What Budget Deadline????

This comes from the WLLX website in Lawrenceburg.

"County Completes Budget Process"
"Lawrence County Commissioners have completed the 2010-2011 budget that is ready for a vote at the commission's September 28th meeting.
The $71.4 million spending package, which includes the school board's $45.3 million budget, is based on the state certified tax rate, $2.7386. The breakdown is as follows: County General Fund, approximately, $1.14; Highway/Public Works, .99; Debt Service Fund, .35; General Purpose School Fund, .24. The budget calls for $528,000 from the General Fund's fund balance, leaving the June 30th, 2011 ending fund balance at $2.9 million".

Wonder how Lawrence County managed to do like almost every other county in the state and not have a budget ready on 31 July 2010 when Giles County was told by it's County Executive that it had to be done on 31 July or else.

On 30 July the County Commission in a special called meeting was told by the County Executive that if the budget wasn't passed that day, the Ambulance Service would cease to operate, the Rescue Squad would not be able to respond to emergencies and that county employees would not get paid. Did someone exaggerate about the deadline or were the commissioners just bullied into a position that would not allow for questions about an inappropriate budget?

Vanzant stated to the commissioners that the budget had to passed before the 31st period. Mr Witt was in error when he said the insurance had to be paid by 1 August 2010. I have the invoice and it clearly states that the policy period is from 8/15/2009 to 8/15/2010 and the payment must be made by 8/26/2010. The invoice number is 5556. By the way the invoice was logged in to the Financial Management Office on 2 August 2010 at 1:51. They didn't even have the invoice on 30 July 2010.
I have no hatred or resentment toward Mrs Vanzant I just know her as an incompetent leader and habitual liar. That's not name calling it's just a reflection of the facts.

Well, it is a bad thing for you she got elected maybe, but she is doing the best she can with our county. Just like you cannot blame everything wrong with our federal government on the President, you cannot blame everything on Janet. Commissioners have a say and a vote in what happens as well, it seems as people put all of our problems on a very small minority of people. If we are going to blame anyone let us make sure everyone who deserves the same treatment gets it.

FYI.... The Lawrence Co. government in under the Financial Act of 1957. Our Giles Co government is under the 1981 Act and the tca clearly states that the county budget must be passed by July 31. Please get your counties correct Barrett.

Lawrence County is NOT a model to pattern after.They operate on a waiver every year because their county commission is constitutionaly incapable of passing a budget by July deadline. I hope the giles County commission NEVER acts like Lawrence County.

Please excuse me if I ask where did I say or suggest that Lawrence County was under any particular Financial System especially the Financial Management Act of 1981.

I am well aware of Lawrence Co. operating under the Financial Act of 1957. The point I was making was that every system has some flexibility built in. Waivers can be obtained and resolutions for a continuing budget can be done. A simple continuing budget resolution would have prevented the rush, amid many untruthful statements, to adopt a bloated irresponsible budget that drained the reserves.
One of the main reasons for adopting the Financial Management Act of 1981 was to provide better financial accountability, it has done that to a large degree. Unfortunately some have been very successful in weakening and preventing the full benefits from being realized. With the exception of two members everyone on the Financial Management Committee fought against its adoption by the county.
One thing of interest you might have overlooked in your criticism of Lawrence County is they have a fund balance of 2.9 million dollars. Giles County has a fund balance of less than a million dollars. This is down from a six million dollar fund balance just four years ago.
I would urge you to call the Financial Directors of the twenty one Tennessee Counties that are under the Financial Management Act of 1981 and ask if they completed their budgets on 31 July or at some time later.
You will find that at least nine of those counties DID NOT pass a budget by 31 July but instead passed a continuing budget resolution while they worked on their budgets into September.

I don't mind if you correct me, what I offer is merely a starting point and I encourage people to do their own research and draw their own conclusions, but I would appreciate it if you used facts to do it with instead of the infantile accusations of a person with little to no cognitive powers.

A resolution was passed by the Giles County Commission prior to 30 June to continue the 2009-2010 budget for one month. The Commission could then, per CTAS instructions in the manual provided every County Government,pass another continuing resolution for an additional 2 months. Or, until 30 September 2010. By that time Giles County would have received information from the State regarding what level of BEP funding they are to receive for the school system and at that time Giles County could create and pass a budget whose financial numbers would be meaningful and not made up. To check the validity of this all you have to do, Ms. Gardner, is read your CTAS manual. If you don't have a CTAS manual ask the County Executive fro her copy. A little effort to check things out regarding what can and cannot be done, on the part of those who "control" our public funds, would be very much appreciated.

Yes that is exactly what he is saying. I have the Manual and that is what it says. Janet pulled a snow job on the commissioners. She was really squirming that day and said she could not cut her budget anymore. She never did cut her budget along with alot more.

She can't tell why what Barret says is wrong, just come back with something she thinks is cute.

I don't remember what post it was that Barrett posted but it was one not anything bad about anyone. What does the perfect one do, give the election results for commissioner in 7th District. Just had to say something silly. That was an uncalled for post and made me she needs a good doctor.

I read on this blog that the superintendent of schools didn't need to be voted on, should be appointed because the best qualified person wouldn't get it. It would be the one with most friends or could sweet talk someone into voting for them.
