Did Teachers Get Paid This Week or Not?

Complaints are coming in that the Financial Management Office failed to deposit money in time for the School System employees to actually be paid today.
If it is true that the School System employees were not actually paid does this mean that a lot of folks who have automatic deposit and thought they were paid have now used their debit cards and written checks without having the funds sufficient to cover those debits? Will this possibly cost the taxpayers for over charges? If it's true and the deposit wasn't made how could such a thing happen, how could it happen? Seems like a lot of very costly mistakes are being made around the Courthouse these days.

If you people think it was no problem then you aren't someone who lives paycheck to paycheck. I used my debit card and am not sure if I went over or not at this time. The question is not has it been corrected but why did it happen to begin with? It takes a lot of incompetence or neglect to mess up something as simple as transferring money from one account to another so several hundred people can be paid on time.
Mr. Barrett I appreciate you telling about this matter and possibly saving a lot of people from writing checks and using their debit cards without having the money in their accounts. Thanks

But there are a number of important questions that need to be asked and answers provided.
How did the problem happen? Who was responsible and what disciplinary actions have been taken? What measures have been taken to insure that this doesn't happen again? Where was the oversight from leadership in this matter? Did any employees have overdrafts to their bank accounts?
The question also arises as to whether this was a simple mistake, a lack of discipline, an act of incompetence, or a conscious act in the effort to have the school system removed from the accountability required by the Financial Management Act of 1981?
If this was the first time something of this sort happened it would be easier to attribute it to a simple mistake. The problem is there are a number of examples where insurance payments,
paychecks, etc were late.
Why is this laxness tolerated? If it was your paycheck would you be saying "no problem, case closed"?

While I would prefer that you try and stick to the topic I will answer this charge.
There are no spies just concerned citizens who recognize that this blog is the only place they can go to and report problems and situations where there is a response and the light of day is shined on the situation.

When you employ someone in your business and they do something in the name of that business you become liable for their actions or inactions. A truck driver who has a wreck and injures another person may be held criminally liable if there is some violation of the law but the employer is held liable for civil actions that's why they carry liability insurance.
Giles County employs a large number of people and it is responsible for their behavior while they are at work and/or performing their official duties.
When the County authorities determine that even though an employee has broken a state law they are not willing to do anything to correct it what would you suggest be done? I was told by those authorities on several occasions "if you don't like it sue us". At great personal expense I sued because of the gross negligence and conscious disregard for state election laws. The whole issue could have been resolved easily and very cheaply had the county and its representatives acted responsibly. The county chose, in your name, to ignore the law and the result is a civil suit and criminal charges.
So while I probably already know the answer I'll ask again what would be your response to being treated wrongly and illegally?

Mrs. Garner said that it was the bank's fault, they did not make the deposit into the accounts. I am sure that First National Bank will take care of any overdrafts or service charges if it is their fault?

There was absolutely no reason for you to stir up trouble about this, because it was a BANK ERROR. And yes, they (the bank) has agreed to take care of any overcharges since it was THEIR fault. Therefore, you can't blame it on Mrs. Vanzant, Mrs. Garner, or Mr. Jackson. I know that's not what you wanted to hear, but that's how it is. Sorta makes you look like an imbecile, wouldn't you think?
I believe you are using a spy to get you all this so-called "inside information". If that's true, you ought to be ashamed of yourself.

First of all lets get something straight. Allen Barrett is not costing the county anything. Lucy Henson is the county attorney. She is paid by the county to take care of legal problems. I think she is paid $40.000 or maybe a little more per year and was just relected for four more years. Mrs. Coleman will have to pay her own attorney. He is not paid by the county. Lucy Henson represented Kathy Bassham. Now find something else to gripe about.

There are alot of very costly mistakes being maade around the Courthouse these days. The biggest one sits on her throne in the County Excutives office. She is going to cost taxpayers alot of money over this beer deal at Campbellsville, simply because she couldn't wait for the Attorney Generals oppion when Luacy Henson said not to do it. She was on the phone telling her to come on up and get the license. A bad mistake.

This was not a bank error. The mistake took place at the financial mgmt office. I know for a fact this is true, but bank error is a good cover story and by the way, school employees don't all bank at the same place so really a "bank error" is a pretty lame excuse. What are the odds that all banks involved and it could be quite a few all made the exact same error on the same night. Mr. Barrett is not stirring up trouble for those of you who think this is La-la land and nothing bad ever happens. He reported what should have been a front page news story if we had a normal newspaper. NEWS, do some of you not understand that. Also another FACT, please try and keep up, those of you who already posted what you "KNEW": teachers are paid on the 15th, ONCE a month. These checks were for the support staff, meaning secretaries, custodians, teacher's aides, and supervisors, etc, although I am not 100% sure on the supervisors.
This has happened before, ask a certain teacher whose husband was once board chair.
Just because you don't like Mr. Barrett doesn't mean he isn't entitled to the same civil rights we all are. He believes his rights were violated, and any person who believed their rights were violated would do exactly what he did. Some of you want to expose bad business practices so that our town can prosper and some of you seem to think if it isn't ever mentioned, it's not real and anybody that exposes corruption is a traitor. Whistle blowing is a good thing and it's what makes our system of checks and balances work. Take of the rose colored glasses and resign from the good ole boys country club and lets make Giles Co a better place to work, play, and prosper. Stop shooting at the messenger and stop covering up bad business.

I don't happen to be Mr. Barrett but if you need to feel that everyone that disagrees with you is then go right ahead. There are many that can't handle reality and apparently you are one of them. It's okay if want to keep believing the "bank error" story as well. Isn't it amazing that every bank in the county and at least two in another state experienced the exact same error? Keep those rose colored glasses on and keep on believing we live in a perfect place and the only problem in our county is one man who manufacturs FACTS instead of reporting them. If you can't handle reality, there is help available though. Personally I prefer to face problems rather than pretend they don't exist.

7:40 Wrong again. The county contracts with its professionals (like the county attorney, engineers, etc.) on an hourly basis. Barrett cost the county dearly....for nothing.

This isn't the first error our finance office has made. Bills not being paid on time being among those errors. Let's not forget the very costly penalty imposed for not getting things done in a timely manner. This recent debacle was not a bank error as a previous poster stated. The school system employees bank with a variety of banks and all of those banks didn't make an error on the same day. Let's call a spade a spade here. Gross negligence is what caused this and as many people as there are employed with our school system, it is impossible for the word to not get around. The time for sugar coating the incompetence we have among some county employees should be stopped. The person who was responsible for the ineptness in their job duties should be reprimanded and action taken to get the job done right or replace them with someone willing to do the job and do it right.

The problem was that the direct deposits were not deposited on time. Either the payroll clerk failed to send the file on time or the bank failed to post the tranactions. The direct deposits were 24 hours late. That is bad if you also have automatic payments coming out. What I would like to know is why were the employees not notified that it happened before the problems started happened with ATM's, debit cards and auto payments.

They thought for some dumb reason they could cover up the mistake. Any reasonably intelligent person knows out of several employees someone is going to write a check or go to the ATM on the day they are supposed to be getting paid. I check my account everyday and would have known it before I starting withdrawing money, but not everyone does that. This is a another serious blemish on the face of the finance office. There are so many discrepancies this office would like to keep hidden out of public consumption. But this one affected too many people for it to go unnoticed. This just how stupid some in government "THINK" we really are. Although it isn't funny, we see who gets the last laugh here and perhaps people will begin to take notice of the incompetence we have working in that office. Paid for with our tax dollars.

4:54 Lucy Henson is not on salary but paid $150 an hour, unless she increaed her rate in the last couple of years. She averages about $40,000 a year but imagine that has increased due to the number of meetings, etc

It's comical to try and make people believe that this matter was a mistake on the part of one bank.
The deposit was not made by the Financial Management Office personnel therefore no money was available to any bank where school employees have automatic deposits. That is an undeniable fact. Mr. Jackson and Mrs Vanzant had nothing directly to do with the deposit. They indirectly have some level of responsibility by serving on the Financial Management Committee but that is as far as it goes.
Mrs Garner however, has a more direct responsibility for the problem as the Director of the Financial Management Department. The problem has resulted from a near total lack of responsible leadership. When an employee or employees are allowed to spend more time away from their work than doing their work you have a problem in the making.
The lack of discipline and leadership is at the core of the problem in the Financial Management Office and it seems to have filtered into some other areas of the Courthouse.
There must be more accurate accountability for time off and better supervision of time on duty.
Employees deserve better and taxpayers deserve better.

What Mr. Barrett has cost this county is a drop in the bucket compared to all the other lawsuits since Vanzant has been in office.
It's not Mr. Barrett that is costing us it the people who have no respect for the law and the rights of others that are costing the county both money and respect.

Lucy D., how would getting paid more than once a month have anything to do with how much teachers get paid? I don't believe that someone who makes over $35,000 a year is below poverty level. An aid who makes $14,000 might be another story.

Teachers get paid on the 15. The central office staff and others related to education get paid on the 30th. If you don't have the deposit to the bank by two it goes on the next day. So, what time was the deposit made.

Teachers and Staff's salary is divided by 12 to give them pay in the summer when school is out.

So it could be divided by 24 and pay them twice a month.

Less work for the bookkeeper not to do that, but wanted the bright one that thought they would get double the salary to maybe understand.

2:16 Who's the MORON here. The teachers are given a certain salary a year and the check could be divided by 52 and paid every week, they still wouldn't make any more money than is said for the year.
You take the cake and don't know how to eat it.

The salary could of been paid for only 10 months, but they wanted somthing coming in during the summer month that they were out of school. So they divided the salary by 12 and paid them every month. Why is that so hard for you to understand?

By now there should be some charges on bank accounts. I would love to hear if the charges were covered by the bank who made the mistake. Has anyone talked to the bank to hear their side of the story? Mr. investigator Barrett, have you checked? that should be part of your story. You should find out if it was an error of the Finance Office or the bank. But I guess if you have been complaining about the Finance Office and it was the bank you would have to admit you were wrong. Would you apologize?

But the idea was take the one and divide it into two and get paid twice a month.

School support staff have not had a raise since 2005. Teachers got state raises but not county raises. Fat chance of getting twice the money. A 3% raise would be great.
