-directed information to Commissioners. The list goes on. We've got to get her out before she carries on her mission to break this county.

Your name-calling and attack on me is noted. But I'm really not bothered by that, because I know this is how you guys roll. Furthermore, I know WHO holds tomorrow, and thank God, it's not people like you.
Let me tell you what I've been able to find out about both the General Fund surplus and the Hospital Fund. The plain hard fact of the matter is that there's not enough money to pay the bills anymore. The commission therefore has been using those funds because they knew the people of Giles County would never vote for more taxes. I think what they did was wrong, but again, there's not enough money to pay the bills, pure and simple. It's a bit like robbing Peter to pay Paul. I do not condone what was done, but there you have it. Perhaps the commission should have summoned up the courage to do what's right for the county, even if it's more taxes, which WILL eventually be a reality. As a property owner, I am braced for it. How about you? Do you own property?

Why does there have to be more taxes when what we pay now is being wasted and besides that when the property was reassessed most people got a tax increase then so don't say there has been no tax increases I can show you my tax bill.

GTC Responds to CG

This is the very first time I have ever read you providing any sort of any answer to any question, for that I am impressed and thank you.

The Commission passed a resolution to never use the Hospital fund for any purpose, unless the County Executive declared, in writing that an emergency existed. No such degree has come from Vanzant; rather, she directed Ms. Garner to draw down the Hospital Fund especially now that is is attached to the General Fund and is no longer in a stand alone fund.

Vanzant also blew through the General Fund reserves at approximately $2 million per year until that excess was depleted. That is why she has received a salary raise every year for the past 12 years. Last year alone her salary went from $72,463 to $75,804 that is a nice 5% raise. Her current office budget rose 33% over last year. That is what I call fiscal responsibility, leading by example, and having the financial well being of our citizens in mind when spending our money.

You and others have stated that budget cuts have been made that there is no room for any more cuts. I guess that is why our County General Fund Budget has increased $937,891 to over $12 million for the current year over the past year. I fail to see how that is a "cut".

As for your question --- I do own property in Giles County. Slightly over 286 acres, three houses, numerous barns and sheds, livestock and rental units. And, I do pay my taxes which have not gone down for the past 12 years. They have increased approximately 40% without any changes to the properties except that the re-appraisal has always increased. So more taxes are a reality though the rate has not increased.

Cut spending before considering raising any tax.

I suggest that you become familiar with the County finances before you mouth off again and display you ignorance.

The commissioners get blamed for everything but remember one thing, there are always two signatures on each check written and hers happens to be one of them. So judge for your self. Did she not look at the checks she was signing? I think so. Place the blame on the right one and not the commissioners.

But you just couldn't help taking a cheap shot at me about my supposed ignorance. Well, for your information, you are not the only person in Giles County who has a brain. Your problem with me is that I just don't see things as you do. That shows a bit of ignorance on your part, wouldn't you say? The department heads have cut their budgets as much as they can, and that sir, is a fact. Why do think our county roads are coming all to pieces? Oh, and it's not because Mr. Hyatt is lazy or because he is using the money for other purposes. He hasn't the funds to keep the roads up. Ask him. I just used him as an example.

No I spout off when you display you apathetic ignorance. And, this is not a cheap shot; because you publicly denounce anyone who disagrees with you; regardless of the subject.

I did not discuss the Highway budget or Mr. Hyatt. You did. I am speaking about your favorite girlfriend Vanzant. I do not care if you disagree with me; because you always do.

I do disagree with you supporting your position by using Jesus Christ as you excuse. I too am Christian but I do not condone ignorance and apathy. The County departments have had a budget increase every year since 2004. Name one department that has a decrease. Not a decrease in what they asked for but a decrease in what they received. I doubt that you can name a single County department budget that has taken a decrease in any of the past 12 years. Much less than the County Executive herself.


Please explain why Vanzant has received an increase every year for the past 12 years????? That is true leadership.

Just as a simple example that even you should be able to understand......Why has the Giles County Office of Emergence Management gone from $2,900 in 2004 to over $3000,000 in 2014??????

If you can give all of us a lucid answer to this question I will support your position.

I don't have to give you an answer, lucid or otherwise, to support my position on anything. First of all, it's none of your business. Secondly, why should I bother. Anything I say would be shot down by you guys, and I would be called some derogatory name.
You smart remark that I use Christ as an excuse is both a lie and an insult. Why do you even go there? I thought you guys were all against anybody trying to presume what lies within the hearts of others? Is that no longer the case? Isn't that judging? I believe that's exactly what you did.

I'll engage as a new 'Anonymous' editorialist. This banter started w/ some interesting dialogue & quickly descended into personal bickering & squabbling. Pathetic. It's pathetic because we have a county that we all love & enjoy, and hopefully have a shared vision for a financially healthy & economically prosperous county for children & grandchildren. We need to get beyond individual personalities, the paranoia & name-calling, and focus on facts. Those who are unpersuadable with data and documentation are better off left to themselves ... let them wax contentedly on their virtual flat-earth. As an old boss of mine used to say, "Let the lemmings go over the cliff." Many of us, though, don't want to be carried over the cliff, so we engage in debate to persuade those w/ a modicum of logic & deliberation.

Some of those lacking logic & reason (or rather, ignoring their inherent reason) seem more intent on learning the true identity of other posters, then seethe about our county not having enough revenue. As if we all just need another good round of plundering private property. (Please, please before you ask for more taxes, read Economics in One Lesson by Henry Hazlitt.)

For those who support JVZ, I wish y'all would just provide evidence & documentation on why you believe she's been great for the financial health of our county. Accountable to the people? Responsible? Transparent? Engage in reasonable debate - support your positions. Sway me to support her. It's a free speech zone after all. But also recognize that if your documentation stinks to high heaven and your logic is non-existent, you're going to be called out for ignorance. And calling out ignorance and making corrections to false premises is what political debate is all about. We just don't need to descend into personal rancor.

So JVZ has her supporters, 2nd cousins, etc who will vote for her come what may. No need to discuss her qualifications or 12-year record w/ them.

Then there's the rest of us who need to weigh Stowe & Lindsey. Stowe has shared an extensive record & list of qualification on his website, and its exemplary. Lindsey is a question mark for me. A 20-yr military veteran - what was his retiring rank? He mentions a nuclear command of some sort - how dated was that? - was he a junior officer or was it a major command? I expect a 20-yr officer to retire at least as a LTC (O5) ... I don't see him stating that anywhere. If an Army officer spends 20 years & doesn't make LTC, something went wrong somewhere. Anyone have more details? Time for us to weigh the qualifications of our 2 best options & get behind one of them. No need for sensible voters to split between these 2 & usher JVZ in for another 4 yr spending spree.

First of all, when I first mentioned the idea of property owners footing the bills, I SAID that, as a property owner, I don't think it's fair or something to that effect. I did acknowledge from the outset that I own property. How much or how little is not your concern.

You are really gonna have to seek help with these delusions you suffer from. I'm "thirdly" in your post, but I don't know who in the hell the others are. See, this is part of what everyone is talking about. You see yourself so right that, in your mind, there is no way there could be so many who see you wrong. Your solution? Delude yourself into thinking one person, usually Allen, made all the comments. If anyone else were doing that, you would be the first to say they needed therapy. I've seen you write that before for much lesser transgressions of what you consider to be mental stability.

I do appreciate, however, the fact that you are against increased property taxes. I am as well. But surely you aren't naive enough to believe it will stop there. Our current administration, at least some of them, will not be content until we have a wheel tax AS WELL as a property tax increase. Wheel taxes were first implemented to be a temporary solution to an immediate, crucial problem. That being said, when have you ever seen one be eliminated or even decreased? That is my concern with wheel and other taxes. Once there in, there in for good. We need to control our spending and then I'm sure if something came along that was absolutely necessary, the citizens would go along with a tax increase. Only, however, if they spend the money they already have responsibly. Now I've had my say, so please, don't try and group me in with other posts that find problems with some of your ideas. I assure you, if I post multiple times I'll say," Hey cg, it's me again." Fair enough?

I do not believe military leadership and public/private leadership are the same. Also, as pointed out here, understanding of budgeting and finance are important to this counties future, budgeting is something the government/military leadership is known for either. The current president of the United States commands the largest military in the world, graduated from a world renown school, and is over one of the largest economies in the world, but I don’t think the blog would refer to him as a great leader. Then again, nothing brings out the lower traits of human nature like office-seeking. Men of good character and impulses are betrayed by it into all sorts of meanness.

Because the president is an arrogant incompetent idealist child doesn't mean everyone under him is as incompetent. Look at the military budget for instance and the massive cuts they have taken. It takes a good leader to be able to function and be productive under those restraints. The county is broke and there needs to be a change in the leadership that broke us. Mrs Vanzant is supporting both a property tax and a wheel tax. Of course she denies this to voters but I have been in the meetings where she told commissioners that was the only way to fix the problem.
I agree a military leader is different from a civilian leader because a military leader has to be more innovative and disciplined and if they don't function properly they lose their jobs and people die.

I would say that Mrs. Vanzant would have been at Minor Hill had she been able. Why don't you just stop this mess? Vote for your candidate and leave it at that?
By the way, was your candidate at the VFW breakfast this past Saturday morning? Mrs. Vanzant was. I went with a friend to eat and saw her.

I wasn't there very long, but the atmosphere was nice and the food was great. Mrs. Vanzant was very nice and appreciative of the warm reception she got. But I don't think she would have stayed away because of Allen Barrett. Was he there later on?

I don't know if Allen Barrett went to the breakfast or not. Someone posted they thought she stayed from Minor Hill because of Commissioner Jackson, was he at the breakfast?

I'm sure each of Mrs. Vanzant's opponents are good people, but I must vote for and support her. Now is not the time for on-the-job training, and we certainly cannot take a chance on a county executive who may or may not be in the pocket of the radicals.

I've heard several people say, "I always liked Mrs. Vanzant, but after the way the enabler/Cg acts I can't support any more." Call it gossip if you want to but it was just a friendly discussion on the up coming election in August.

That's a lie. I never said one negative word about Mrs. Vanzant's opponents. I NEVER SAID these men can't stand up to people who cause trouble. What I DID SAY is that, because of the radicals and troublemakers, NOW is not the time for on-the-job training.
You bet I am against Mr. Barrett gaining any political office here. As I have said numerous times in the past, I believe he has some good ideas, but the way he behaves concerns me most. I have a right to my belief that he is NOT who we need representing 7th or any of our Districts. Ok? There are others I would just as soon see voted out, but they are not on this blog trying to malign their opponents. They are not out in the community stirring up trouble either. Ok?
Pretending to support Mrs. Vanzant? You have got to be kidding. The more I hear from people like you, the more determined I am to work even harder for her. enabler/cg is scared to death that Barrett will be elected and put a stop to him and his buddies for their continuing rape of the county. One commissioner can't change everything but the fear of Barrett in the enabler/cg is so great he can't think rationally anymore if he ever did.
One thing I no is if Barrett was elected there would be some major changes simply because he's not afraid to challenge the status quo and those behind it.

In one post, in reference to the County Executive Race, the statement is made that “now is not the time for change”.
Over and over I hear the same people repeating this same phrase. Have you ever stopped to think what this phrase actually means? I fully agree that change for the simple sake of change isn’t necessarily very productive and I completely agree that if something is working smoothly you don’t try and fix it.
The question is do you really think that the county is working smoothly or that we are doing all the right things? Before you answer that question consider that of all the counties in Middle Tennessee and most all the counties in the state Giles County is the only one that has actually lost population. Is that what shouldn’t be changed?
While surrounding counties are growing their tax base with jobs and businesses Giles County is spending over $200,000.00 a year for an industrial and business office that has done little to actually grow the county which currently has over a 10% unemployment rate and close to 20% among some ethnic groups. Is this what shouldn’t change?
Over the past eight years, while Mrs. Vanzant has been the County Executive, the county has failed to create a budget that did not use over a million dollars of reserves. The current proposed budget calls for over a million dollars more in spending than is brought in, this is in spite of the large increase in property taxes from the reassessment. Is that what shouldn’t be changed?
During the past eight years the “hospital money” that was supposed to have been in a “lock box” has been spent. Is that what shouldn’t be changed?
Over the past eight years the school buildings have been allowed to deteriorate to a point that some are a hazard to our children. Is that what shouldn’t be changed?
The county has become known as a place where you can only get a “government” job if you know the right people or related to the right person. Is that what shouldn’t be changed?
There is little to no encouragement from the county executive for new business or already established businesses. Is that what shouldn’t be changed?
In the past eight years the rift between the county and the City of Pulaski has widened. Until recently there was no representation on the Airport Committee. There is no effective involvement in the EDC/IDB even though the county is contributing a huge amount of taxes to both. Is this what should not be changed?
Currently Giles County has one of the highest property tax rates in the state. Is that what shouldn’t be changed?
There currently exists an atmosphere of mistrust and preferential treatment. Is that what shouldn’t be changed?

I'm not the least bit worried about Barrett winning any election other than the May Republican Primary. He was unopposed! What a laugh. Even if he were elected, he would only be ONE person among 21 commissioners, and he would see very fast that he still wouldn't have much power by himself. Oh, I'm sure he would cause a lot of trouble, and I often wonder why he would want to work around so many who can't seem to stand him. He has alienated a lot of people, many of whom are commissioners.
No, I am not at all worried. In fact, I'd like to be among the first to congratulate him on his solid fifth place finish in the upcoming August election. What about that? When he loses this time, will he blame it on someone else again?

I've been out listening to gossip today. Several that are for Mrs. Vanzant said if Mrs. Vanzant don't put a muzzle on the enabler/cg she is going to loose this election.

He rants and raves about what others are doing while doing the same thing, but just can't see it.

Just been out asking questions like cg said for us to do. First I asked about Barrett, then vanzant.
