Budget Time

Budget time for the county is upon us once again and until now there has been no public mention of making a new budget or a Budget Committee Meeting scheduled to address the issue of a new budget for the county.
It seems that once again the pattern for making a county budget is waiting until the last minute and push a little thought out budget through hurriedly with very little time for debate. The citizens of this county deserve more.
For the past few years the County has failed to submit a balanced budget relying on the use of reserves to fill in the gaps of more than a million dollars each year. Now the reserves are down to near the minimum acceptable to the state. County spending has continued to increase in spite of a claimed, but totally bogus and unsubstantiated, 10% reduction last year.
What will be the remedy for this year’s lack of spending discipline? On election night we heard the solution offered by a newly re-elected long time commissioner, “we have to raise taxes”. Before the election this was an idea strongly denied by most candidates but since the election what I had predicted is openly discussed among some officials, a property tax increase and a wheel tax is on the near horizon.
As I did before the election and before the last budget was made I requested suggestion on how to best deal with the County Budget.
For me a tax increase is not necessary and any new tax is detestable. What is needed is planning and spending discipline to cut a minimum of 20% off last year’s budget or even better start at zero with a budget and build from there, justifying each expenditure and employee.

Below are some suggestions that would help prevent a property tax increase, fee increase and creation of a Wheel Tax. Please add your suggestions and thoughts.

1) CUT COMMISSIONERS PAY FOR COMMITTEE MEETINGS 33% FROM 30.00 AND 15.00 TO 20.00 AND 10.00 AND MAKE THAT THE MAXIMUM AMOUNT THAT CAN BE RECEIVED PER DAY. Currently Commissioners are paid for each Committee Meeting they attend. As a member of a committee one could collect $30.00 then in less than ten minutes collect another $15.00 for attending a different meeting as a non member. I have seen Commissioners come to a meeting late and leave the next one early signing in for both and being paid for both.

2) REDUCE THE NUMBER OF EMPLOYEES IN THE COUNTY EXECUTIVE’S OFFICE BY TWO PEOPLE OR JUSTIFY THEIR CONTINUED EMPLOYMENT THERE. If all employees were required to work a forty hour week would there be a need for the extra personnel.

3) REDUCE THE NUMBER OF PEOPLE IN THE FINANCIAL MANAGEMENT OFFICE BY AT LEAST ONE OR JUSTIFY THEIR CONTINUED EMPLOYMENT THERE. Salaries should be reevaluated in the Financial Management Office and if all benchmarks set for employees have not been met salaries should be reduced.

4) CUT THE PAY OF THE DIRECTOR AND ASST. DIRECTOR OF FINANCIAL MANAGENMENT BY 5% OR SHOW WHERE THEY HAVE BENEFITED THE COUNTY BY MEANS OF COST SAVING MEASURES.

5) CUT THE SECTERARY POSITION AT THE AMBULANCE OFFICE. The new recording system has made the position obsolete.

6) CUT EVERY DEPARTMENT BY 20% UNLESS THEY CAN FULLY JUSTIFY THEIR BUDGET. That 20% should be off the total of their last year’s budget and not just one portion of their budget. Last year some departments increased their budget by up to 30% overall while claiming they had cut 10%. The County Executive’s Office is a perfect example of this situation.

7) REORGANIZE THE CUSTODIAL SERVICES FOR THE COURT HOUSE AND CUT THE AMOUNT OF CONTRACTED SERVICES. All custodian personnel should be performing duties associated with their job description not traveling about town and delivering mail. Do away with everything in the break room except a table, chairs and a microwave. There is no necessity for a computer for custodial staff.

8) REORGANIZE THE SECURITY DETAIL AT THE COURTHOUSE. STAFF THE COURTS AS REQUIRED BY LAW AND PUT THE OTHER DEPUTIES ON PATROL. Any deputy not scheduled to be in the court room should be either at the jail or on patrol.

9) INVENTORY AND SALE ALL EXCESS COUNTY PROPERTY THAT CARRIES A LIABILITY. If it’s not making money is it needed and if it’s costing the county through insurance or other expenses get rid of it.

10) LIMIT THE AMOUNT OF SICK LEAVE AN EMPLOYEE CAN TAKE AND PREVENT HIRING A REPLACEMENT AND PAYING BOTH FOR THE SAME JOB
There is no legitimate reason for an employee to be on sick leave for a year instead of on disability and it is beyond reason to hire someone as a replacement unless the person they are replacing is taken off the roles.

11) REDUCE TO THE LOWEST ALLOWABLE AMOUNT BY LAW THE FUNDING TO THE ECONOMIC DEVELOPMENT COMMITTEE. Only contribute as specific opportunities advance, in other words stop paying for nothing.

12) CUT FUNDING TO THE CHAMBER OF COMMERCE BY 25%. If an entity can’t show specific programs and how they have helped the county then cut the funding.

13) ESTABLISH AN INSURANCE COMMITTEE TO EVALUATE EVERY INSURANCE EXPINDITURE THAT INVOLVES COUNTY FUNDS

14) REQUIRE A DAILY LOG BE KEPT ON THE USE OF EACH COUNTY VEHICLE AND MONITOR THAT LOG’S ACCURACY EACH WEEK. PERSONAL USE OF COUNTY VEHICLES MUST BE PROHIBITED AND REIMBERSEMENTS MADE ALONG WITH REPRIMANDS FOR VIOLATIONS.

There are other ways of creating savings, these are starters, add your suggestions and thoughts. The County must be made financially secure with a balanced budget and healthy reserves without imposing a greater tax burden on the citizens who already are struggling with rising gas, utilities, food, medical, clothing and federal taxes along with decreasing jobs and wages.
For those who believe we should pay more in taxes, may I suggest that at anytime you choose you can make voluntary contributions to the county, city, state or federal government..

This is a well thought out plan! It appears that it would save a lot of money for the county. If only the commissioners and County Execuktive thought like this. Of course, all those touched by it will be screaming their heads off at Barrett. We have to start somewhere and I am sure the departments have not even considered or thought about these sensible cuts. Bravo for the ideas here. A computer in the break room at the court house? How absurd!

Cutting the commissioner's pay is a bad idea. Actually, I think a commissioner should be paid a salary....say $300. per month. One of the ways to cut the overarll budget for Commissioners is to reduce the number of them. With so many seats available, it is no wonder we have as many clowns up there as we do.

Just how many times in a month do the commissioners meet? Do they meet enough to justify a $300.00 per month salary? If not, then I have to disagree with the salary idea.
Not that it's a bad idea. I just don't know if we're being too generous at that ammount.

Part of the reason that I say that they should be on a monthly salary is because they to not meet often enough. The current committee system does not work. The entire body should get together much more frequently than once every two months.

I would like to agree with an earlier post in that the commission could be reduced to 14 rather than the 21. If you are concerned about tie votes (7-7), have a rotating 3 man district, i.e., each election have one of the districts to have three representatives and all others the two. The first year the first district would have three. The next year the second district would have three, with the first district going back to two. So forth and so on. What about this idea?

The first thing that needs to happen is to take credit cards away. They stated in a meeting about giving credit cards to different people and Roger Strickland already had one in his pocket and uses it. There is so much that goes on that most of the commissioners don't have any idea of such as buying Roger a truck to ride around in and the commissioners knew nothing about and probably still do not know untill they read the blog. It's time to take some authority away from the big spender (Janet).

we need to have only 14 commissioners in case of a tie vote, you do as you do now, the chairman casts the deciding vote. you should elect 1 commissioner from each district every 2 years. this will povide true majority rule and would mean 7 commissioners would be elected or re-elected every 2 years. as far as pay is concerned, you get what you pay for. this may be the reason for the quality of representation we have now.

I hate to disagree, but just look at what we have in the Senate now. These guys are paid better than 100K a year, and they are not exactly the paragons of intellect they think they are. And take a real good look at what we have for a Pres and VP!
Educational achievement means nothing anymore. Seems like anything able to test well and show up for a diploma can get through school.

The best reason for keeping 21 commissioners is that the odds are better that they want all be incompetent sheep. With a smaller number the odds go down in favor of the sheep just look at those who have been on the commission the longest.
Think the idea of electing new commissioners every two years instead of four is a good idea.

I'll have to agree with 953 am. Right now, 21 or not, we've got about 4 on this governing body that do an imense amount of politicing, "behind" the scenes and are very sucessful in manipulaing the entire body, meaning-they rule the roost. What if they were 4 of the 14? I am for in principal reducing the number of commis (smaller gov) but I don't think the number of commissioner we have is the problem..is the misleading, misguiding, and manipulation that goes on that no one wants to confront that is the problem.

When the bank owned the whole building now serving as county annexe they had one part-time janitor . The county had One janitor in the old courthouse .
So that's 1 1/2 bodies .
When the county bought part of the bank they 'needed' two janitors PLUS a s(tupid)upervisor to do the same job .
Lets get rid of at least the stupidvisor and his truck .
There are GPS tracking services that will tell where every vehicle belonging to the county is located 24/7/365 for around $15 per vehicle per month .Including Hwy dept trucks and backhoes .

Am I mistaken or do we the citizens of Giles County have an opportunity to make changes that we want to the County Government. I attended a Giles County Patriot meeting and heard about a Home Rule Charter that is being wirtten??????

Can not this charter present our ideas regarding salaries, jobs, who does what and how many people are in charge, number of commissioners????

I liked the idea of being able to have mu opinion presented and have an opportunity to make this county government one that I can support

6:10 The Charter is in process of being written right now. Yes, you can submit your desires to the committee. Contact Pierre Billard, chairman (he is in the phone book). You can either submit verbally or he will give you his e-mail address to send it in, or, submit to your district CHARTER commissioner.

Charter??

I heard that this is a real joke. The Giles County commissioners will not allow a charter, or a small group of people, change the way they are currently doing business. They will decide what is god or not good for Giles County and the average person has no voice in this matter.

I have been told by my district 6 commissioners that they are totally opposed to any document that will change their authority. They will do what they know best for Giles County. That is why they were elected. What some small group thinks makes no matter.

They will decide whether this "Charter" will become reality or not; and they say NOT.

They say that the "average" person does not care nor does the "average" person gives a dam. the Commissioners will decide what is best for us.

9:00 pm The commissioners will have no say in the matter except for their individual vote when the charter is on the ballot. Its all up to the citizens of Giles county. Of course most of the commissioners and Vanzant dont want a charter. It takes away their power.

You can't cut spending without cutting services! Which ones would you reccomend? How about starting with the Ambulance service? Roads? Deputies? Schools busses? Education?
If Janet and/or the commission continue to run an unbalanced budget, just wait until the fund balance runs out and see how high your taxes go......for the same amount of services.

The commissioner pay cut is not enough to matter. Further, their pay is not enough to cover their costs. It is a rather trivial suggestion!

Your enabling ways jumped up and before you could help yourself you not only took a crack at Barrett your attitude also enabled the commissioner to avoid looking at their own plate before looking at other areas.

8:54 At $30 each committee meeting and $60 for the full commission meetings, that for sure covers their travel money. Then being paid $15 per committee meeting just to sit and listen when they are not even committee member is covering travel expense too. If it takes more than $15 to attend a meeting they either need to stay home or buy a Honda! The public has to pay out of their own pocket if they attend.

If we had less commissioners who were paid more money, perhaps we could get more forward thinkers and a more progressive county!
