BULLIES AND QUESTIONS !!!!!!!!!!!!

After the Ethics Committee was adjourned this morning I was seated talking with Commissioner Reedy when Commissioner Jackson came over and very angrily interrupted our conversation. Commissioner Jackson was irate over having been called a bully on this blog.

I continued to be seated throughout his tirade. While towering over me accusing and shouting not to make him angry and other warnings I calmly stated that I had not referred to him as anything without first telling him personally what I thought.

He asked if I thought he was a bully and I said yes, you are. He demanded to know who he had bullied and I stated you're trying to bully me now and you’ve bullied others you didn’t want to hear including many of these commissioners.
Commissioner Pollard stepped over and tried to intercede and get him to calm down but to no avail and finally Commissioner Jackson angrily walked out and people returned to their conversations.

What Commissioner Jackson stated as the reason for being so upset was in addition to being referred to as a bully I had the audacity to question his methods of "calling for the question" in meetings where he sought to cut off debate. I tried to explain that according to Roberts Rules of Order Revised Edition, which the County Commission had adopted as their guide for conducting meetings, a person could not simple speak out and call for the question in the middle of a debate. A few days earlier at the Ambulance Committee Meeting I had been recognized by the Chairman to speak. In the midst of my questions Commissioner Jackson interrupted by very rudely and loudly stating, “I call for the question”. At that time I stated that I had the floor and it was inappropriate to interrupt. Commissioner Jackson stated he could call for the question at anytime. Not true I stated you must be recognized to speak and then a two/thirds majority vote to cut off debate had to be achieved.
Commissioner Jackson apparently is not one to take correction well as has been demonstrated on various occasions. Had he been stewing from that confrontation of days ago I don’t know. I only know how he acted toward me and it was completely unacceptable.

Two things to consider in this situation the word “BULLY” means “a blustering browbeating person; especially one who is habitually cruel to others who are weaker”.
Many know Commissioner Jackson as a bully and have felt his attempts to intimidate as a means of getting his way.

Second thing is this is from Roberts Rules of Order Revised Edition in response to this question: “Must debate stop immediately as soon as any member calls the question?”

Answer: “It is a fairly common misconception that, after debate has continued for some time, if any member shouts out "Question!" or "I call the question!", debate must immediately cease and the chair must put the pending question to a vote. This is simply not the case. Any member who wishes to force an end to debate must first obtain the floor by being duly recognized to speak by the chair, and must then move the Previous Question. Such a motion must be seconded, and then adopted by a two-thirds vote, or by unanimous consent. It is not in order to interrupt a speaker with cries of "Question" or "Call the Question," and even if no one is speaking, it is still necessary to seek recognition. [RONR (10th ed.), p. 193-94; see also p 35-37 of RONR In Brief.]”

Mr. Barrett is exactly right. Mr. Stoney Jackson, Tommy Campbell, Bill Holt, Edwin Lovell are contantly shouting "QUESTION!" whenever they do not wish to hear what the public or another Commissioner has to say. Mr. Barrett is exactly right. They cannot do that but have been allowed to get by with it due to the Chairmen of Committees not knowing Roberts Rules of Order. If you are a Commissioner and you read this, study up and see for yourself. The yelling of "Question!" during a debate when a person has the floor is UNACCEPTABLE. Stoney knows this but has controlled the meetings by doing this. Hold him down Commissioners and stop letting him talk over you.

Mr. Barrett, dont you think that maybe Stoney Jackson has his tail between his legs after the stunts he has pulled in the last few meetings, and at the time of this morning's meeting of the Ethics Comm. he would have already read the newspaper where his behavior is known to half the county now. You were an easy target for him to pounce on you. Stoney Jackson did it to himself.

I understand that there is a lot of frustration right now in and with the County Commission. I feel like the anger is building on both side and that at some point there is going to be violence. I am truly afraid that with the day to day pressures of the economy and other stress factors that people are on edge. I would really hate to see soneone get hurt...over something that could be worked out with consideration, acceptance, and love!!

Please try to work out some of these things without all of this hate!!!

Look to the Lord for love and the gift of Tolerance!!

The first rule of reason starts with zipping the lip & bending an ear, especially if you are supposed to be a "civil" servant. Is he' above serving anyone other than self - "self servant"?

One of these days, this blog is going to lead to something serious, painful and deadly. Some of the things said on here are very hurtful to citizens and their families. When people are purposefully hurt (as per vile statements on here), what can you expect. I would hate to hear of someone going postal in a commission meeting or committee meeting. People, this blog needs to become a calmer place to debate without all the drama and hurt. Just a warning! Keep it up and see what happens.

Have you ever tried to compromise with somebody that want even listen to anything but what they want?
It's a good thing to pray for others but not when they beating you in the head. The Bible say there's a time for all things, a time to pray and a time to fight. After the prayers and you still being beat up and robbed ain't it time to fight back?

What do you suggest we do? Should the citizens of this county take up arms and storm the court house? I hope your thinking hasn't progressed to that point. But I'm telling you that one of these days all this mess is going to get someone hurt. Mark it down. It just hasn't happened yet, and my prayer is that it never will.
Look, we all know that ours (locally) is an imperfect government ran by imperfect but decent people who are not the crooks you have been told to think they are. I've lived here all my life in this imperfect society made up of imperfect people, and we got along fine.
Giles County is a wonderful place to live, and I have never felt like local government is oppressing me. But my suggestion for those who think otherwise would be to pack up and move somewhere else.

I guess we don't look at ourselves the way others look at us. I am a timid person and now way would I have an open debate with you on any subject. I feel very intimidated by your actions. With my own ears I have heard Stoney talk to people like a canine. In particular women and including female commissioners. Yes. You are right. One day there is going to be violence. And my suspicion is it will end with a hand across a face. I could be wrong. Only time will tell.

We have a peculiar problem with the county council refusing to hear the people & their input. That needs to be fixed, perhaps by the charter

Violence is the act of a desperate person who no longer can rely on reason. Because a person seeks not to employ violence, by no means does that imply they can not or will not.
I would certainly hope in all matters, reason would win out and peaceful resolution would mark every conflict but people will not, can not allow others to steal away their God given rights and freedoms. First, everyone must understand that Jackson is so crude and has no manners in any situation. He has always been a bully and wanted his way. He sees no one else's side of anything. He is absolutely wrong about "Calling the question". You must first be recognized AFTER the current conversation or debate is over. YOU CANNOT INTERRUPT A DISCUSSION. A little education would be a tremendous help with all of the county commissioners. They seem to be prime examples of "total ignorance" of the law.

I will never forget the way Stoney Jackson spoke to a couple when he chaired a property committee meeting couple of years back. A packed meeting room. The man is an embarrassment to the district he supposedly represents. Without manners is absolutely the understatement of the year.

Our County Commissioners need to be educated on Roberts Rule of Order and they should no longer except what Stone Head says on anything, especially when he tells the Chairman what's the correct procedure or law in a certain incident. I've been told he even corrects Mrs. Vanzant in open court concerning voting procedures and such. What a joke. He's been around Speer Head too long and is acting as obnoxious as he does. Someone needs to remind Stoney just how popular he is. Remember, he only got 3 votes in Campbellsville. You'd think he'd be a little nicer to people.

When you think back about the 'incidents' that happen in government meetings or craefully once they have adjourned, we might need a deputy at every meeting to protect the citizens from the aggressive elected officials.

If you loan your car to someone and they are involved in a car wreck, then it comes back to you as the owner of the car in the event of a lawsuit. You can easily verify that by checking with your insurance agent.
That same principle can be applied to this blog. If it continues in its present form, one of these days someone is going to get hurt. Not everyone is going to sit idly by and allow his/her spouse, mother, father, etc. to be run down in the manner that some are. No!
So let me ask you a question. If someone is hurt or killed one day because of this mess, will YOU be willing to share in the blame, lawsuit or not? In the name of discourse and free speech, I'll be awaiting your answer.

My purpose is NOT to agitate as the manner of some is. I am simply issuing a warning. And I'm not the only one doing that either. I don't think you see the potential danger in making accusation, slurring remarks, and etc. toward others. Some people will not stand for it when they become "agitated" beyond common sense.

well aparently now we can all be liable for talking about what happend? Just look at all the opening statements, MR. B tells what happened at the meeting opening and then often offers some commentary. If calling attention to something that is not right is "stirring" then so be it, how is someone liable because it angered the person that did wasn't right? A joke...sorry won't be intimidated into silence..

The only thing I'd do on this blog is to delete anything that was off subject (much like this post) and stick to the subject...seems thats where all the name calling happens and the distractors play their game..ingenious.

Why can’t the posters on this blog stay on topic? I would like to encourage the administrator of this blog to remove posts that aren’t relevant to the topic matter. Or at the very least create a topic entitled "Forum For Those Too Stupid To Stay On Point" and move irrelevant posts to this topic. Some people want to read relevant thoughts and ideas, and take part in a meaningful discussion. Unfortunately 5 or 6 posters refuse to do anything but bicker at each other. Once again, I would like to encourage the administrator of this site to make this site relevant again. It is hardly a violation of free speech to require a discussion to be had in the appropriate forum.

I was there at the meeting where this happened and I have to say Mr. Barrett was not he aggressor, did not raise his voice simple sat in his chair as was described while Mr. Jackson stood over him threatening and yelling like a crazy person.
The one thing I remember very clearly was the matter of calling for the question and this was the part that made Jackson the maddest. Mr Barrett stated it's very easy for you to make a complete liar out of me by just reading Roberts Rules of Order and showing everyone who is right. If you're right I'm a liar and will announce it from the courthouse yard. Serveral time Mr Barrett repeated to Jackson just read the book, just read the book and make a liar out of me. All Jackson would do is get louder and louder. I thought there would be violence but it would not have been the doing of Mr. Barrett. This was totally the responsibility of Stoney Jackson and the result of his own arrogant selfish attitude.
I only hope Mr Barrett will run for a county wide office this time so I can vote for him.

Once again I ask, Why does everyone get so upset when Mr. Barrett asks a question? It's a crying shame when we all sit around whinning and moaning and swallowing all this crap that is fed to us then get all mad and in an uproar when someone has had enough and starts to question why. I have known Mr. Barrett for quite awhile. I have not always been on best terms with him or have agreed with him, but let me tell you, I have never caught him in a lie or anything that was deceptive. He definately does his research. It's funny to sit back at these meetings and watch him ask why everyone is not following the same rules that are being crammed down our throats. It's funny that we the people of this county have always been told that "that's the way it is" and try to crucify the person that asks " why is it that way?" Mr. Barrett, I have watched you numerous times and I must say, I enjoy the way you handle people. Do you ever lose your cool? I think that's what upsets people so much, they want to control you by pulling your strings and can't handle the mental defeat. Keep up the good work. This is the most informative news source we have here. Oh, and to those calling the kettle black, that's very offensive.

I would disagree with that. I believe the reason people get so upset with barrett is because of his misbehavior in the way he handles or deals with people. What you perceive positively as way he "handles" people, others would see as being inflammatory and rude. So, it's all a matter of how we look at things I suppose.
As for those calling the kettle black, I happen to be one of them. And I wish nobody had to use that expression to describe hypocrisy. And the hypocrisy is what we consider offensive.

Mr. Barrett, not trying to get in the way of this topic but I would like to know how the citizens feel about the stray dogs in town. the city has passed this new ordance limiting the way citizens can have dogs but they turn a blind eye to all of the dogs running around town. most of these dogs have just been abandoned by their owners. the city dose not have a dog catcher and the rabies control for the county dosnt pick up stray dogs. am i the only person that feels there should be a person assigned to animal control inside the city of pulaski there are prolly 50 or 60 dogs and no telling how many cats running around the city.

Try as you might to be comical, you are far from being funny. You know perfectly well what HLSS is and who gets it. I believe it's roots can be traced back to an angry and vengeful individual who seems to resent practically everyone in elected office around here. Add to that a hefty dose of ego and arrogance, and there you have it.
The symptoms of HLSS are: feelings of superior intelligence; condescension and disrespect for anyone whose thinking may differ; mistrust and paranoia; name-calling.
