5% increase for Director of Schools!!!!!!

There is much to talk about in the new proposed budget especially the submitted school budget for 2008-2009. For this thread I want to offer only one subject for discussion and that is the salary of the School Director. This year classroom teachers, the heroes of education, are once again getting the financial bamboozle while those in administration look down from the hill and say aren’t those worker ants just wonderful.

In the proposed budget approved by the School Board and the Budget Committee the School Director’s salary goes from $96,864.00 to $102,000.00 and increase of $5136.00 or just over 5%.

I asked the Director about this raise in the Budget Committee Meeting. His response was that he was not getting a pay raise. When I pressed the issue over the objections of Commissioner Holt the Director mumbled something about leave days, but did not complete the statement as Commissioner Holt, the Budget Chairman, would not allow the question to be repeated or the answer expressed.

The bottom line is this; Line item 72320 101 County Official/Administrative Officer reveals 2007/2008 Actual was $96,864.00 and the 2008/2009 Proposed Budget $102,000.00.
I hope teachers will be at the public hearing on the budget Monday 14 July and ask some question about this increase, and many of the other increases going to personnel but not classroom teachers or support personnel. Allen Barrett

Why of why dont the commissioners do something about getting rid of T Jackson? They could buy his contract out. We would be much better off without him.

Then theres Bill Holt. We can and must get him voted out next time around. He was a commissioner when I was a teenager. For Petes sake! How long has he been on the commission board, uneffectual at that.

If they had'nt of extended his contract so early in to it we would'nt have to buy him out. A lot of the ones that got voted out or did'nt run again saw to that. There are a bunch of them still in office who won't let it happen anyway , they just keep on drinking the koolaid an worship at his feet when they don't have their head somewhere else.

The extra money he was mumbling about was the money he gets for unused vacation days. He gets paid for any days he does not use. I believe that is what his contract states. The rule for the rest of the staff is use it or lose which most do end up losing some.

A 5% pay raise is not fair to all those who work hard in the classroom each day. We are not getting that kind of raise. The teachers and principals of the schools keep the daily routine going, not the superintendent. If we all had an assistant, an assistant to the assistant, and so forth, we could all have an easier job. That damn school board and the spinless backs of those who continue to give him raises and approval for anything he wants or does. Those of you who continue to vote for the same board members who support his every wish should be run off with him. (Sorry about that). It is sickening that he continues to get raises and spends so little of it in Giles County. We did it to ourselves when we (the board) voted to install him rather than a local person.

Why is it that the public will be given 3 minutes to express themselves on the budget at the public meeting July 14th ONLY after giving 5 day written notice sent to the Financial Management office? Meaning that after approval of the content someone can express 3 minutes comment? Express your own Independence Day by sending tons of requests to speak out and up. Happy 4th of July to all!!!

Any citizens of the county wishing to speak at the public hearing needs to give five days written notice and will be granted three minutes to share their views on the budget.

I wonder if classroom teachers would accept or refuse a 5% increase in their paychecks regardless of what you might call it? If classroom teachers were offered an extra $1500, that's merely 5% on an arbitrarily picked $30,000 salary, would any turn it down because it was called something other than salary? It's way past time money for the school system went into the classroom teacher's pocket instead of the administration trough. Allen Barrett

July 4, 3:39 pm, what does your comment mean? I don't mean to be dense and I sincerely want to know what you mean by addressing "WAB" and talking about a witch hunt. Are you suggesting that Barrett is persecuting Tee unfairly? If that post is true that he is getting 5% pay increase, then he quite frankly deserves the backlash that he receives on this blog. Or is this just another case of "just because WAB says it, the people on the 'other' side should be allowed to do anything they want with taxpayer $$$$". Are you that narrow minded? WAB may make mistakes about certain issues but one thing about it, the rest of us know he is the one that says it and can bring it to his attention. I've found that most, not all, but most of the time, he hits the bulls-eye when he speaks of public officials engaging in questionable practices. At least he gives us a starting point to check out the info for ourselves if we cared more about our community and less about "killing the messenger."

Surely nobody who reads this blog will be surprised if this 5% "raise" or whatever you want to call it turns out to be true????? Like somebody said on another thread, might as well save your breath: if one teacher is allowed, I mean encouraged to neglect her students and take 50% of a grant as salary, another is allowed to "retire" but still works at the high school, another gets a $5k bonus for retiring, and a teacher whose health,behavior, and classroom teaching and management practices are a lawsuit waiting to happen but she isn't forced to retire, then this little 5 thousand "petty" amt can't really come as a surprise to anybody. You know, I wouldn't even be half as upset about all of those examples I mentioned if the parties involved would just be open about it and tell us that they are going to do this because nobody can stop them and there is nothing that can be done about it, rather than treat us like we are all idiots and to stupid to figure it out.

teachers union may be able to whack him with an unfair labor practces act suit! TJ has repeatedly claimed no money when there was more than enough there - just about every year. Last year (2008-9) there was supposed to be somewhere around $400,000 in sales tax $ he lied about & some other stuff.

The sign of a good and honorable leader is one who leads by example; a person who places the wellbeing of their subordinates ahead of their own. A good leader mentors others and insures that their employees receive fair and unbiased support.
Tee Jackson is a deceitful person who hides behind a Board of Education and a County Commission that supports his nefarious ways.
The county citizens need to up rise and demand:
1) An audited line item school budget that meets State standards and is not infused with hidden costs.
2) A fair and equitable personnel policy that promotes performance and not just tenure.
3) A practice that demands limiting a top-heavy administration and supports hiring teachers with advanced degrees and innovative teaching practices.
4) A curriculum that “really teaches” rather than attempts to prepare students for standardized tests.
We need to demand that our county schools system no longer follows that practice of continuing to lower the bar so that no child is left behind. Rather, raise the bar and pull our childrens’ education from the bottom to the top. Tee Jackson is VERY PROUD that Giles County schools are in the top 85% of Tennessee systems. Have you stopped to think and ask …. Where does Tennessee rank in the Nation? I bet that you will find that Tennessee is no higher than 45 out of 50 State school systems.

WAY TO GO Giles County !!! We are the best of the worst!

Show me a plant manager in Pulaski making more than $102,000 and I'll show you a person who is doing their own work, treating their employees with respect and not lying to them or those he is employed by.
As a teacher, more than any other group, you should feel the betrayal that Mr. Jackson has perpetrated on you and your profession. He has behaved without integrity, lying to the county commissioners, the teachers, the school staff and the average citizen. If there is no money for a raise for teachers how can a raise for him be justified?

In reference to July 6: Until the board members work together and quit working for Tee it will never change. If Kennedy is replaced and Glover goes in at Minor Hill then the only board member left with family will be Young. Maybe he would resign and put someone else in his place that does not have a family member involved. Murrey and Turner seem to work okay together and at least comment to have clarification. Maybe Storey and Glover would help them out. Greene will help whomever as long as he can talk in front of the camera or get quoted in the paper. Hear he's going to have competition next time thank goodness. What a disappointment.

Greene is a business man and knows how to look at a budget. I believe that he has looked at that one with a fine-toothed comb. There is nothing crooked in the budget. I'm not a Jackson fan so don't start in on that. He is rowing in the school boat but not in the Jackson boat. He has checked the budget and questioned it. Let's face it, there is nothing illegal about the budget. It may not be what everybody wants but it is legal. Nobody can make everyone happy!!

If you think using reserve funds for recurring expenditures isn't illegal you might need to take a visit to the Financial Management Office, the County Executive Office or the County Attorney and simply ask them.
In the Budget Committee headed by Commissioner Holt it was made very clear that this school budget was illegal and would not be acceptable based on that fact and other irregularities. I fear Mr. Greene has fallen under the spell of Mr. Jackson and no longer sees with clear objectivity. He has been a major disappointment to those who helped get him elected and hoped he would help bring reform to the school board. Allen Barrett

Yes Mr WAB, if enough people had attended the Public Hearing and the Budget Committee on Monday they would have heard about the school budget being fraudulent and where and how the budget is fraud. One speaker was an accountant/comptroller who spoke on this issue. And for those who don't know, this budget has also been "gone over with a fine toothed comb" by an independent CPA who came to the same conclusion as Monday's speaker. Wonder then why Mr Greene didn't find the problems if he has a degree in accounting. Makes you wonder. Another thing that troubles me immensley is that Ms Garner has a CPA license yet she either hasn't found the problems within the school budget or is too weak to speak out about it. Mr. WAB, there was something you found and had to bring to Ms Garner's attention, who, if I remember your words correctly "didn't know about it"! Duh

Special thanks to Commissioner Tommy Campbell who did have the fortitude to speak out against this budget and Tee Jackson's budgetry antics in the past.

I haven't gone through the 2009 school budget in detail for two reasons. 1) I'm fed up with the illusions and outright fraud in the school budgets that I did review in detail (2004/5-6-7-8) and the absolute incompetence at the state level, relative to cleaning the mess up and providing guidance to the county for reasonable financial reporting and information. When people tell you a deliberate $400,000+ falsification intended to increase revenue is not material, you know they have no clue! 2) I simply don't have the time to fool with it right now.

A third point is a fact of life I learned over many years of operating management and management accounting. If seeds are planted, inevitably something better than yourself will sprout. I SEE THAT HAPPENING! I'm not going to name everyone I could name, but I see some folks who are doing a lot better than I could, all by themselves. I feel REAL good about it!

I do know that the 2005 through 2008 budgets were fraudulent, illegal, and more than a sufficient cause to fire any qualified accountant who participated in producing them. I'm not talking about errors or bad judgment.

If you don’t have the audit disciplines to follow the money trail, the paper trail, & what’s said vs. what’s there, you don’t have a clue. Although the scam is complex, anyone who says those budgets are legitimate is either corrupt or inexperienced and unable to conduct an independent audit. The quantity of irregularities and deception incidents are mind boggling! Nothing personal & no intent to put anyone down, but that is fact. Anyone defending what is going on, makes themselves part of the problem.

When a budget document is used as the sole source of information for a funding request, it is a formal funding request. The same transgressions in a department of defense proposal, SEC reports, IRS, bank loan request, and endless other formal financial dealings WOULD get you jail time.

Unfortunately, our financial director works for Jackson, and by definition is placed in an untenable no win position! With due respect, she has addressed the sales tax falsifications, but obviously must rely on the school machinery for information and numbers. From what Mr. Barrett mentioned, the fox is still counting the chickens & she is caught in the middle of a pile of feathers! As long as corruption is tolerated, you can expect it to corrupt everything it touches. The commission has an obligation to remove him from the financial management committee for cause and give her a chance to do the job she was hired to do. The commission must demand independence and openness of the financial director and absolutely support her in that demand. Nothing else will work. – been there & done it.

8:07 - I did not say the finance director is corrupt or dishonest - quite the opposite! She has accomplished a lot under adverse conditions (school system & games by others with employees). She has to rely on the integrity of those who supply her with information and plans with very little time to review what she is given. “Garbage in / garbage out” is a condition she can resolve by sitting Jackson down and giving him an ultimatum with teeth. She has the power and credentials to bring him to heel, but she has to use it – got to take charge! It’s not easy! I think She will be supported! Read the last sentence again.

Her position is like the queen in a chess game - incredible power of "good" if used properly and properly supported (by the commission!). I think that solid majority is there, if used. That means you either hold feet to the fire or your feet will be in the fire - you have to act boldly and firmly. If the commission demands it and supports her, I think good things will happen.

If we keep her under Jackson's wing, she will fail, I would fail, and I know of no one who would not fail!

Also wonder about employees who have become disabled from on the job injuries who have not been given any aid in getting long term disabilities.

Mrs. Garner is making Tee do differently with line items. She is making Tee put things in the right places and she is new at her job so give her a break for at least a year.

As far as Greene he let alot of thing s slide on the Budget when it was brought to his attention by GCEA along with other things. He seems to love to make long speeches especially against Murrey. He has changed and several commissioners are taking notice.

We all have to answer to the Good Lord Above and those that sit up and lie will have to be judged on that day. To Tee who is the great Christian....A lie is a lie is a lie and you will go to hell for things like lying as well as deception.

The poor old director has been working night and day, never sleeps, & doesn't even take a potty break. We all know he's working at 120% capacity & at times close to 200%. Every time I see him, the sweat is just beading up on is forehead. He just keeps wiping it off & trucking along as if no one is throwing rocks at him. He'll need that money if he ever gets time to go home to visit his wife in Ala. These malcontents just keep poking a stick at him & he doesn't even growl!

Mr. Jackson has a little more class about him than to growl at the critics. I know him personally and feel that it is wrong to crucify him as you do. I told him that he is a far better man than I am to just remain silent when he's called everything in the book. I would not and could not tolerate the attacks.
It amazes me how anyone has free reign to attack him and Mrs. Vanzant, but they are cautioned not to attack the chief whiner and troublemaker.
I;m sure those who are doing such would say that people like me are drinking the Kool Aid. Not so!

He comes across as a very nice & accomodating person - always polite & friendly - very high marks for image.

What he does? The opposite! Have you ever read his budgets. Ever checked out the truth of what he so eloquently says?

What would you call a saintly image that routinely lies and takes your money under false pretenses? It's your friend? What are you?

Even WAB has stated several times that Jackson is a nice friendly person, the problem is clearly identified by 11:13 it's what he does
that overrides what he says and the way he acts to your face. I have been with him when the discussion of WAB has been the topic and believe me all that pretend niceness disappeared.

If he is such a better man why does he sit back and take a raise when other county employees will not even get a step raise this year? Why does the family insurance for employees cost so much? Why don't teachers make more? Why did he spend 1 million tax payers dollars on a building that looks like a matchbox saying the old one was condemed and the old one is still in use? Why does he continually say there is no money for this or no money for that and than when something comes up he wants funded-oh look I found some funds? Why has he not moved his residence to Giles County? His contracr states he is supppose to live in this county-renting and apartment doesn't count in my opinion.

To Wednesday 6:40. "Once and for all" if he didn't get a raise then what was the 5% increase that went into his wallet. You may call it whatever you wish but it's in black and white in the budget line item.
Perhaps you would ask the classroom teachers what they call it and if they would like a 5% increase in their income even if you referred to it as a peanut butter sandwich.

The thing is this if he made $96,000 last year and his salary is showing $102,000 this year-it does not matter where the money come from it is a raise-he is receiving more money. If I am understanding this correcty next year he will be making $102,000 with the added on amount of left over unused vacation days, usually when employees cash in vacation days it is normally added on to the current year salary, not the following year.

I must be a dummy. I always thought when you were SALARIED you got the job done no matter what. If you didnt take your vacation days within a certain time you lost them. Not be paid for them. Therefore, its a raise. Does Jacksons contract say that he will be paid for unused vacation days? Important point.

The budget was done by new people this year. I don't think that the vacation money has been in the budget before. It was added this year. The easiest way to find out if he got a raise would be for someone to call and see if his June check was different from his July check. He has always been paid for vacation so it doesn't matter if it would have been paid every year since he was here. His contract did not change it has always been there, right WAB?

The school budget was not made by different people this year, it was made by Mr. Jackson and submitted to the School Board, no input from the school financial committee. The budget then went to the county commission through the school committee, the budget committee and the financial management office. There were changes required by the commission but the original budget was made by Mr. Jackson.
The only real way to determine if there was an actual raise is to look at the budget line items. Last year Mr. Jackson received 5% less than he is scheduled to receive this year based on the budget. Now you may call that a 5% pay raise, an increase, a bonus or a green sheep, the bottom line is he gets more this year than last year while classroom teachers and others got a hand full of air. Mr. Barrett, do you know for sure that he was PAID that much less last year or was the vacation money out of another line item or paid over the line item amount. The budget was physically done by different people The budget was not done by the normal bookkeeper but by Sigmon and Garner with help. That is what I meant by different people.

Someone wanted to know if the county was paying for Jackson's gas to and fro to his home in AL. The Financial Management Act voted in by the people provides any kind of information you want. Go to Garner's office and ask to look at the gas receipts. She cannot deny this request.

When Tee was asked about his pay raise during the board meeting Mr. Greene did not catch it or Mr. Davis raise or the Leaps and Bounds amount. He also did not take notice that insurance was raised over half a mil. Tee said he got a raise if the teachers got a raise. They did not. When asked why the raise was still in there he said it was for days the state give him. HUH!!!!! Figure that one out since the teachers don't get that kind of pay.

If you divide 96,864 by 240 days you get 403.60. So Tee is making this amount each day. According to his contract he can collect money for unused days up to 35. So 403.60 x35 =14,126.00. According to his contract he can get that much extra every two years if he accumulates up to but no more than 35 days. He must be collecting some days. The last school board did this when Gonzo was chairman. Wasn't don right but it was done.
