Question of Residency??????

The following article was taken from the WKSR website.

Abdo Residency Questioned

Pulaski mayoral candidate Pete Abdo’s residency has come into question. The candidate contacted WKSR today, saying that he provided proof this week of his residency at 461 Longmeadow Circle.

Administrator of Elections Kathy Bassham tells WKSR that no formal written complaint has been filed. Bassham says she received a verbal complaint earlier in the week concerning Abdo’s address and she wanted to get everything verified before a formal written complaint was filed.

Bassham would not release the name of the complainant because a formal written complaint has not been filed.

Abdo says that he was contacted by the election commission office and was asked to provide bills and a signed notarized affidavit stating his current address.

Abdo is running for the Pulaski Mayors office along with Vickie Harwell, Pat Ford, James “Pike” Gentry and James W. Harwell in the November city election.

I think this is wrong. Until Kathy Bassham receives a written complaint she should not have required Pete Abdo to submit an affidavit and bills in an effort to prove his residency for the past several years. This stinks of prejudice to me. Was this same requirement of Janet Vanzant when she ran for county executive in 2002 and if so was a written complaint made in that case or just verbal?

There are several troubling questions that arise out of this story that appeared today on WKSR.

1) If there has been no formal written complaint then why has there been any investigation done?

2) Have any of the other candidates been asked to provide bills and a signed notarized affidavit stating their current address?

3) Is this yet another example of special treatment for special people?

4) Is a person now allowed to make a private verbal complaint and have it responded to without having to be identified?

5) Has the election office become so politically entangled that they no longer can be expected to provide the impartial services they are paid to provide.

6) If a complaint was received causing the action that was taken, requiring the bills and affidavit, then shouldn’t the person’s name who made the complaint be made public?

7) Why would the anonymous verbal complaint of anyone be responded to?

8) If action is taken in response to a verbal complaint then what purpose does a formal written complaint have?

9) If there is no formal written complaint ever filed will the name of the complainant, that caused Mr. Abdo this inconvenience, ever be made public?

10) Is this just another “honest mistake” by the election office that alters another election?

11) How many mistakes are allowed before it’s enough?

12) Was the County Commissioner ever required to bring in utility bills, and a notarized affidavit of where she resides?

13) Can there be any reasonable expectation that the radio or newspaper will investigate this matter and require answers to these and other questions?

Having just experienced the prejudicial and selective application of election laws by this office I know first hand had expensive and difficult they can make life for a non preferred candidate?
There certainly seems to be a terrible smell wafting up from the basement of the courthouse annex. The question is will the stench of deteriorating responsibility and biased application of the laws be allowed to continue or will the state step in and create a more level playing field for everyone. I understand why Barrett was treated the way he was he's Barrett but this is crazy. It's time for Bassham and the hold bunch to be unemployed.

To address something stated in another thread, Pete Abdo has not lived on Longmeadow for more than four years. This time last year, he resided in the Richland Trace Subdivision. When/If he did move into the City Limits I do not know. I am hearing the same things about his residency. If I understand correctly, the home on Longmeadow belongs to his mother. It is reasonable to believe that he resides there with her, and has for the requisite 6 months, thus qualifying him to run for the position of Mayor.

Mr. Barrett, I have a slightly different take on this issue. While I understand that a formal complaint is more credible than an anonymous complaint, that in and of itself is not reason to ignore anonymous complaints. For Example, look to Lawrence County Sheriff's race. During the race, there were verbal statements to the effect that Mr. Risner did not live in Lawrence County, but no-one checked on it and instead waited until the election was over to file a formal complaint. While this was certainly within Mr. Taylor's right, it was not the best course of action for the citizens of Lawrence County, because it created confusion and extra cost to the taxpayers. Much confusion could have been avoided by simply asking Mr. Risner to bring a utility bill and a sworn statement. In Mr. Abdo's case, I would be willing to say that a man so willing to serve his community would have been happy to comply with such a simple request in order to avoid any costly confusion after the election.

To Henry, I appreciate your comments and am in agreement. My problem is in the selective way rules, procedures and laws are being applied.
At this moment I don't have a clue as to where Mr. Abdo has lived or does live. My concern is more about the process. Responding to an unofficial verbal complaint only allows the one lodging the complaint to remain unidentified and in this situation it's very important that the complainant be identified.
What's the point of submitting an official written complaint as procedures require if the same thing can be accomplished for certain people without their being identified.
The reason for an official written complaint and identifying the complainant is to prevent frivolous
and abusive actions being taken against a candidate by an opponent.
I have been severely criticized for seeking compliance with the laws by candidates and the question still remains if the rules and laws are not applied equally the whole process becomes corrupt as we have seen here and in other places.

Why is it so important that the complainant be publicly identified now? The story said Mrs. Bassham would not reveal the name at this time and she wanted to get everything verified before a formal written complaint was filed. It doesn't say she doesn't know who made it. I agree with Henry. It is better to take a look at it before the election than wait until after. Perhaps had you checked into your opponent's qualifying papers beforehand, you might have been Commissioner Barrett. I think it is wise of Mrs. Bassham to check it out first. It seems to me she doesn't want go through something similar to what just happened in your case. Could you be just a little biased toward the election commission?

What i said to you is that I feel barrett's attitude the election commission is more like hatred than bias. I truly believe that he blames everyone but himself for his own defeat. Thoughts on this are Pete must have been wondering about being asked to verify his residency which could be why he brought the matter to the attention of WKSR. For sure the elections office didnt. Its grossly unfair to subject this man to this extra work from an anonymous call. My guess 'anonymous' is one of his opponents or family member and he/she is getting worried since all I've heard is positive comments about Pete making a good mayor.

As I have stated before, most don't care about facts, laws, ethics, or morality; most are just looking for a reason to bash Mr. Barret. As he said, it was taken from the radio website. You may come back with "maybe he shouldn't have put it on the blog." A better solution would be if you despise a man so much, stop reading his blog. He maintains it to post topics as he wishes and allows others to participate. The radio doesn't do that and nobody bashes them.
But hey wouldn't it be a good idea to require all, make that ALL candidates provide proof of residency. That seems to me to be a logical basic requirement. I find it hard to believe it's not a rule already in place. And although I have met and like Mrs. Bassham, I have never done business with her but I can tell you that given any, however slight, credibility to an anonymous tip is most unprofessional and would cause me to question her judgment on other issues. As I have stated before, I was taught and believe it was good advice, if you can't sign your name to it, don't say it. It's cowardly and childish. PERIOD

Oh, and of course you have met Mrs. Bassham. I hear you were there often enough to get to know the entire staff on a first-name basis. And please tell me what she did wrong by verifying his residency? In my opinion, she was merely acting responsibly in light of all the trouble you have caused that office.
Why don't you go ask Mr. Abdo if he had a problem with verifying his residency? Then, as I said, may we expect an apology from you for not making the effort to understand what happened before spouting off?

I don't know if you are refering to my post at 6:19 pm as one that is bashing Mr. Barrett. I hope not because it wasn't intented that way. I do not dispise Mr. Barrett. I may not always agree with him but I try to keep my posts civil and respectful, the way Kendrick wanted it as stated in the opening paragraph on the thread page. I've never met Mr. Barrett but was in attendance at a funeral he conducted one time and thought he did a very good job comforting the grieving family.

You and 7:33 both suggest the complaint was an anonymous call. The story on WKSR.com and this blog states the following:

"Bassham says she received a verbal complaint earlier in the week concerning Abdo’s address and she wanted to get everything verified before a formal written complaint was filed." "Bassham would not release the name of the complainant because a formal written complaint has not been filed."

It does not say a call was made. It could have been a call or someone may have come in the election office. I don't know. The story also implies that she may know the name of the complainant but is not releasing it until a formal written complaint has been filed. So maybe the complaint is not anonymous, we just don't know the name yet. You may not see it as I do and that's okay with me but it is something presented for your consideration.

I ate at the Mexican resturant tonight and saw Mr Barrett with his wife and another couple. They came in about ten after seven and was still there when I left after trivia was over. I'm not saying this to be nosey but to say there is no way he was writing on this block at the time William James was so there is no possible way Mr Barrett and Mr James are the same person.

Charter Commission Looks At Election Costs

Spending a lot of county money to hold elections for few voters concerned members of the Giles County Charter Commission at the September 3rd meeting. “I’m appalled at the variable costs of holding elections, 2,500 voters for $36,000,” Charter Commissioner Sanderlan Smith said.

Giles County has approximately 19,000 registered voters. In the August 5th primary election, 2,573 voted absentee or early, while 2,719 voters came to the polls on election day. Early voters cast ballots at the Giles County Election Commission Office, also in the basement of the Courthouse Annex, leaving staffing, voting precincts, costs associated with machines and utilities at precincts among the major costs of holding elections.

One way to cut costs, Charter Commissioner David Wells said, would be to have one instead of two voting places in each district.

“Even though there aren’t that many voters in some places, when a lot of people come in at once in some places there could be long lines,” Charter Commissioner Alvin Reynolds said, especially when people come after work. He disagreed with the idea. Smith noted that early voting continues to increase.

9:37 The election office people did not comply with the written law when they suppossedly checked the peition signatures on Coleman's paperwork. There is no law that says Bassham should investigate an unwritten complaint against a candidate. See the difference? Abdo should not have been put through this agro. Anybody know when the elections commission will meet or will it be done without notice to the public.

My credibility is in tact for I have neither been untruthful like you or inconsistent in my positions like you. I have taken responsibility for everything I have written on this blog, unlike the cowardice you continually show, by signing my name and being available for discussion of what I have written.
The thing that I have consistently asked for is that people in authority simply follow the rules and laws and apply them equally.
I have to say it's a very long stretch from refusing to do the right thing with one person then responding to an unofficial verbal complaint by a person you refuse to identify, you realize of course that an unofficial verbal request from an unidentified source is just another term for a rumor and gossip monger, but that's right up your alley isn't it.

To those so concerned about my eating habits I did eat at La Fuenta last evening and enjoyed it very much. As usual my cell phone was turned off because my life doesn't revolve around it, unless I'm traveling I usually don't even know where the thing is. I have no access to the internet via my phone.
Once again I am not William James, I do not know him although I'd like to as he seems like an interesting person.

Pete Abdo lived at 191 Big Dry Creek Road, Pulaski, TN in Richland Trace Subdivision for several years until a few months ago. His name is mispelled in the phonebook it is listed as Pete AVDO, look it up in your 2010 and 2011 Yellowpages phonebooks or on the internet. He swapped houses with his parents so that he could run for Mayor of Pulaski.

Pete Abdo keeps saying he is "a former Pulaski business owner," but he never says what business. He owned Boss Hog's Bar.

Also, has anyone seen Terry Harrison's wife's SUV? It has Pat Ford stickers on it. Everyone knows that Harrison and Speer are 2 peas in a pod that love their overpaid, cushy jobs. They wanted someone to run that would let them still call the shots. That is why Speer picked Ford to run. A vote for Ford is a vote for Speer.

I will go one better on that..perhaps you find out the absolute truth about a candidate and their views before casting your vote. Speak with each candidate and ask questions. Don't rely on hearsay. There are people for and against all candidates. It is your personal responsibility to know the facts about each one. Then and only then will you be able to vote responsibly. Certainly don't rely on what info you get from an anonymous poster.

"Stirring up trouble" - "causing trouble" mentioned in many posts. I don't know Allen Barrett....never laid eyes on him, know nothing about him. But in any other community, this trouble-making would be known as "news coverage," because it's the media's job to be government watchdogs. The paper and radio here haven't done that since Hershel Lake took ownership. In fact, I'm hearing that more often than not, folks taking news and feature items in to the paper (because Lord forbid they actually go out and COVER anything) are being told that they must PAY to get their items published. I'm not referring to wedding and birth announcements (although to charge for those in a community this size is nothing short of obscene); I'm referring to community-wide organizations conducting/sponsoring newsworthy events. The newspaper has made it crystal clear they don't intend to get out and cover things first-hand (come get a camera, take the picture, do a "write-up," bring it back to us), so when folks make the attempt, they find out too late the final step is to fork over cash or write a check.
No, all you get in our so-called paper (the biggest waste of newsprint around) are columns written under a phony name.
So, given that, I'm glad there's some place to go to see what's going on in the county, no matter the source or bias. Until the paper's and radio's so-called "news staffs" start doing their jobs, sadly we have no other in-county source of information.

The problem in this town is that people choose to support their candidates on heresay. Every candidate has a way to reach them, so contact them to see what they have to say, then check their records. Each candidate has positives and negatives. Just check them out before you slander them with malicious hate. I know three of the candidates very well and know that they are not honest about what they say they support, or have no experience with anything even remotely related to mayoral duties. Even though I know these people it does not mean I should automatically choose one of them to vote for. I am researching for the sake of our community's future. Are you?

Seems you continue to have a problem with understanding the difference between a smear campaign and in providing the facts to people about a candidate.
Because you dislike the truth about a person's behavior you think the one who addresses that behavior is an "attack dog". There are many like you in the country that's why we have a marxist as president, and a lot of outright socialist now serving as unconfirmed "czars" of various government departments.
Being ignorant of the facts about a person is no great shame, the shame is in being satisfied not knowing those facts and refusing to accept them when they are presented.
We seem to have lost sight of the ideals this country was founded on and now seek only what is personally satisfying to us instead of what's best for the country or county or city. How can you prove someone lives anywhere? Bills can be in your name without you ever living there and you can have mail sent to a home that you never see. Lets just let this one go until a formal complaint is turned in. Nobody is looking at the real facts here:
Pike is an alderman – Pulaski politics
Vicki is an alderman – Pulaski politics
James is in the county commission - Pulaski Politics
Pat at Martin mixed with - Pulaski politics for 12 years Pat, Dan, and Terry are all good buddies in Pulaski politics.
No matter what you do mixing up and moving around everyone in politics you still get the same outcome with slight changes if any.
If you replace the alderman and Mayor with new people the odds are you will see a different outcome.
I don’t like the way Pulaski is ran so I will not pick anyone already playing the politics game this leaves only 1 logical choice that is Abdo.

When you look at each candidate for Mayor it sums up to two candidates put in to do a couple of things: Pike and Ford are in there running because Dan has allowed this to happen. Ford is the main man of choice but Pike will pull the black vote from Vicky Harwell. Ford is set up to get all the Martin votes and a few Dan followers. Abdo has alot of signs but who is he? He might be the one for the job but what do people know. James Harwell hasn't proclaimed his platform as of yet. I don't know enough about Allen Barrett to know if what he says is good or bad.

I went to the Deanna Glossup foundation Concert fund raiser and I thought it was the Pat Ford Show. It made me sick seeing him capitalizing on the situation for his run for Mayor. I am an outsider looking in. I have no stake in this election or the local politics. Perhaps that gives me the opportunity to offer what is truly unbiased observations and opinions.
A lot can be discerned about a person by what they are being, doing, and having (it works in that order); like how a person responds to turmoil and under pressure (perhaps like a highly competitive election), how they treat their friends, how the treat and deal with their opponents (or enemies), and the company (or supporters) they keep and rely on. The way a person acts or reacts in one situation tends to show how they will respond in all situations. It goes directly to character.
Slanderous and deceitful speech, personal attacks, and “hidden agendas” are rarely, if ever, the traits of integrity, honesty, and service – the qualities most needed of politicians – particularly in a small community. Are voters really interested in conjecture and “anonymous”, unfounded and mean-spirited accusations? What does this say of the candidate (and/or the supporters they keep and rely on)? What, if anything does this bring to the community? What would a victory based on this type of “being” DO for the community and what might the community expect the HAVE from it?
Real legal or procedural concerns can only be addressed with integrity and honesty by keeping transparency. Without this transparency there is nothing but background noise, a distraction from real issues. The lack of transparency calls the objective of the candidates’ service into question. Whom do they serve and to what end?
Voters have the right, indeed the responsibility, to themselves and the community, to evaluate candidates based on the real issues and the new/better/different vision and plan for the community and what it can be.

I know Mr Barrett has commented on this before and has condemned anyone who attacked innocent family members. Going to Tunica and gambling is a different story but you need to have proof. Using your position on the police force to attack private citizens could be a very costly activity as it is against the law.

My son assists in political campaigns in larger cities and this race had drawn our attention for several reasons. Tonight we read through all 182 comments (or less due to removal). This little town has larger issues than wondering if a candidate who had an informal inquiry of residency, was living in town. Clearly there was mud slinging and ignorance abounding. If your little town could spend as much energy understanding the issues and the candidates views on the issues or simply volunteering in the community, you would have more of what is severely lacking - community support and spirit. These 182 comments was a poor reflection upon many that "reside" in your town. Happliy the mayor race is over, God help you all during the next election of a public official.
