Decision On New Financial Management Director Due Today?


At eight this morning the Financial Management Committee, made up of Charirman Commissioner Campbell, Highway Supervisor Barry Hyatt, School Director Tee Jackson, County Executive Janet Vanzant, Commissioners Pollard, Pope and Flacy, is scheduled to meet and decide who will be the new County Financial Management Director

The odds of Mrs Moore the current acting director, will be appointed the new Director has gotten even more
interesting after a very well rehearsed interview that revealed far less qualifications than other applicants but a very favorable reception by four committee members.
Will it be another case of "best fit" over most qualified I predict yes by a vote of four to three.

Congratulations to the new Financial Manager Ms. Beth Moore.
The vote was just as I called it then Barry Hyatt changed his vote to make it five to two. Chairman Campbell expressed disappointment that it had not been unanimous.
A salary of $60,000 a year was suggested but the Chairman and County Executive countered with $65.000.00 a year, it was agreed to and accepted by Ms. Moore.
I spoke with Ms. Moore after the meeting and expressed that while she was not my first choice she was the new director and I would support her in every way I could.
Her expressed committment to an open dialogue is very encouraging and I look forward to her being very successful in a very difficult situation.

11:43 why wouldn't I have done that? A responsible person has the right and obligation to express their beliefs about those things that impact their life, when a decision is made it then becomes a simple matter to supporting that position.
Ms. Moore was not the best qualified, having very little leadership experience, but she was the one chosen and I have wished her well and will support her as long as that support is justified.
She can do the job if there is no undo interference from those seeking unsavory privileges and influence.

It your fixed costs are higher than your income you either have to dip into your savings or get a higher paying job. That is about as simple an explanation there is. It has been a very long time since Giles County raised taxes. We are due!

To those of you who claim that Giles County has not raised the property tax rate for a long time...................Why is it we no longer have a $6.5 million General Fund Reserve? AND, why is it the current Commission has gone against their own resolution not to use the Hospital Fund money and are now spending that fund?

not long ago asking people to honk their horns to defeat a tax increase the commissioners were trying to get, now with the outragous reevaluation of property the county has more money coming in than with a tax increase.
you don't have to have a tax increase when your property has been appraised
higher than the sky. look at the paper at how low houses are selling for compared to their appraisal thanks to McGill and his buddies from Nashville.

They lowered the tax rate so the tax burden didn't change. The county can't generate any more tax revenue than it did the year before. This has been explained many times on here and in the paper.

Look at the budget and you'll see that more property tax was generated this year than last. They said there would be no increase and the law states there can be no increase but the truth is in the numbers plain and simple.

From what I've been reading I can't figure out did she work at the Director of schools office or was she already working at the Finance Department?

To answer your question, she started at the schools department and was moved to the Financial Management office after a struggle to get the school system in compliance with the Financial Management Act of 1981. As she moved to Finance Mr Jackson gave her a $4,000.00 pay increase that was first described as a bonus then after more investigation it was revealed to be a pay increase for attaining her CPA that was several years ago and she still does not have a CPA but now states she is working on a government accounting certification. Later it was claimed the extra money was for being the asst. director. At the Financial Management Office she continued to work solely with the schools, this was stated at a finance committee meeting as the reason she knew little about the budget process and allowed Doug Bodary from CTAS to explain the problem the county is in financially.
I for one am hope she will be able to overcome her shortcomings and get the budget under control, but even with the best effort when the big spenders start manipulating the job becomes near impossible for any but the firmest.

Well here's some information to think about. Saying the voters don't want them is sadly a generalization that may be incorrect. I am a voter, but I am not in that district. So not necessarily true that ALL voters don't want them. Especially when you consider the questionable circumstances with how the voter qualifications shook out. Notice that is NOT a pot shot at any of the sitting 7th commissioners. Like it or not that whole situation did was a joke. I'm sure you know as well as I do thjat some indibiduals with a high school diploma are much better teachers than those with a Masters Degree. And that was NOT a slam against teachers. The truth isn't always pleasant, cg, but it needs to be told. If she is being paid as if she has her certification, then she needs to have it for her job.

You can turn a blind eye to this as well, but you know it's the truth.

I don't know Mrs.Moore, but nothing I saw written spoke of her character, just her lack of knowledge needed for the job.

I also did not see where B presumed anything. He simply stated facts. If you must have the financial problems of the county explained to you, it's possible you may not be ready for that particular job.

Giles County has been promoted over the last couple of decades as "The Land of Milk and Honey" making it appealing for the retirement aged community. What do retireers have: money and property. What do retirees not have: school aged children. Where does the primary source of funding for the Giles County school system come from outside of state and federal funds: property tax.

Now why would anybody who has no vested interest in the public school system care about supporting it with increased property taxes?

The are very few job opportunities for the young people in this county. There is only one manufacturer in this county that produces a durable good. The other manufacturers produce goods that are highly dependent on the mood of the national economy which has been highly depressed for the last 6 years. The remaining businesses are basically service industries or local supportive economies.

If you want some thing, you've got to pay for it. If what you are doing isn't getting you the results you want you've got to change things and set your course in a different direction.

What do you want to do Giles County - continue to beat each other up or find a solution?

Trying to put those statements together and understand what they are saying was difficult but finally I see their point as being "you don't have to have an education above high school to be a great teacher". My question is where can you find a government school teacher of any level that has only a high school education?
It's like gas at the BP station is only $1.39 a gallon while it's $3.54 across the street for the same thing, so which station will you get your gas from? The caveat is the station with $1.39 gas is closed. The point is no matter how good a teacher you may be, without the credentials you don't get the job and that is a fact.

No, best fit means the applicant most suited for the job in terms of relevant experience, education, and ability to get along with others in the work setting. Education is important, but not the only factor. One would also consider such things as health and previous work history. Would you hire someone who has a history of constantly being in a fuss with co-workers or one who had been convicted of a past felony just because that individual had the higher degree? I wouldn't. I would look for the one who would fit in with the work environment. Ok?

I would like you to name one example.

Maybe in a daycare facility you might have a point. Common sense tells you pertaining to any advanced subject matter you are wrong. Arts and crafts for toddlers you might be right.

But as far as advanced subject matter a person with no college prep in the courses being taught is not going to be able to explain the concepts better than one actually educated in the subject matter. Why? Because they do not have the knowledge or skills to teach the course.

The financial management office is not a daycare and we need the best qualified in those positions.

If you give a person a higher salary than their qualifications state they are worth, and they know they will not be able to find employment elsewhere at that rate, because they do not carry the qualifications to demand that salary, Then that person will do a lot to try to keep that pay, perhaps not buck the system.

We can start with Mrs Vanzant who showed a tremendous amount of crookedness when she manipulated and changed the will of the commission on the change of distance for selling beer near churches, schools and public gathering places. When you consider

Dan Watson writing articles for the newspaper in his government office when he is being paid by the county to control waste management including recycling, while the recycling area is atrocious and continually losing money.

Roger Strickland when he was being paid by the county but cutting the grass at the post office while on the county clock.

Terry Harwell who is double dipping when he is being paid by the county, and complaining about being over worked, yet is also being paid by the county to attend commissioner committee meetings, interesting that he has attended far more meetings since on the county payroll than at anytime previously.

Whoever is responsible for not filing charges against the person who stole the computer and tires from the Emergency Management Department, when the evidence and the thief were readily available.

Mrs. Bassham when she denied any knowledge of how a statement of withdrawal was accepted by her office without a date, time or name of an official who accepted it. This was after she testified all official documents coming into her office are logged in with a time stamp and initial of the person accepting the document.

Everyone who was involved in the great lie last year that the budget had to be approved by 31 July or else the ambulances would have to be parked, employees would not get paid, schools would be closed, etc.

The question was about crooks in the courthouse read 12;37 and 2:31.
What Barrett did was answer the challenge with those he thinks (his opinion wouldn't you say enablers) are crooks and put his name on it unlike you cowards that attack and attack in the darkness.
What Barrett did was not attack anyone but simply tell some examples of the crookedness that takes place in the courthouse.

Mr. Barrett in regards to your post of 8/23 4:40 PM

The audit identifies the financial loss of $1500 from the Giles County Management Office in the previous fiscal year, as well as, the theft of a laptop and tires reported to the police on January 12, 2010. (See pg. 35 of the audit report.) The suspect of the theft of the laptop and tires was indicated to have left the state. These losses are less than the insurance deductible and the dollar amount was not expected to be recovered.

However, I find it interesting to note that Finding 11.02 on page 150 states:

"Salaries exceeded appropriations in 32 payroll line-item accounts in the General Purpose School and School Federal Projects funds by amounts ranging from $2 to $119,534."

This would mean that the shortage of funding for FY 2010 had already occurred at the time of the audit and without any changes those shortages continued into FY 2011 and 2012 that as a result generated the layoffs that the County's education system has suffered this current fiscal year out of necessity.

Ooops.

Tell me that something is not broke here.

The thing you folks are overlooking is that what Barrett has claimed is very easy to prove either true or false. How about instead of attacking Barrett just show where he is wrong wouldn't that be the Christian thing to do?
The first thing is very clearly true, I was there when Vanzant changed the commissioners vote so the distance could be changed. That is fact without any wiggle room.

I would like to address your comments and attempt to clear up some misunderstandings for you.
First of all, NOBODY said that any of the applicants were convicted felons or hard to get along with. That was given merely as an example and had nothing to do with the case you mentioned.
NOBODY said that teachers are hired these days who do not have a college education. You miss the simple point that some who lack the formal education are much better teachers than those who hold college degrees. Almost all students can tell you that they have had subs who were much better than their teachers ever were.
Speaking of substitute teachers, please allow me to enlighten you on that. Substitue teachers only need a high school diploma to be able to work in our schools. The irony of it all is that we have seasoned and experienced retired teachers who are more than willing to be substitutes, but guess what?
They rarely get called. It's a buddy type situation, and the ones who are subbing the most do not have formal education beyond high school.

Well, it looks like the same old pattern continues, attacking the messenger instead of the message. I offered some very specific statements about crookedness in the courthouse and signed my name. This was in response to a specific challenge to name names of those in the courthouse involved in crookedness.
One person claims I was wrong about two of those specific things but offered nothing to support that claim, not willing to even identify the two examples they claimed was wrong.
Why is it that something so clearly stated and so strongly rebuked has nothing offered to prove it is wrong? The fact is those are well documented things that can not be disputed with any reasonable evidence and that's why those who support and enable such behavior are so quick to personal attacks.
I said nothing about Mr. McAlister because he does not have a regular job in the courthouse as far as I know. I have much to say about the situation with Mr. McAlister's comments in last week's paper, that will appear in this coming week's edition.
Look, maybe we can save some time by just saying there is nothing a big mouth coward can say about me that is of any interest to me. People who know me know the truth and those like the enablers of the county who hide in the closet and spew their venomous, mindless, hate
while hiding under the rock of anonymity are far too insignificant to be considered. Deniers of the truth don't change the truth they only create more harm from the lie.

10:11 posted a very clear violation that was uncovered by the state yet it is completely ignored just as it was when the audit first came out. Why, isn't there any criticism of those who caused this problem and benefited from it?

A few years ago a principal at one of Giles county schools wanted the substitute to have some college education if they substituted for his school Preferring a retired teacher. I thought by now that was a requirement instead of having a baby sitter.

No, best fit means the applicant most suited for the job in terms of relevant experience, education, and ability to get along with others in the work setting. Education is important, but not the only factor. One would also consider such things as health and previous work history. Would you hire someone who has a history of constantly being in a fuss with co-workers or one who had been convicted of a past felony just because that individual had the higher degree? I wouldn't. I would look for the one who would fit in with the work environment. Ok?

In regards to the duties and responsibilities required to be practiced by Mr. Barry Whitt …. He is in full and complete compliance.

There is no job description, no position description, no periodic review, no oversight by any County Commission Committee (he answers only to the County Executive) and no review of his budget other than by the County Executive.

Since there are no published duties and/or requirements; he must therefore do nothing! And, that is exactly what he does…..nothing. Jeremy, his deputy is the only person in that office that has any computer skills, and writing skills, any planning skills, any financial skills. And yet the budget for the Giles County Office of Emergency Management has grown from $2,900.00 in 2004 to well over $140.000.00 today.

Even though Mr. Barry Whitt is not doing anything, he is doing something right. At least he is being paid very well …… and don’t forget the paid overtime!

I don't think any one knows. The previous time they posted for the job it did state they wanted a CPA and gave a list of qualifications they lied but said they would choose from the best qualified of the applicants even if they did not have all the qualifications. White was not called back in for an interview even though she had more qualifications than others that applied.

This time I do not believe they listed qualifications for the position. You would think they would want a CPA at minimum in that position but apparently that was not the focus.

The State audit determines if and only if the books balance and that purchases have been conducted according to State law. There is NO AUDIT as to why money was spent. There is NO AUDIT regarding fiscal soundness. There is NO AUDIT if the County Executive wishes to pay overtime to her buddies who are salaried employees and should not receive overtime.

State wage law does not allow salaried employees to receive overtime pay. So does the Giles County personal procedures. Janet P. Vanzant declared that Mr. Whitt was an hourly employee and therefore deserves overtime. Once the overtime was granted she declared that he was a department head and therfore salaried.

There are members of the County Commission that spent much of their time creating ways to do what they waht to do regardless of the law and their own resolutions.

I guess you would rather that we all ignore what is happening and continue to believe that we are doing well and all is good, and that the average citizen should just keep their mouth shut because the good old boy system knows what is best .... when in fact this County is running out of money and our tax base is decreasing, our school system is spending more than anyother county around us and the EDC is doing little to nothing.

The truth of the matter is that there's just not enough money to pay the bills. Take off your blindfold and look at the real picture. This is going on in several of our counties. What time is Mrs. Vanzant in her office? I have gone there several times, over the last 3 months, and she is never there or not available. Only her secretary is there (sometimes), and dispite her nice smile and personality, she does not know anything or will not answer any questions.

It seems that Mrs. Vanzant would prefer to ignore the general public than stand out in public and answer direct questions. I do admit that some questions might be uncomfortable and that some answers may be very difficult; but, why does she not have the guts to admit that she does not know all the answers but will attempt to find out what the answer is??? She prefers to hind in a closet and hope that public questions will just fade away, swept under the rug or just ignored.

I have never heard her admit that she was wrong. And, boy has she been wrong in some of her mandates.

Just because a person is "salaried" does not make them exempt under Wage and Hour laws - federal laws I might add - not state laws.

County Resolutions are not law and only the commission can enforce their on resolutions.

If you are asking me if I think the current commission and school board know what they are doing I would answer no to the commission and maybe enlightened on the BOE. But they still have a long way to go.

What is shameful is the Hospital money that has been around for 30 years is going to be squandered because the commission does not raise taxes or institute a Wheel Tax. I for one would rather have a Wheel Tax and the $15 million in reserve. The current plan will spend about half of the $15 million and in a couple of years they will have to spend the rest. Eventually they will have to raise taxes anyway and the county will be without its nest egg.

If you overspend a million dollars a year for 7 years with out making cuts while continuing to expand government, continue hiring friends and family members, as opposed to qualified persons that results in wasting the citizens tax dollars is truly what is shameful.

Thanks so much for reinforcing my position regarding the lack of need for a Charter form of government. Although your vote to defeat the said Charter was welcomed, admiration is extended to your point concerning commissioner responsibility. 4:35, I'm really glad this blog is here. Otherwise you would have no venue in which to voice your dislike towards me, as telling me in person is something you obviously don't have the sack to do. There are many things worse than getting your ass kicked, such as having to live with the fact that you are a sniveling coward. I truly feel sorry for you.

When someone identifies himself as a smart-ass why would anyone pay any attention to them?
I've read on here where some have been accused of talking down to readers because they used unfamiliar words or were considered to be
smart-alecks because they injected a little humor so when someone identifies them self as a smart ass ole cg and his gang of gossips give them instant credibility because they are in agreement with each other.

I seek reprieve of your ramblings regarding my penned response as to your self-proclaimed position of a published supporter towards the effort to deny the implementation of a Charter Form of Government for Giles County. By admission, coerced by none, your alignment with the majority helped defeat the Charter. I respectfully yield to words written by Ray Lanier; “Thank God we have them looking out for us, since 64% of us were too stupid to look out for ourselves.” I was under assumption that you were a Type D personality that conveyed only truthful and factual thoughts without error. Colour me mistaken.

You ain't Rambo. You is the reason a charter form will not work. Right now I have the choice of electing officials who should be able to round up all the facts regarding policies and operations of the government. With a Charter I would have to rely on people who will not and cannot spend the time to qualify each issue based on set requirements vs needs vs wants. Hows the State of California working out for ya?

Mr. Barrett has done a fine job of telling people about government waste, manipulation of policies and procedures, and pointing out people who either lack the knowledge or the backbone to do whats in the best interest of the county. However, instead of posting the facts he has allowed himself the opportunity to express his personal opinions within the topic heading. If he wanted to add his opinion as the rest of us under the stated topic facts, then serious discussion would be enabled. He is using the same tactics as our news media. He is attempting to influence the discussion by topic heading. He is also operating off personal vendettas and agendas. I offer the heading “The Charter Failed, and The People Lost!“ as a example. “The Charter Failed” is the topic. “The People Lost” is his personal opinion. Actually it should be considered a lie because it cannot be proven as a lost. But it is his blog so he has the right to post whatever he wants.

We need new blood in government with progressive ideas. Currently any move to place new people or policies into effect will be defeated because of his association. Mathematically.

The guy is right. Anything associated with Barrett will fail. He can never reverse the negative opinions so many hold toward him. His followers should suggest he step in the shadows.
