The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. New Principal At Richland?

It seems in what may be a very surprising move to some that Dr. Tim Webb the former Superintendent of Cheatham County Schools, who resigned rather abruptly yesterday, has been appointed by The Giles County School Director to the newly opened position of Principal at Richland High School.  More information on this matter is expected to be on Channel 4 news at 6PM.

7:17--This job position has been posted for over five months or more. No one wanted to apply for the job. How quickly this thread went negative by someone who has NO idea of what he is talking about. What a shame. Just can't keep a thread positive and to the point. He was Commissioner of Education in Tennessee a few years ago. He got tired of all the BS eh was having to deal with in Cheatham County. He caught hell just like Mr. Jackson for trying to do a good job by people who care less about the education of our children.

Cheatham County wants Webb to give them a 90 day notice. That may mean they will hold him to his contract fro 90 more days. He may change his mind again.

The job(s)at the C/O had been posted for several months. They are new positions, but these are actually necessary. Supervisor of Curriculum broken down by grade levels instead of Ms. Masters doing all the grades. There is a vast diff. between what a high schooler needs in curriclm and what a 2nd grader may need. I think, but am not positive that it is broken down by grade levels like the city schools are, 4 different jobs. Not convinced they needed 4 positions, but at least an elementary and secondary person. I also heard that Southside's principle is taking one of those jobs.
These are facts unless I indicated it was my opinion by my wording.

Not long ago one person did the job of curriculum supervisor and the number of students has not increased very much since that time. Too many jobs are created at on the hill as payback for those who sucked up to Jackson but can't do the job in the school. There are more supervisors than needed on the hill already.

The Commissioner of Education job is a political appointment. The person appointed does not necessarily have to possess authentic leadership skills but have connections with those in authority...Kevin Huffman, need i say more.

Dr. Webbs idea of change for changes sake made for poor management and a lack of input from those in the trenches...moving veteran elementary guidance counselors to high schools, firing the budget director so he could replace her with his friend. The good doctor has placed many of his old friends in pisitions they are not necessarily suited for.

Thongs were not good when he first began and now they are worse...thanks to a school board in awe of "The Commissioner of Education."

There were applicants for Richland High School, but Webb comes in. Don't know if he even had to interview. He was over State Education for years. Leaves that position and becomes Director of Schools and now A Principal and why Giles County? That is what has me Baffled. Position was posted long time ago. Tee asked a couple of people to take the job and they said no. Don't know if he bothered to interview ones who applied. He is still up to No Good and still getting away with it.

I went to Richland today on some computer business. While I was up there, I asked the secretary and a couple of teachers about Dr.Webb. Although it's early in the game, they seem to like him and think he will be good for the school. The people I talked to were folks I had gone to school with, so I don't think they were just pulling PR duty. I hope they're right. It would be hard to be worse than McMasters or Lax-as-hell.

Well that's simply not true. You make it look as if Mrs. Garner took the money and spent it on herself. That would be a lie.
The teachers are getting laid off because of a shortage in tax revenues, and you cannot blame that on Mrs. Garner, Mrs. Vanzant, Tommy Campbell, Vicki Coleman, or Terry Harwell. That would be like blaming California's financial woes on Governor Brown.
Look, nobody likes to pay more in taxes, but that's exactly what's coming. The costs of doing business are constantly going up, and it takes money to pay for them.
Question. Given the hard financial times we are having right now, do you honestly think people would vote for more taxes if we had the charter? NO! Then what?

The money was in the budget and it belonged to the school, it has nothing to do with tax revenues directly but with the fact that Garner took the money out of the school budgeted line item and spent in elsewhere. This is the same thing she did a couple of years ago and was severely criticized by the school board and Don Story in particular.
How can anyone continue to support this incompetent department head.

Every thing I have seen is bad management and unchecked spending. Many of those people you named are exactly the reason our county is in this mess. Best fit hiring versus competent qualified hiring, breaking rules set for using funds, bad land speculation, unable to project and stay within a budget for the last seven years. Not one of those persons you named would still have their job if they performed like that in the private sector and you know this or you are just as stupid as you present yourself to be. The word CAVE supposedly meaning Citizens Against Vertually Everything was created by Commissioner Roger Reedy during the zoning process. That would cover a whole bunch of folks who were opposed to zoning in Giles county - as in the hundreds. I dont think Mr. Reedy would be happy to know you are labeling people that way simply because they might happen to ask a question of our local government. Mr. Reedy is a decent man and makes a point of answering any questions put directly to him. You ought to be ashamed of yourself.

Please allow me to clear up a couple of your misunderstandings. First of all, I do not hate barrett althougfh I find him totally despicable. His behavior and arrogance are quite disgusting. He is always right and has too much pride to admit that he either lied about something or was mistaken. In my opinion, he is the biggest troublemaker and hypocrite I have ever seen in my life. Why would I have anything positive or good to say about someone like that.
Secondly, I have repetedly stated that we all have a right to question government. I certainly question those jokers (Haslam and Obama) who are running the state and country. However, I'm not out there calling them nasty names and trying to beat them over the head with my own opinions. No, I use the democratic process already in place. It's called voting. I will vote against them and anyone else I see that needs to go.

I guess I am a member of "cave", according to Reedy. I was very much against the zoning act and have not changed my mind since then. I have to disagree with 4:47's opinion of Reedy, as I attended several supposedly "open" meetings to discuss the pros and cons of zoning. He would not answer questions that were asked of him, if they put zoning in a bad light. When pressed on the issues, all he had to say was, and I quote," If God wants this to pass, then it will." That sounded too much like "snake handling logic to me, like" my child is sick, but he doesn't need a doctor. If God wants him to get better, he will." Much more time was alloted for those in favor than those against. They shut Kendrick McPeters down not even half-way through what was supposed to be his time to speak. IMHO, just another example of government telling us we're not smart enough to know what is good for us. Some things, it seems, never change.

As a matter of fact, the more posts I read on here made by folks with no facts -- like the charter being "bad" just cause B is for it -- the more sense his seem to make. It's evident that we will always have opposing ideas on certain topics, but I certainly have no problem admitting when I think he's right about something. I've been against zoning from the beginning. I don't care if I don't have but 1/4 of an acre, as long as I'm not doing something to harm my neighbors, it's mine to do with as I please. IMHO, zoning is just another way for the government to get their nose further into my business.

Thanks Ray for your statement about zoning it was spot on. I have never asked anyone on this blog to believe anything I have written just because I am the one who wrote it. To be responsible means making a judgement based on the facts not personalities you have show that kind of attitude.
We don't grow by our agreements nearly as much as through the challenge of our respectful disagreements. Some make the claim that I think I am never wrong about anything, that is as wrong and silly as claiming to be a cowboy because you wear a cowboy hat. Being married over forty five years
can never happen to a person who thinks they are always right.

As for a charter. I am against it period. The group (including barrett) behind it IS IN FACT one (not all) of the reasons I am going to work to see it defeated.

Don't you think that B, among others, being behind the charter is the only reason you chose to list as to why you were against it? 4:15 is absolutely right. No, I have other reasons for being against the charter, but readily admit that knowing barrett and his little entourage is pushing it is a biggie.
Frankly, just because someone had screwed up is not a valid reason for putting something in place here in the county that we very likely will regret when it's too late to get rid of it. We don't need a chartet to bring to justice whoever is behind the current mess. I'm soundly persuaded that a charter will not remove the financial problems many counties are facing principally because the cost of doing business has continually increased while tax revenues have either stayed the same or maybe even diminished. My vote will be no.

I agree that we don't need a charter to bring those to justice that have "messed" up and that will not be my reason for voting in support of it. My reason is the same as that of our founding fathers. The constitution was drawn up to form a government, of the people, by the people and for the people. In a perfect world, a charter would not be needed, but our world is far from perfect. We vote our commissioners into office to represent us. They are supposed to collect feedback from their districts and vote the way their constituents want them to. Although they run on platforms based on this premise, far too often they hold to their own agendas once they are elected. That is just wrong. It is time, once again, to give the power back to the people. Our knowledge of what is best for us does not disappear once the election is over.

Well, you and I will just have to disagree on the charter issue. I will do all within my power to see it defeated. Just because there are people who misuse their elected positions is NOT reason enough to have something imposed on the citizens that they will not be able to simply vote back out of existence once they get it and find out it's neither needed nor wanted. I see it as a huge mistake we can't afford to make.

9:02, that proves nothing except that your argument against the charter remains the same. You are doing more to see the charter passed than not with your "who's behind it" stance. By all means, if you don't want to shoot some hoops just because B and his band of merry-men brought the ball, that's your decision. The reason Mr. Holkum and Mrs Garner finally left their positions is because a few people were willing to stick their necks out and be the "bad guys". For our efforts those who were the most verbal and out front were/are faced with a constant barrage of verbal abuse and character assassins. Even now some prefer to attack me instead of taking a critical look at the situation and judging it on its merits. When the Charter is adopted my hope is the added transparency and forced increase in responsibility will benefit the citizens by making wrong harder to cover up and right easier to reward. It will also relieve those who have worked the hardest and suffered the most from being the biggest targets when wrongs are forced to be made right.
I understand for some they believe that you elect a person then if they don't do the job you vote them out. The reality is not only are those elected able to do immense and unchangeable damage it is seldom that incumbents are actually voted out since they are able to use public monies to enhance their re-elections. It's unfortunate that many voters have short memories, are too lazy to educate themselves on politics and too often use biased judgments when they vote, if they vote at all.
The Charter will allow the right things to be done without a few having to face all the criticism.
Even now there are those who are defending the wrongdoing by claiming it was only simple and honest mistakes. A mistake is when you trip over an obstacle on the sidewalk, when you are warned about the obstacle but continually ignore those warnings and trip that isn't a mistake its obstinate stupidity. When you are continually warned about the obstacle then attack the messenger you have the situation that now exist in Giles County.
You have read the defenses of wrong doing on this blog and seen what happens to those who identify themselves with ideas opposed to the county bosses, a County Charter will go a long way toward fixing this problem.

How can what happen be a honest mistake? Are the teachers insurance not suppose to be paid every month? Wasn't it taken out of their check every month?
When these people heard from the insurance company theirs hadn't been paid, don't you think that caused them stress? I guess the teachers aren't important a little stress want hurt them. that is awful.
That was no honest mistake, pure laziness on someone part or hired for a job they didn't know how to do and didn't care if they did it right or not.

But I guess they were best qualified for the job.

Wasn't bills late being paid at the directors office before we got the finance Department maybe the reason it was voted in.

What happen to the person that said Garner was told she could use the hospital money? I thought that as the one referred to as enabler or CG. Keep your panties on that was just away of identifying you.

Look, the fact of the matter is that neither you nor I know what actually has happened at this point. And if a crime has been committed, the guilty parties need to go straight to jail. I'm in agreement with you guys on that, thus proving that allen barrett lied when he said I willfully go along with wrong. I would never be party to that. So, he really did lie, but he's too proud (a deadly sin) to humble himself and apologize. That should speak volumes to you about that guy.
Go back and read what I said again. The second sentence of my first paragraph at 9:35 should clear up your misunderstanding.
The only ones I see who are enablers are those like you who keep trying to stir up trouble and promote an obvious lie.

Looks like if anyone post something cg don't agree with he/she goes off on them like they said something about his religion or being an enabler of wrong doing when that wasn't mentioned.

The way Garner wrote to the paper she would do it again about using the hospital money is what got me. It sounded like, I'll do as I please to heck with the commissioners. Then money coming up missing makes all this about the topic of every conversation. When I say money missing I don't mean someone stole it. I do believe they will find where it was spent. Just a lot of unnecessary work if someone had being doing their job correct. I don't know who all is under Garner, but the boss always gets the blame no matter who did it.
I think there was money put in the wrong place a few years ago with the school system. Strange that hasn't been mentioned.
12:00 I know this caused the teachers a lot of stress they didn't need. Maybe they should sue the school system for the stress. Isn't that the way it's done?

Saying this was not an honest mistake does not mean there was necessarily anything criminal involved. I like 7:34 believe it was more a matter of lazy, incompetent poorly supervised people who were more involved with personal interests than with the responsibilities of their very secure jobs.
Now the real issue I wanted to address in this post was the idea of "enabling". It seems, at least for one regular poster, they see enabling only in terms of criminal behavior. That is a very incomplete view. As I have said before, any unacceptable behavior that is defended, denied, ignored, encouraged, etc is being enabled.
Enable simply means to provide the means or opportunity to make something possible. It's as simple as a parent who complains about their child smoking but gives them the money to buy cigarettes.
To enable wrongdoing by county employees has little to do with saying "if a person breaks the law they should go to jail", most would agree with that. The true enabler is the one who denies anything is wrong even in the face of overwhelming evidence. They enable by not criticizing behavior they know is wrong. They enable wrongdoing by demanding the continuance of a broken system that is built on nepotism more than skills and qualifications. Using the excuse of the "right fit" has resulted in much of the financial mess we now have. Another result of this "best fit" (code for people like me) policy has resulted in an extremely low number of minorities working in the courthouse and especially on the second floor of the annex unless in the role of custodian helper. It has amazed me how the NAACP especially has strongly supported Mrs Vanzant and her chosen candidates at election time but have so little support from her in hiring their members. In fact the county under Mrs Vanzant was forced to pay a huge fine for violating the federal and state equal employment opportunity laws. This is an example of enabling the continued discrimination by continuing to support the one who discriminates.

6:24 makes the statement, "Look, the fact of the matter is that neither you nor I know what actually has happened at this point" isn't fully true. While no one person knows every little detail about what has happened, we certainly know a major part of the result and how it happened. People have been warning about this very thing for more than five years and telling exactly why it was going to happen. The response was to attack those who gave the warning. This is no surprise to many and would not be a surprise to anyone who has been paying attention.
Now as for Mrs Garner being told she could use the hospital money, I believe that based on her personality she would never have made such a decision without consulting and being given permission to do such a thing. I also believe that Mrs Vanzant was the person she consulted and got permission from but, as has been her history, Mrs Vanzant will never take responsibility for a failed decision. I believe Mrs Garner certainly owns most of the responsibility for this mess, but she is being thrown under the bus as the sacrificial goat. If Mrs Garner is to salvage any of her good reputation she must tell the unadulterated truth about who was involved and to what degree anything less will simply enable those with as much guilt to continue to reap the benefits of their misconduct. Giles County citizens deserve nothing less and I pray will accept nothing less.

On WKSR today "Giles County leaders say they only recently discovered a big county-wide budget problem. Some bills have gone unpaid for months and money wound up misplaced in the budget.
The problem surfaced when hundreds of teachers found out the county wasn't paying their Insurance premiums.
County Executive Janet Vanzant told Channel Four news (WSM) that there are quote,"serious problems with the county books".
She said Giles county is, in her words, way behind on things....about
three months behind.
About 200 Giles County teachers have received letters from Aflac insurance warning them that premiums withdrawn from their paychecks were not properly paid."

That sound like if the teachers hadn't complained it would of just gone on.

Watch for it to be on Fox News.

The problem didn't just appear three months ago or a few days ago. When the budget was made last year people knew there was not enough money coming in to support the budget but Mrs Vanzant would not listen. During the past six years the county under her leadership has spend seven million dollars of reserves trying to cover bloated budgets that almost everyone knew was spending more than was coming in. Mrs Vanzant was warned but ignored the warning. When the hospital fund was first beginning to be dipped into without commission authority I personally sounded a warning for which I was called a liar and crazy among other things. When it became even more clear with Mrs Garner's admission that she was using the hospital funds to cover daily expenses the warning was sounded again to deaf ears. We now have arrived at the point where there is no where else to turn but do not be mistaken this was not the result of a "simple mistake" but the reckless disregard
of some and lazy incompetency of others.

Did FD not have anything they had to balance at the end of each month?

Does other people not check their bank statement each month, list checks wrote and deposits each time one is made?

This just don't make sense. It happen on Loretta Garner's watch so she is to blame, but I think a lot of it came from other places. If she is dumb enough not to tell on others I don't feel sorry for her.
They aren't her friend by letting all the blame, time Loretta woke up.

She was a terrible principal! Accomplished nothing with the students and teachers. In Giles County, if you can't do the job you get "put on the hill" with higher pay. They never release workers like this.

Back to the new principal at Richland, wasn't Dr. Webb on TV during the school year because a parent had complained about her son being bullied at school and no one would listen to her or her son. The young man committed suicide. That's when Dr. Webb took his leave. I hope he has learned a lesson about listening to parents.

Mr. Webb made the news again today. He dismissed two teachers on his last day there. It sounded like he was getting back at some people who politically opposed him and his decisions. I hope he doesn't come in and do that to the teachers at Richland. I even heard that TJ brought him here to replace him when he leaves
