The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Newspaper Statement from the County Executive, "Enough is Enough".

I agree with the County Executive "Enough is Enough", and it is time for her to resign after the mess she has created through simple ignorance, incompetence and/or illegal activity.

The County Executive, in the 2 March Pulaski Citizen, stated, “I always follow the law as laid out by local, state and federal government.”
First thing that comes to mind in response to that statement is if it’s true why doesn’t she actually live in Giles County as required by law?

The main thing that stands out about this statement is, how can you follow the law if you don’t know what it is?
Clearly one violation of the law she committed is the simple fact that by her actions she vetoed the actions of the County Legislative Body.
Let us accept that it was as she claimed a simple mistake on her part in announcing that the vote would require a two thirds majority then declared that the measure had failed.
At that point is where the simple mistake ends and a more sinister activity began to take shape. When the County Executive, correctly or incorrectly, announced that the resolution had failed and it was recorded in the minutes as having failed with no objection from any Commissioner or other authority in the room that became officially the end of the issue.
Now she states “later during the week” she was told she had been incorrect. Legally the only way those minutes and that action could be changed was by another vote by the County Legislative Body, the only one authorized to pass or fail a resolution.

Mrs. Vanzant states, “I did not take it upon myself to make the correction, which I would never do except to follow the advice of the attorney and follow the law and protect our county”. I challenge Mrs. Vanzant to produce any and all statements where an attorney, either from CTAS, or any other source, authorized her to overturn the decision of the Commissioners. If the decision that was recorded in the minutes should have been overturned it could only legally have been done by another vote of the Commissioners.

Now understand the County Attorney had advised against issuing a beer permit to anyone until after the State Attorney General had issued an opinion about the legality of the actions. Mrs. Vanzant personally was involved in directing the Beer Board members that they could approve the permit immediately and gave the order to Carol Wade to issue the permit.

There is much that can be speculated about as to why the County Executive acted as she did but the one thing that stands out and can not be disputed is that she exceeded her authority as County Executive by vetoing the Commissioners and ordering a beer permit to be issued before the matter was cleared up. This is inexcusable behavior from anyone and especially from someone who has been the County Executive for over seven years and should have known better. Allen Barrett

Comntrary to what YOU say, Mrs. Vanzant is a good and decent woman who is following the law. Why do you think she consults with others when she is unsure of something? Answer. Well, you can continue trying your best to smear and ruin her along with select other victims, but people are not as ignorant as you think they are. Why didn't you say anything about her veto of the Commission, why don't you ask her to show one piece of paper that gives her the authority to change a decision of the commission, to show one piece of evidence that shows she had authority to change the minutes of the meeting without the approval and consent of the commission. No you would rather attack me and defend wrongdoing. This is not opinion what she did was ignore the County Attorney, and the Commissioner to have her way. She has put the county in jeopardy by doing away with the distance requirements between places that sale alcohol and places of worship, schools and public gathering places. Now you are anyone else can make me the biggest liar and fool
in the county simply by showing one thing, one little thing that gave her the authority to override the County Legislative Body, that gave her authority to change the commission minutes without approval of the commissioners, that gave her authority to suspend the distance rules.
The simple matter is that in her usual way she allowed her personal desires to unduly influence her then has tried to get someone else to be the scapegoat. Just a question~if in fact she doesn't live in the county (I don't know) could not someone file a complaint or challenge the issue? Like with the election commission or state agency instead of just arguing about it here? I know people can work to defeat anyone in an election, but why not (if there is a procedure) just file it and have the elected official put out, or just have to resign due to eligibility.Isn't there some process for doing so if in fact that is the case?

There is a process to get elected officials removed from office if the complaint filed is proved. However to make a complaint you also have to put up enough money to cover the officials salary while they are suspended also enough to cover the lawsuit if the official wins. Who in Giles Co can put up that kind of money?

Is the election commission or someone not responsible to know if anyone runs for office if they don't live in Giles County?
I take it if Vanzant didn't live in Giles County she had to have gave a Giles county address.

Looks like they would have to prove they had lived in Giles County for awhile.

If not someone from another county and run for any office in Giles County.

Where she lives should be easy enough to prove. It is true then prove it. Is it the same as Jackson who lives in Giles County while owning a house in Athens? He lives in Giles County and spends most nights here while visiting his family in Athens some nights. If that is not right then someone needs to change that rule before another director is hired.

The positive I can say about JV is she has always owned property in Giles. Thus she has always been a tax paying citizen. Now TJ on the other hand is doing just as the idiots said in his contract!!Declare residency. They did not state that he was to own property and be a tax payer, thus the apartment. He gives very little sales tax to this county as well. So JV spends her time on East College Street like a good girl under the terms the election commission says. You have to have lived in the county a certain number of days before an election and she does. Since TJ is put in by board members (and by the way call your board members not to extend anymore time on his contract.) he doesn't really have to be here at all. But during the week and expected bad weather he stays close by. And back to his contract, that is one last good deed KN wants to do for him before she no longer is running.

Tee and Janet grew up in Giles. Tee moved away and Janet married and moved to Lincoln County. Tee still lives in Athens with an apt. in Giles. Janet lives on East College Street so many months before election. She has always been a tax payer in the county due to owning property. Tee doesn't own jack in this county.

JV owns property in Giles County, but has never spent enough time in the 7-years total that she has been in office to qualify as living here for one month.
She lives in Lincoln County.

TJ on the other hand is appointed and is not required by law to live here.
He could live in Alasaka and be legal.
She is not Legal...PERIOD...

Doesn't it bother others on here that the County now has a zero distance between places where alcohol is sold/ consumed to places of worship/schools/public gathering places.
Whatever Mrs Vanzant may be or may not be I can't say but she is the direct cause of this distance requirement being done away with.
I can accept that she might have made a mistake in her initially saying there was a two/thirds majority required to change things but it is what she did afterwards that is inexcusable. She did not have authority to change the existing rule without the Commissioners voting to do so.

She has my support because I think that, contrary to what you might believe, she is doing a good job and certainly has a lot more intestinal fortitude than I do in putting up with the small band of attackers. It's shameful. My other reason for supporting her is simply because of the attackers.

It's not his behavior it's his words that scare you so badly. It's the fact that you and some of those like you have tried everything, including putting him jail, to intimidate him. As for intimidation, I think you are confusing that word with troublemaking. There is a difference.You are right that people do not enjoy his presence, but it's not because they have something to cover up or hide. Put simply, he's a pest.
Now, as for "enough is enough", I think Mrs. Vanzant should consider hauling his rear end into court. That would give him an opportunity to prove his charges of illegal activities.

I grew up listening to Billy Sunday and Lester Roloff and Billy Graham when he was young and preachers like them. They was a lot like Mr. Barrett cause nothing scared them but doing wrong. I was glad to read about this item in the paper as many don't have the opportunity to read this blog. Mr Barrett has worked so hard for this county and exposed so much that is wrong I only hope he don't get discouraged by some of the hateful things some people say about him.

Mr. Barrett, I would like to let the readers of this blog know about something I witnessed today that made me proud. I was in the upstairs courtroom in the courthouse for jury duty along with several hundred other citizens. All of a sudden there was an awful scream. A man setting in one of the seats was having a seizure. Within seconds about four other citizens, who I believe were medically trained, rushed to help him along with the police officers in the room. They helped the man onto the floor and tended to him until the seizure let up. The citizens and police just reacted so quickly. It was more of a reflex than a response. An ambulance was on the way within seconds and arrived very soon. I was so impressed with the citizens that helped that man out of the goodness of their hart. I have seen places where he would have laid there until dead with people walking over him. This is one case where everyone can feel good about this place we live in and the friends we have in this community even the ones we don’t know we have yet. To the people who helped that man in the courtroom today I thank you.

Would you please specifically answer these four questions?

1.Do you support not having a set distance between places that sell alcohol and churches, schools are public gathering places? That's what we have now.
2.Do you support the county excutive having veto power over decisions made by the county commission? That's what we have now.
3.Do you believe the county excutive should have known better before calling for the vote?
4.Do you believe the County excutive was truthful when she said she knew of no one that was going to apply for a beer license when the woman from the store was sitting right in front of her with the paper work?
Your answers will clear up a lot.

#1. I support whatever the letter of the law dictates. If there's a violation, it needs to be turned over to the proper authorities.
#2. If the letter of the law grants the executive such power, then I would support same. If there's a violation of the law, it should be turned over to the proper authorities.
#3. I don't know. Do you?
#4. I do not believe the county executive would fabricate a story with the proof sitting right there in front of her. Do you?
I hope this clears up a lot of the reasons I have a problem with the continued witch hunt. You don't approve of mrs. Vanzant? Fine. Vote for someone else.

#1 The letter of the law said 1,000 feet.

#2 The letter of the law very specifically states Mrs Vanzant does NOT have veto power - instead she has the ability of a tie breaker.

#3 After almost 8 years in office she should know the laws covering how to run a meeting.

#4 She would know the folks ready to jump in and apply for a beer license were waiting for the vote to go in their favor because 1)she knows the family and 2)ordinarily they never attend meetings and 3) this was already prearranged with a handful of commissioners. And after the number of things she has fabricated in the past why not one more?

I don't know what Mr. Barrett has on Mrs Vanzant I have never made any claim about having anything on her I just asked you some simple questions. If you don't want to answer them fine but don't try and put words are thoughts into my head.
About the newspaper article that Mr. Barrett wrote I'll use the same reason you have, if Mr. Barrett wrote something that was wrong then take it to the proper authorities and let them deal with him, isn't that what you suggested be done with Mrs Vanzant.

One thing was made abundantly clear in the County Commission Meeting this morning.... only those rules that are convenient will apply to the county executive.
During the meeting it was clearly presented by Commissioner Wilburn that the Tennessee Code Annotated and the Roberts rules of order were ignored by the county executive in her recent decision to veto the commissioners decision on the distance rules.
Mrs Vanzant simply dismissed each statement with the arrogance befitting the Queen of Hearts from Alice in Wonderland who is quick to decree "off with their heads" at the slightest offense.
After she dismissed both the T.C.A. and Roberts Rules of Order as authorities over her she then demonstrated the convenience of selective application by citing those rules in refusing to recognize Commissioner Wilburn to speak until after everyone else had spoken. Yet when Commissioner Jackson stood, interrupted or started speaking before being recognized there was no corrective ruling from the chair.

Maybe they were referring to the meeting where Stoney Jackson attacked Mr. Barrett. By the way Mr. Barrett was in the hallway, during the adjourned meeting then came back in with everyone else when the next meeting was called to order. If yo must say anything try to be a little honest at least. I am a commissioner and was there and saw the whole thing both times.

Some try to fix things when they're broke. Some don't know any better & do without. Some are happy to do things any old way. Then, many can't think for themselves and really need someone to tell them what to do 24 hours a day - they constantly wear a leash & search for anyone to pull them everywhere they wind up going.

Those who love life appreciate the freedom one must have to be happy - doing things they enjoy - creating things they enjoy - being around people who make things happen & preserving that independence & love of life, country, and a civilized society. There is little time for brooding & hate if you are really doing something worth while.

The other side of the coin is akin to the hog at the trough. As long as someone is feeding you, you are in charge of yourself & what you do (eating). You can grunt & squeel when you're hungry, which goes away when the slop hits the trough, cause you're in charge of eating again. You don't care where the food comes from, or who worked to produce it, as long as you you don't have to work, sacrafice (eating), or get distracted from what you do (eating).

You're only happy when you're oinking, cause that usually happens just before feeding time, which is just before eating. Of course, life is tied to the cycle of eating, resting, relieving yourself, & then starting all over again with the next meal. Because the magnetic force is the slop bucket, you're never far away from it or the cycle of food, sleep, and excrement. Thus, you see, comes the ageless wisdom of "there's nothing happier than a pig sleeping in a pile of (dung)". Thus some have an extremely happy life that real people simply avoid.

The conflict isn't necessary - just don't try to drag me into your little world of ESSS (eat, sleep & "S" syndrome) Maybe it should be "ESSOS" with "o" as in oink the trumpet that regenerates the cycle (eat is always first).
