Does Losing A Million Dollars A Year Deserve Reward Or Firing?

If you were the CEO of a business that lost a million dollars a year would you expect to be fired or given a pay increase?
Apparently working for the government means that you do not have to be proficient to keep your job nor do you have to be productive in order to get pay increases.

Consider the situation with the Giles County Ambulance Department. The Director is a nice compassionate man, an excellent medic but a very poor leader. Not only has the service lost an average of a million dollars a year, for the past several years, it has a very disturbing turnover rate for personnel.

It has been proposed that a supervisor with the Ambulance Service and The Director both be given pay increases. Some may question whether a supervisor who is not a paramedic should even be supervising those who are paramedics; others may question whether this supervisor, who reportedly sleeps through his nights on duty thus requiring others to do his job for him, should get a pay increase; Some may question the appropriateness of giving a pay increase to supervisors when other county personnel must do without.
The Director has been recommended for a $2,500.00 pay increase which brings up the question of what specifically has he done or accomplished that would justify such an increase in light of the huge losses suffered by his department. Paying someone over $55,000.00 a year to supervise an unending cash drain on the county is bad enough but to suggest a pay increase before changes are made to better the department, increase personnel morale and the efficiency of operation is simply absurd.

Several questions need to be answered about the Ambulance Service. Why is morale so low? When can the Ambulance Service be expected to at least break even, if not make a profit? So far the only ones making a profit is the collection service that has been contracted with. How did the Service manage to squirrel away almost $72,000.00 that was supposed to go for overtime but is now being used as sort of a slush fund for pet projects? Was this fund over inflated when the requests were originally made; was it under utilized; is it now being used which will cause a severe shortage later?
What is the total amount already spent on the North Station and what is the true estimate of the cost to complete that project?

Already some commissioners are discussing property tax increases and a wheel tax, my question is when will spending cuts be seriously considered? In this time of economic hardship on the taxpayers, high unemployment and increased foreclosures is it even reasonable much less responsible to consider pay increases for anyone especially those who have not made outstanding accomplishments in their jobs.

How much does Medicare and Ten Care pay when their paients use the ambulance? I'm sure it's like they pay the doctor or hospital, they have a set fee they will pay and that's all she wrote.

How many people has been picked up by the ambulnce service that didn't have any insurance and never paid the bill. They can't turn them down and as the old saying goes you can't get blood out of a turnip.

Now for the raise if any other person working for the county gets a raise, they deserve one also.

I didn't get a raise on my social Security check so everybody else needs to tighten their belt.

I admire the people working for the ambulance service for what they are doing.

Did Tee and Janet get a raise this year? Commissioners? Anybody in the court house?

This post is not against Mr. Barrett. He starts a thread from what people want. So pleases keep it about the ambulance service.

If you have questions about how the ambulance service is being run, why don't you call or go talk to the supervisor instead of going mnegaqtive (again0 and trying to stir up more trouble?
As for your concerns regarding tax increases and a possible wheel tax referendum in the future, exactly what additional cuts would you propose that might save the county money? I would suggest that your lawsuits have cost taxpayers a huge amount already. Maybe those should be cut out? Just wondering.

JAT who has a copy of this year's budget says:

Did the County Executive Office and the County Commission budgets get an increase this year? YES

Did the County Commission pass a budget that exceeds revenues by $1.5 million? YES

The County Commission WILL vote in an increase in property taxes of at least 37 cents; they have to because the County is running out of money.

The County Commission will also propose a wheel tax.

What can you do about it? NOTHING .... you have already voted and the Commissioners will do whatever they wish. Go Janet, Go Stoney!

Yes, we can do something about it. First, if they try to pass a wheel tax the public has the opportunity to submit a petition AGAINST a wheel tax and present to the commission within a certain number of days and that puts a stop to it.

Second, if they try to raise taxes which would be due to lack of financial responsibility during the past four years, we ALL need to call our commissioners in our districts and say NO! Also need to get your family and friends to do the same.

Third, WAB, how about leading an effort to get the wheel tax petition ready?

Petition all you want the tax increase stays put because the Commission is incapable of preparing a balanced budget and the County Executive is incapable of demamding fiscal responsibility!

Get real! Commissioners will do what they personally want to do regardless of what is best for the "average citizen". Anyway .. what does the average citizen know?

NOTHING!

They just sit at home watching TV and believe that all is well with the world. They don't ask questions, they don't get involved, they don't read newspapers, they don't listed to the radio.

Commission members (led by Stoney Jackson) are meeting right now, as we sit at home, and those Commissioners are deciding how to impose more taxes. Come the November meeting they will have a plan in place that will guarantee a tax increas will pass.

The public will have no clue until they get the news that their property taxes have increased. They will bitch and then do NOTHING!

I may be wrong ..... BUT I doubt it!

The mythical Charter, as you called it can be written, and remember I said can be, because it is now being worked on and the time will come when they will cover the subject of referendums. You can rest assured I for one will vote for a charter that includes in it the right to vote on a property tax or any kind of tax increase OR NEW TAX. Get more informed on the Charter before you rule the possiblities out. Remember, we the people. We are going to have a chance to really change some things including wasteful spending and the lying that goes on during Commission meetings.

The fact of the matter is that the commission can simply request a private act through Rep. Bass and there is no option for a petition or anything else only the possibility that Bass will reject the idea and refuse to submit it to the legislature.
Why would Mr. Barrett be asked to lead a petition drive when the people didn't have enough sense to elect him to the commission where he with a few others could have stopped such an action. If I were him and was asked to lead this drive I would just laugh in the face of the people and say "I TOLD YOU SO, BUT YOU WOULDN'T LISTEN".

Like another writer I'd like to know how $77,000.00 that was intended for overtime is now being used for everything from recurring pay increases to expenses for the north station. If it wasn't used why didn't it go back into the general fund?

I like Roy. And have known him for years. The man may indeed be in over his heaad, but who'd know? Really.
If don't know if he knows what he's doing running the service, but maybe they need an administrator/manager running it instead.
But better still, they need to convert the Ambulance service to a private company.
Why is the Ambulance service even run by the county in the first place?

I work in a business in Pulaski that deals with Roy and the rest of that crew on a regular basis. I cannot for the life of me see Roy Griggs blowing the taxpayers money, or even mismanaging it. When he calls to order parts for those units he makes sure the money is spent wisely but also considers the safety of their passengers. I'm telling you I cannot see it. He is a very kind compassionate man but not only that HE does a great job in my opinion. I'm not related nor am I anyone he would consider a GOOD friend. Leave him alone, Allen. Go back to worrying about Martin College's Gay Pride group. I think it's time you officially stepped out of the pulpit since you no longer walk the walk nor do you talk the talk. Shame on you.

Wait a minute 3:43 I never said Mr. Griggs wasn't a nice guy in fact the thread stated that very clearly he is a nice compassionate man. The question was does he deserve a pay increase when no one else except Mr. Gatlin is getting one. The question isn't about Mr. Griggs personally but about the leadership being experienced at the Ambulance Service. Being a leader is much more than making sure you get a good price on a machine part. Directing people in their jobs and getting the most from their efforts and keeping a healthy balance sheet are also major matters of importance. With morale reported as low and turn over as high and the ambulance service losing so much money every year it's time for something different to be done. A new director is one option, privatizing the service is another.
I did not create this problem it's one that has been on going and ignored for a long time. The difference now is that the county is broke and can no longer afford to lose over a million dollars a year.
There is also the question of how so much designated overtime money went unused and is now being used for other purposes including the recurring expenses of two pay increases.

Where did I say Mr. Griggs deserved to be fired? Where did I even ask if he "needed" a raise? I certainly asked whether he deserved a pay increase based on the records but that is a far cry from saying he didn't "need" one.
I am willing to take ownership of my words and have done so but I will not accept ownership of those words you use.
Just to make it very clear Mr Griggs is a fine medic and a very compassionate man just as I stated previously but he is also a poor leader and I gave some reasons for that I would also include that no outstanding leader would seek or accept a pay increase unless their personnel also received one.

On more than one occasion I have listed a number of untruths that were told by the County Executive.
Several involving the hiring of the Financial Director, the Pilot Fueling Station, the granting of a beer permit to Stop and Chat, the non existent budget deadline, the make up of the Financial Management Committee, etc.
I can easily give very specific information about each of these and other examples but what would be the point of trying to give information to a person who lives in such a compact world of denial and ignorance.

How about her publicly stating during the September Commission meeting that Giles County was required to immediately pass a budget?

That was a lie in that Giles County is allowed by State law to pass a resolution to continue last year's budget until 30 September. Check with the TCA and CTAS. She also said that the Fire and Rescue Squad would cease running units by the end of that week because their insurance would run out. Not so ... the Squad's insurance had another 2 weeks.

Passing a conrinuing resolution would prevent a shut down of our County Government. Instead Vanzant insisted that the Commission pass a budget that will over spend revenues by $1.3 million.

if you contend that these are not lies; then she is just stupid.

What about raises for EMT's? Only paramedics get raises for their hard work except for supervisor, EMT Tommy Gatlin? And there's a morale problem? Who would have guessed! If he sleeps through his shifts, therefore having others do his job, that in turns means other employees do more work than he does. And this is what Roy Griggs calls being an excellent supervisor? If all EMT's have to go to paramedic school to get a raise, why doesn't that equally apply to Tommy Gatlin? It doesn't take a rocket scientist to know if you run a fair place of employment, employee morale will be higher. Maybe they should give it a try? Welcome to the politics of the Giles County Ambulance Service!

Don't you just love people who subscribe to the idea of "Judge not lest you be judged"?
This type of thinking is the shared mindset of folks who choose ambivilence to voice any judgement toward others, because in so doing they feel they will be granted the same curtosy when they do wrong. Holding this belief lends them a false sense of "Godliness" which they feel gives them a right to do anything they like, and no one has the right to question their behavior, so long as they afford the same air of quiet to the behavior of others.
Well you know, that might have some bearing,in some circumstances except for the fact that it's NOT BIBLICAL, and it most certainly can't be applied in all circumstances! The simple fact that as voters; we have a RIGHT TO JUDGE the evectiveness and actions of our representive officals, seeing as to how they are suppose to WORK FOR US!
They are no different than hired labor in this regard. If you hired someone to do a job, and they lied to you and proved to be incapable of doing what you were paying them for, would you not have a right to say somehting about it, or even fire them?

Please allow me to take a stab at translating the last paqragraph of your post. Mrs. Coleman should be fired and replaced with none other than allen barrett. Is that pretty close to what you really meant? That's not going to happen, so you guys need to just get over it and move on.

You are partially right about my having barrett on the brain. I see him as a major source of trouble in Giles County and as one who should not be allowed to go unchallenged when he's trying to stir something up. I think it's just a matter of differing perceptions. You apparently see him as some sort of savior while I see him as something totally opposite.

Please don't compare me with allen barrett. There's a world of difference. I lead a quiet life and bother nobody; I have no narcissistic outlook; I mind my own business. There are many other differences, but those will give you an idea.

Obviously he doesn't, and obviously he rents, and doesn't pay property taxes.
But you can bet that when they vote to raise sales taxs, and they get to talking about a wheel tax again just to pay for this stuff, he's gonna be one of the loudest whiners in the bunch against it!

If I ever need an ambulance I have no question that the people there will act with the utmost professionalism. Your post is very degrading to each employee of the ambulance service by suggesting that they would act in less than a professional manner regardless of who the patient was.

The problem is not and has not been with the medics and paramedics, I have consistently complemented Mr. Griggs and the others on their medical expertise. The problem is with the quality of leadership and the interference from outside sources. Allowing the collection company to get involved was a move in the right direction for helping with the financial drain but it will not solve the problem or benefit morale. When workers do not feel confidence in their "bosses"; when they are not being appreciated or treated fairly or equally they tend to become angry and discouraged. One way to express that discouragement is by passive means such as becoming sloppy in ones appearance. A more aggressive expression is to just quit and get another job. Always when morale is low unit cohesion and efficiency goes down. If morale at the ambulance service is not improved soon, if the people there, not the supervisors, are not listened to soon the problems will only increase in numbers and severity.

WAB I have to disagree with you in your endorsement of getting a collection agency involved in collections for the ambulance service. They will not be doing any more than the finance office people could not do if the effort would be made. The collection agency is also contracted to take a cut from what they bring in, which means the county will be losing the amount of the 'cut' each month. Money we cannot afford to lose. Didnt it come up at one point that the county did not want to hire a collection agency due to the strong arm tactics and stress for payment they would impose on the patients and their families and was the reason 3 women were employed in the finance office to take care of it. Three women and only one let go when they changed their mind and did contract with an agency. Maybe there could be a thread for people to post their experiences with the current collection agency.

The Financial Director and Mrs Vanzant both reported Monday that the collections had improved since signing with the current agency. I understand it's a matter of getting better paperwork done by the patient
instead of hounding people to pay and they do take a big cut.

Perhaps the big increase in collections is due to the fact that now there are people doing the billing that know what they are doing. The ambulance service should have office staff and a director who know how to bill and file for insurance.That's the real problem. Go back 8 to 10 years ago and look at the collection rate.You had a staff that knew what they were doing.The people doing billing have to have a knowledge of not only regular insurance but they have to know Medicare, Tenncare which changes daily.The employees have to be instructed on how to do proper paperwork in order for payment to happen. Buying fancy computers and software is not going to solve the problem.You have to have management that knows what they are doing
