More Questions But Few Answers
These are more of the questions I tried to ask at the Public Hearing on the Budget.
There are a number of new positions listed in this budget that I have been told are being filled by the Emergency Management Director and his assistant.
Page 6, Line Item 51750 - Codes Compliant;
Page 10, Line Item 54150 - Drug Enforcement;
Page 11, Line Item 54310 - Fire Prevention & Control;
Page 12, Line Item 54900 - Other Public Safety;
Page 16, Line Item 57700 - Flood Control.
In addition to this also listed on Page 11, Line Item 54490 - Other Emergency Management
I understand all these are positions to be held by The Emergency Management Director and his Assistant. I understand these are part time positions.
How much time each week will be spent on each job and if the position of Emergency Management is a Full Time salaried position how much time is spent each week on this specific job.
Since the positions of Emergency Management Director and Asst. Director are salaried positions how can there be $6,000.00 for overtime. How can this be justified for a salaried position when those personnel have so many other new duties. How are they distinguished for pay purposes. Will time cards be maintained for each separate position and if not are these new positions salaried?
The total increase in salary for these two personnel is, Director’s new salary $58,197.00 an increase of $4,637: while the Assistant Director’s new salary is $55,427.00 an increase of $10,005.00.

There's no way one or two people can do all these jobs. How can somebody that's a director are manager get overtime? Something stinks here and it ain't old fish.
This is a very simple problem to correct.
Call the Nashville TV stations and tell them what's going on down here in Giles county.
They will send reporters down who will shove a microphone in front of these crooks and have them on television. Now THAT will be a site.
Then, the TBI will come swooping in and put all of these hillbillies in prison.
Problem solved.
Am I correct; at some time in the past was not the position of Emergency Management Director held by a guy who was not paid? They were a single person with no help, no pay, no vehicle, no benefits and no support for the County? I also have been told that the City of Pulaski provided an office and utilities.
Can anyone provide additional information?
If this is correct; why does this office have two people earning $113,624, plus benefits would make this about $162,000.00 per year
Pierre Billard was the Emergency Management department. He had no pay, no car, no overtime, no assistant and no secretary.
But then he did not rush to every thing that was being handled by the Rescue Squad, Sheriff's and Ambulance Service and get in their way.
A few years ago Mr Whitt was told he would have to pay back money that he claimed he spent on training which turned out to be a fraud.About three months later he was hired to be EMANAGEMENT and given a salary.Dud he pay that money back no one knows . YOU can look it up in GIles Free Press archive. Again Janet Vanzants work.Mr Whitt has served this county I suppose but he has been in the hospital sick more than he has worked health insurance covered by us. Then his wife is employees bu the county E 911 conflict of interest? HE SHOULD OF BEEN PROSECUTED FOR fFraud but we allowed him to be given a fulltime salary paying position what do we do nothing cause we are cowards whow are still are of the government here.The only honest person I've seen in the whole gang is Mayor PAT FORD

He is more honest than Vanzant and former mayor Speer.

i brought the facts up a year ago about Mr.Whitt and his wife but no one thinks what he did was wrong. He committed fraud simple as that but instead of prosecuting him we gave him a salary and then a raise a nice office more power.It all comes back to one person the leader. but nothing will be done. No disrespect but the man cant even walk to the truck
