Financial Management Committee
I'm posting the Financial Management Committee separate from other committees because there are separate rules for appointment to this committee.
T.C.A 5-21-104 (b)States that "the County Financial Management Committee shall consist of the County Executive, Supervisor of Highways, Superintendent of Education (Director of School)and four members elected by the county legislative body. THESE LATTER FOUR NEED NOT BE MEMBERS OF THE BOARD OF COUNTY COMMISSIONERS, BUT MAY BE".
The county Legislative Body passed a resolution that requires that the Chairman of the Budget Committee will be one of the four elected by the Commissioners.
The agenda for the Legislative Meeting today stated "County Financial Management Committee: one year terms.
Members are Janet Vanzant, appointed by statute, Tee Jackson, appointed by statute, Barry Hyatt, appointed by statute, Chairman of the Budget Committee by rule of Court,
and three commissioners."
There are three major problems with this procedure two in direct violation of the law.
First: The chairman of the budget committee is placed on the Financial Management Committee by resolution of the Legislative Body not by the court. There is no court that has directed the Legislative Body to include the budget chairman.
Second: The statement that the final members are "three commissioners is not only misleading but in direct opposition to the T.C.A. and prohibited any consideration of anyone other than commissioners from serving on this committee.
Third: No nominations were allowed from the general public thus closing the process and prohibiting the nominations of private citizens.
It's this lackadaisical attitude toward the rule of law by the County Executive that has resulted in so much confusion, misdirection, violations of trust and backward thinking.

The BIGGEST problem you seem to have with this committee is that you are not on it and, guess what? You never will be. The people don't want you. Accept that.
If the legislation said the Financial Committee had to be comprised of either Allen Barrett or a goat, guess who Giles Countians would pick? And it would not be a baaaaad choice.
I love goats...they are cute and they don't make ugly and degrading comments.
Your problem is 6:40 and 6:51 (no doubt the same person) your jealous hatred for Mr. Barrett blonds you to everything else. Don't it bother you art all that the law ain't being followed? What's the point of having laws and rules if you don't follow them. Is that the way you taught your children to just ignore the rules and laws.

So I guess it doesn't matter that the rules were ignored. It's a sad thing when a person allows their personal prejudices to over ride good sense.
What's good sense? Who has it and who uses it? It's a matter of opinion. No one cares about the opinions or complaints of whiners.
I heard Allen Barrett said he practiced witchcraft but never joined a coven. But there was a satanic alter on a date and some blood. Hey I guess we all have hung out with questionable people in highschool.

Time for this committee to look at the one person they are required to oversee doing their job. Since the finance office couldn't manage to pay some of the school system employees on time, what is going to be done to rectify the situation of Loretta Garner managing and supervising her employees? When is there going to be accountability for the errors that continue coming from this office? This seven person committee needs to step up and do their job. Don't sweep this under the carpet like everything else in this county.
Maybe barrett should launch an investigation.

Why would barrett need to be investigated? He does nothing wrong...according to him and his loyal followers.
