The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Evaluation Of Schools Director

The evaluation of the Schools Director was revealed at the School Board Meeting Tonight. From a combination of self evaluation and Board evaluation the Director was graded as having "exceeded all expectations" in all six categories of the evaluation.

Board Member Murrey did not submit an evaluation choosing instead to withhold it until a later date.

Another item on the agenda was the Director's contract, which is scheduled to expire on 1 July 2011. This item of business was tabled until a future work session.

It is an astounding claim that defines a failing education system, that is on a mission of self destruction!

State audited general fund school spending was $22,401,759 in 2004! Six years later, the current 2010 budget stands at $31,770,088. That $9,368,329 increase is a 41.8% increase in spending! The 188.9% 2004 BLS index compared to the 214.5% Dec., 2009 index says the inflation rate for those 6 years is only 13.6%! Spending is $6.3 million over the BLS rate for 2010!

If the school total spending increases 41.8% while citizens and taxpayers realize a mere 13.6% increase in wages and cost of living, then school spending is increasing 3.1 times more than the citizen's ability to pay for education! It is unimaginable that COLA wage increases were denied any employees during this period of unrestrained excesses! That which was denied one area obviously fattened other unexplained areas by significantly more than the 41.8% average increase for the total pot of money spent.

Undeniably, our country has been in a period of extremely favorable improvements in information technology, to a point where significant cost decreases (not increases) should be a minimum expectation! Results are extremely counter to expectations!

The extent of failures and deception are crystal clear in the Feb., 2009 budget increase amendment, where $1,214,500 was stripped from reserves and added to a claimed unsustainable $30,555,588 budget to reach that $31,791,690 2009-10 spending level! Because the money focus was on the phony $30,791,691 end of year 2008-9 budget, and the phony $1.3 million claimed favorable spending to that prior end of year budget, instead of real spending and real inflation, reserves were raided! That will force more tax increases on an unsuspecting council and community of citizens who are trying to survive in a jobless economy!

The game is complex. Real audited 2009 spending on a GAAP basis of 30,306,276 was actually $1,011,521 (3.5%) more than 2008, and well above the 0.4% decline in the BLS inflation rate for 2009. The "budget" spending basis in the 2009 audit was only $29,867,482; and that, coupled with understated revenues in that "end of year budget (that was adjusted to a phony actual") created the illusion of $1.3 million favorability in spending and revenue, when the exact opposite is true!

Further, add the 2009 $1.7 million unfavorable "change in net assets of governmental activities" (Audit exhibit I-5) and the $1.3 million unfavorability for the same net assets in 2008, and we have ever more and greater questions of propriety. The 2009 audit comment, "Capital assets used in governmental activities are not financial resources and therefore are not reported in the governmental funds". I wonder who will replace the assets when their useful life ends, and how long the life will be when maintenance money is diverted to empire building

Although we like to consider ourselves as having "common horse sense", some have forgotten that our beloved horses will gorge themselves and die if they get in the grain bin and allowed to eat all they want. Obviously, our national education system doesn't know one end of the horse from the other. They and our local education system are destroying our community and future!

I think that one big expense for the school system is gasoline for buses and that certainly has exceeded the 13.6% rate of inflation that you quote. That is only one of the schools expenses. I also know that during one of those years the state required the teachers get raises to the point of a certain state average. That was a significant increase. Maybe you should sit down with Mrs. Garner and see where those increases have been. Personally that budget is way too complicated for most people to understand. Also this years budget includes quite a bit of stimulus money that will not be there in 2011-12. That money is being spent on what the feds say spend it on.

849 Are you questioning our government's BLS index? Do you even know what it is! How many people in Giles County do you know who getting raises higher than the BLS rate every year or since 2004? Everybody but you is happy to even have a job. Those without would love to have a job & would be ten times more valuable than you if they could simply find their way to work!

Do you know anybody who works for the county that gets raises above the BLS rate - besides you? Out of all the hard luck people in this county, state, and country, how many do you think got a 42% increase in income??? Few got 13.6% & millions got laid off. I learned some very alarming facts this very day from a VERY reliable source about this home charter deal. I plan to delve into it more, but it can be a disaster for Giles County if the lay uninformed voter gets behind and passes it. You know, it just looks like to me that the people who are so busy looking up Tennessee Cides Annnotated this and that would check with what's going on in Knox County.
Could it be that they already know some of these horrific outcomes and choose not to discuss them on this blog? In my opinion, that could be exactly the case. If what I was told is true, I will be busying myself trying to educate as many people as I can about the pitfalls of home charter rule.

8:49: Are you saying the state auditors didn't publish correct actual numbers for 2004 through 2009? Beyond the actual numbers, there are no "facts". Can you name one? The audits are on-line.

Have you ever seen an accounting of actual revenue & spending with comparisons that might tell the community that department of education spending is out of control.

If a budget that is amended after the end of the school year is $1.3 million favorable to the spending total that occurred in that year, do you think Mr. Jackson hung the moon or picked your pocket?

Education should be about facts, logic, and reason. You're obviously a "progressive" busy at your task of destroying family, intelligence, & morality.

We need a few copies of Mr. Savage's "liberalism is a mental disorder" in the school library - it's a lot less than the Political Correctness crap being bought!

Its his only line of defense. Most commissioners are seeing a charter as taking away their power. Instead of you mealey mouthing people on this blog why dont you do something constructive and contact the leaders in those two counties and get written proof from them what their situation is? And dont come back on here and say you 'heard'. Give us written proof and not just your verbage.

Way to go 8-09 !! Too much rumor and similar BS gets floated onto this blog by those who want to keep the oppressions of the last 200 yrs alive and well in Giles County . The same moneyed clique that owns the best properties in the county wants to maintain their 'rights and privileges' by keeping their same puppet commissioners safely sucking taxpayer $$ ($60 a meeting !) while not being responsive to what 'We the People' want . A good example of that is last week's beer board decision to overrule what 'the people' had told them to do relative to beer sales . It was done purely to benefit ONE store and it's pet commissioners . The 200 year back scratching WILL continue until 'the people' pass the upcoming charter and regain democratic control. Hopefully there will be some charter commissioners elected who will have the backbone to put some teeth into the charter in support of 'We the People' instead of the special interests .

Excuse me, but how would you know who contacted who over in Knox County? The fact is, you don't. And the people who shared this information are from Knox County and are very reliable sources. So, please don't trey to downplay and belittle those who differ with you on this issue. It could be true that there is perhaps a "sour grapes" commissioner over there who is trying to scare people. But this information came from some folks a bit more objective and concerned about what this so-called charter rule can do to the people of Giles Coounty. So, until I hear or gain information to the contrary, I will campaign with a passion against it. Why? Because I love Giles County. And I am a part of a huge segment of the "we the people" Giles Countians.

Three commissioners for Campbellsville and they are David Adams, Tim Risner and Oakelene Walls. On Jan. 19th I believe Risner & Adams had voted to reduce the beer sales distance down to 400feet. By the time the Feb. 8th meeting was held Risner & Adams corrected their votes to keep at 1,000 feet. Adams is a member of the Beer Board and voted against the application. Thank you D. Adams.
Voting to issue the beer license to the Campbellsville store were Lovell (owner of store is his son's friend) Stoney Jackson who is posturing politically and for the past year has voted just the way Lovell votes. Then you have Chan Harris who is chaplain of the commissioners? Go figure that one, but he votes as per Lovell.
These three commissioners violated their own laws.
Where are their constituents when it comes to election time?

This thread & topic is being undermied because it threatens power & corruption in public education. Public education is the most powerful lobby in the USA! That lobby is the right arm of the progressive liberal political movement and their goal of destroying this country.

The issue is changing a nation where government is subservient to the people, into a nation where citizens are subservient to government. (zero tolerance?) We are near completion of this revolution; but citizens are fighing the loss of freedom and may even win a battle that is too far gone to save.

Subservience requires need. The millions who watched their jobs move to socialist slave nations now need a job, but there is none, and they must take hand outs from "government". Government has untold rights and means to raise taxes to provide hand outs.

A nation once blessed with an abundance of natural resources and citizens eager to put them to use, now finds government loaning slave nations money to develop resources while ours are shut down for one contrived reason or another. The huge defecit means our resources may have been sold to provide the goods now needed but produced by the slave nations. Huge banks have failed, but were taken over by government and sold to a few bigger banks to save us from ourselves. The list is endless.

Now that we are fully trained in deception, greed, and avarice, we fall back into the education system that taught some how to be victims & others how to take advantage of the indoctrinated.

I think the analysis of increasing spending by $7.3 million, which is a rate three times greater than inflation, while giving none of the necessary workers inflation adjustedt raises, defines the affliction & stupor we live in.

If we increase spending of money solely derived from taxation, have we not increased taxes? If we didn't have the $7.3 million before we spent it, is it not "new money". If we take a million out of the rainy day fund to increase spending by more than that amount in a period of zero inflation and growth, is it new money, old money, or spoils of war?

If the sourcerer of education says there is no new money, what say the lemmings? Are we afraid to question the emperor? We aren't getting what we pay for, but undoubtedly get what we deserve. When we praise deception and destruction as a job well done, maybe we bow to the wrong god & find ourselves about to be alone in the wilderness. Anybody want to stop it & start fighting for our Constitution & birthrights?

Can one fight for right & then publicly claim conflict of interest is how you're going to vote???

To:2/19/10 My vote in your survey is a resounding "no". Regarding T.J and his self-evaluation, is there any chance of having that put in our local paper? Also copies of how the board evaluated him? Can tax-payers have access to any of that information? I know many, many teachers who would very much like to know how their board member evaluated him but they absolutely cannot speak up and request it. The repercussions would be swift and severe as well as permanent. But teachers are tax payers also and as such should have an avenue of obtaining this information.

If his evaluation goes into the papers, then why wouldn't the same be held true for teachers? I'm sure that would not go over well. The amendment would be a criminal act in the private sector, without question! The state 2008 audit is even worse. Can't anyone on the school board understand ratios & percents & apply that to common sense?

Jackson constantly taunts the board & commission with his "no new money" line - "They" have contempt for a public that is down and out because government has truly lost its way! Well, if the public has trouble finding its way, consider the fact that the leader and his loyal sheep either can't do 8th grade math or they are corrupt. Which is it? I would think they would be tired of being made fools - The big boy is stealing their candy & we're too timid & ignorant to stop it!

And... we call this education & a rational plan to prepare our children for their future??? It's perverse!

Why would it stir up trouble to put Mr. Jackson's evaluation in the paper? Do my tax dollars pay his salary? Do I elect his supervisors? Since I, John Q. Public essentially hire the people that hire T.J., I fail to see why it shouldn't be printed. As for teacher's evaluations being printed, I am one, and therefore think that the public does have a right to professional evaluations. However the problem with this is that the sheer # of teachers would make this cost prohibitive and it is not likely that all teachers evaluations would be printed because it's no secret that many teachers are the recipients of special favors or treatment, just as many are treated less than fairly and thus the BOE would open the door for multiple discrimination lawsuits. I may be mistaken, but I do think that employee personnel files are open to the public, but one must make an appt to view them. However, the public has NO rights when it comes to teacher's personal lives, i.e. where they live, their home phone #'s, whether they have a glass of wine at a local restaurant, where they go on vacation, etc. The public has NO right to call a teacher after school hours to discuss their child, homework, discipline, or anything work related. Teachers are employees, not possessions and when school is dismissed, the public should respect the privacy of educators.
Evaluations of tax paid employees should be available for viewing by the people who pay their salaries. If you do not pay a person's salary then it is nobody's business.
As stated above, I am a teacher and must therefore withhold my identity. If one has lived in Giles Co for any length of time, they most certainly can understand this. I dislike doing this, however I have grown quite fond of eating, electricity, a roof over my head, and a vehicle. I've seen the director make more than a few teachers' lives miserable for far smaller issues than speaking out on this forum and so I am taking the cowardly way and signing off as

Back to the director's evaluation!

We really deserve what we get - an education system rotting in political correctness & no one with the gumption to force a change to focus on reading, writing, math, & a sense of truth instead of PC opinion!

If the school board is ignorant & arrogant enough to rate T Jackson as exceeding all standards, then we know there are no standards of value, skill,or morality in our education system.

Apparently no one even knows the extent of excessive spending, padding the results, & causing dissention amongst the employees of the system! It's an insane game that is bleeding this county dry to dumb down the population!

The game has been played non stop for several years by the state BOE, Audit Depts, school board, commission, & those who have been cheated out of fair pay for their work -- by having done nothing to clean up lies & deception in the director's office.

It's clear - nothing will be done! It's equally clear that the citizens are going to make sure there will be nothing done on any future funding increase. You want to burn the little red school house down? Let it rip & enjoy the warmth while it burns. When you come back with dire need for more more money to replace that which has "disappeared", you know what you can kiss!

You've seen your last tax increase! When the employees get absolutely fed up with stealing their portion of inflation based tax revenue increases, they'll have your scalp & justly so. The "progressive" plan of more money, more finite control & manipulation, & PC indoctrination is failing miserably to improve education. Taxpayers are tired of dumping money they don't have in a rat hole to expedite more of the same old disintegration.

Financial management should have insured the checks and balances that would have protected the citizens from Jackson, but obviously, he is entrenched and in control, busy sacking what remains of the reserves, under the same old banner of deception & more deception!

The nation is waking up. Giles County is waking up. We have a charter to pass that can provide for removal of officials by recall, by voters! If we do nothing other than pass that single right, we can save the financial ruination of Giles County and provide a basis for cleaning up the many other communities that are being destroyed by a "progressive" liberal education bureaucracy!

Has anyone seen the Directors evaluation. Even the board members haven't seen the true outcome of the numbers. Did Young calculate the numbers or did he allow Jackson to do so. The true total number has never been disclosed. Last year he was below av. and this year exceeds expectation. Give me a break did he make a 360 or what.

a reliable source said jackson pulled a fast one when he raided the reserves with that last amendment. that The book thing is fishy - that 2010 already had $252,000 it the budget & he supposedly had to have another $284,00 - that would be a whopping $536,ooo to spend on books in 2010! (there's no limit to these people!) It doesnt make any sense at all- what the heck is happening? Has the school board lost its mind? (dumb question)

There's a big national fight going on right now over new "Obama" books designed to indoctrinate the children, sponsored by the SDS nuts, CCP, progressives, & whacked out liberals. Someone needs to find out what he's up to & stop it or we'll see goosesteppers like the hitler youth!

My concerns about the charter issue began when I heard about problems Knox and Shelby Counties ARE HAVING with it. Since then, I have been talking to lots of people around town, and I am finding that most of them share that same concern. Would you say we are all a bunch of dummies because we are fearful of what it can do to our county? And just because you say my comments have been discredited doesn't make it so. If anyone is laughing at me, it's those who are pushing this mess. There are plenty of people who are already opposed to it. Trust me on that.

Let me clarify what I said. I am quite fearful of what this charter thing could do to this county. And, until it can be proven to me otherwise, I will stand opposed to it. Actually, I am opposed to it anyhow for two reasons. First, I don't think we need it. Secondly, I don't trust the ones who are behind it.
We both know that truth is a relative term. Whose truth? Even if someone in Knox County says charter rule is the greatest thing since loaf bread, why is it that we have to blindly accept that assessment? And why is it not acceptable for someone else who is in a position to KNOW what's going on over there to tell people like me that charter rule is a disaster? Why is that? How is it fair to be intolerable of an opposing opinion or view?

Knox County is not in Knoxville. Knoxville is in Knox county.
If the charter is accepted by the voters, the elected officials will not run the charter. The elected offificials will perform under the local laws written by the people in the charter instead of under laws written by the state legilature on local matters.
If the charter as written is accepted by the people, there will be many changes that effect us locally.

Knoxville is a part of Knox County and is certainly bigger that Pulaski but what they have done there doesn't have anything really to do with what the Charter does here. Understand please, the reason elected officials run this county as they have is because they have been allowed to do as they pleased with little opposition from the people they govern. With the Charter those same officials become much more accountable to the people. Contrary to your belief that this is merely an effort to " fowl up two people's power" the real purpose is to make everyone more accountable to the people they are suppose to serve.
While I do believe the Financial Management office could benefit greatly from stronger more independent leadership the improvements brought to the County by the adoption of the Financial Management Act have been great improvements over what we had. While pants with a broken zipper are still pants they aren't nearly as acceptable for wear as a pair of pants that may be a bit too short.

Does the school system have any meaningful objectives other than spending more money? Seriously!

It seems that the goals relate to buying something new and hiring more people - in a place that hasn't been growing. Then, the measurements seem to revolve around the being able to meet those goals by spending more money to buy more stuff & hire more people! It's insane!

Are there any efficiency goals & measurements? The world of information technology has just about eliminated the need for administrative people in industry & they have many many more functions than paper shuffling & trying to keep track what they did.

A smart business doesn't pay royalties & license fees - they hire a qualified person to make their own system, CD's, training programs, etc. one time, then use it over & over - perfect it - & if they have a brain CUT COST BIG TIME year after year!

If the kids are watching a video program & getting it, that means the teacher can coach the few who fall behing without stopping everything else!

Education isn't about education - its about spending money & taxing the citizens to death! A good kick butt manager could turn this crap around in a heat beat & turn a bunch of loosers into winners!

Of course, that means getting rid of the looser in charge.

Teachers are educated in a cesspool of indoctrination, which is bad.

The really good side of the equation is they were exposed to a lot of true knowledge & skills, along with the grit to get the 4 year degree & all the crap that goes with it.

The thing we must get back to is basic math, logic and true meaningful deductive reasoning based on facts. If you have that, you are a real threat to the TJ's, NEA & the education establishment that is in control at this point.

The why a teacher needs it, is as simple as following the bouncing ball everytime it comes to begging for money and shucking some of it out to "teachers", who really are the backbone and substance of education.

In spite of the fact that our little dynasty has spent maybe three times the inflaion rate - teachers apparently haven't even received the inflate rate in raises. There is a reason - you're the sacrifical lamb that goes to the alter just before the feast of the anoinkted ones. If you got what you deserved, there wouldn't be enough left over to reward quislings & hire friends & build fancy buildings & toss money to the four winds. If the total spending is three times more than average, it means the taxpayers are taxed three times too much. Same situation applies to busses, books, necessary peons who aren't paid much, etc.

Put your good education in gear, toss the excess baggage out (NEA & TEA), get the goods on these creeps, & then make some changes happen locally, state wide & federal! The taxpayers would help and put you on a pedistal, instead under the poor house.

No, my Bible tells me that God smiles on the peacemakers and condemns troublemakers. That's not to say there were not those in Biblical days who were they who turned the world upside down. But they were not out stirring up strife and contention. There's more than a subtle difference between those who were truly tramping for the Lord and individuals who are troublemakers. It's unfortunate that you apparently defend the latter. Would you agree with me on that?

I was wondering if you could write some prose about Hook, Line, and Sinker Syndrome? You should be able to do that quite well.

Geee, with the new ethics police, I wonder if someone will nail a couple of liars. I'd rather have a drunk running things, than a liar.

& now I ain't saying the blue gill is a drunk - he's always been nice to me. everybody has a bad day once in a while.

The other side of that coin is the fact that no "good" person has a good day when you're having to deal with a liar. oppositely speaking, "no good" rats always have a good day with liar;s in their pocket.

Old "no new money" would be a good place to start.

Me, I think if you're out fishin for somethin to sink your teeth in, don't mess with a little pan fish, go after the big mouth bass or shamoo!
