The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. The Charter Failed, and The People Lost!

Well, the Charter failed and the people lost a real opportunity to come out from under the thumb of an overbearing few who hold power and have used it to enrich themselves and their families.
Some county/city employees used government equipment and government time to spread the most vicious lies that would make even Chicago gangster/politicians cringe at their boldness.

The small turn out of voters stated that they would rather pay higher taxes and have less say; would rather believe outrageous lies instead of respond to the truth; let others abuse them than take responsibility for their lives; and remain as it was imagined 200 years ago than face reality. Is there any wonder, with the prevailing unwelcome attitude toward outsiders and anyone not toeing the mark, that this county continues to actually lose population and it's financial base.

The votes have been cast, now live with it but I certainly don't know how some could look in the mirror after the lies they used.

The truly sad part of it is that the majority of "no" voters I talked to afterwards said they didn't even read it, they just heard it was bad.

I'm talking about normally intelligent people too, not just idiots. Two prominent citizens -- good friends of mine -- said they heard it would just add another level to our governing body. That seems to be one of the more popular bits of mis-information.

Microvote President James M. Ries when asked about whether the MicroVote Infinity could be manipulated stated, "The states basically look at the federal qualification testing as being kind of the ultimate testing ground. As a vendor working with these independent testing authorities, they do a good job of following the test plans afforded to them by the vendors. They don’t really go outside of those test
plans…. Well, because of identity or lack of identity with records, there’s really no way that I could prove to a voter, post tally, that their vote exactly counted the way that they voted it".

So according to the president of the company that makes the voting machines used in Giles County he can not say with authority that the machines can not be manipulated yet Mrs Bassham has stated that the absolutely can not be manipulated!

In 2008 the state of Indiana fined Microvote $360,000 for 198 violations of Indiana election law. Deputy Secretary of State Matt Tusing told reporters, …”MicroVote’s apathetic attitude towards proper certification is disconcerting, especially considering that their profits come from taxpayer dollars.”

From another post, it was so good, just had to share it again.

The proposed Giles County Charter may have failed during the August 2, 2012 election but 3 facts remain:

1) The proposed Charter for Giles County has been written;

2) The proposed Charter for Giles County can come before the electorate again in a future election;

3) The current failing approach for the financial management of Giles County remains in place.

Remember, nothing changes if nothing changes.

DON'T WORRY FOLKS.....THE CHARTER LIVES ON, IT WILL BE BACK ON THE BALLOT. YOU CAN VOTE ON THAT!!!

Missing money financial dept, school money, teacher premiums not paid in timely manner, hospital fund raided against resolution, ... It goes on an on. What people dont acknowledge is that if these questions about what is going on we're answered freely, willingly, and when asked,,....there probably
Wouldn't have even been a push for a charter.
Can anyone agree that makes sense? And still we wait for answers, to which
I won't be holding my breath.

I agree. if the events you have listed along with many others had been openly disclosed to the public then many of the native Giles County citizens who supported the charter would not have.

There are things in the Charter had they not been in there would have helped it garner more support.

I agreed with the fiscal responsibility and budget enforcements as well as being able to move a percentage of one department budget into another during certain periods of the year to help keep from borrowing money. however i do believe specific criteria that would result in a transfer should have been outlined as I see a way for abuse to happen. Let's say the Executive gets it in for one department head that performs their job well, sets a budget, plans for the present and future and then operates within their budget but has put off til the end of the fiscal year to purchase equipment or machinery that needs to be purchased and the money is suddenly yanked and given to some one deemed to be one of the best fit people that does not set an accurate budget, consistently overspends and performs their job poorly because they can not operate within their budget. In light of some events I think that having a poorly performing head having to go back and have to get approval from the commissioners is better. at least we know who is under-performing. On the other hand you do have the padding of budgets and the wasteful spending that goes on now.

I did not agree with the education requirements as i have found that informally educated people sometimes have more practical solutions and represent the common citizen. Our society is made up of all types of citizens including all levels of education and all citizens have the right to be represented by people that have their point of view. I have found many higher educated people to feel superior to "uneducated" citizens and tend to treat them and their opinions as if they are that of children. Some people tend to have that attitude towards citizens once they have been elected to a public position even though they lack an education. Look at our local government now.

The best tool is to show the truth about those who abuse their power and hope that we can get some responsible elected officials in place through the vote.

I did support the charter because of the current administration's continued actions, but I did not want a charter. I thought it to be the lesser of two evils. If 1700 citizens showed up at the polls to support it and 2400 against it the commissioners better wake up because I feel we will have a changing of the guard next election and then maybe we will have a government that actually gives a crap about all Giles County citizens as opposed to their friends and family.

I only discovered this blog a few weeks back and this is my first attempt at responding. I also think the people of Giles County missed a golden opportunity to improve the way we govern ourselves. When the first No Charter sign went up I knew we were in trouble. It was already over by then. Early voting put the nails in the coffin. The No signs generated a tremendous amount of curosity on what the charter actually was. If the No bunch had just sat quietly by the outcome would have been worse. That curosity afforded the opportunity for people to educate themselves about the charter. I surmise most of these people voted yes. Every person I approached during the final days that voted No voted early, most did not know what the chater was about and some had been approched by commissioners at their home seeking a no vote. To say they were misled is an under statement. The ignorance about the charter among other wise intelligent people was startling. Yes people really failed in educating the people. That will not happen the next time. This is a golden learning opportunity for the Yes group. As for the elected officials who worked so hard to defeat this, we will eventually find who you all are. As I like to tell drug dealers who try set up in our communities "Boys were coming for you", come election time "Boys were coming for you". Thanks to all who worked on this charter and thanks to the ones who sponser this blog. Maybe next time the results will be different. I spoke with a man from Lincoln County last week and he said their taxes had gone up 43%. They are writing their charter now. Interesting to see how they vote.Didn't mean to ramble on.

The people with the NO charter signs are fortunate to still have their signs. NONE OF THEM WERE VANDALIZED.
On the other hand, the YES banners were torn/slashed, pulled off their posts and the small signs were pulled up and disappeared.
Says much about the character of both sides. Vandalizing campaign signs is illegal but such tactics didn't deter the NO charter people.

2-8-104. Opening of voting machines.

(a) The commission, or such persons as it may designate, shall, as soon as possible after the election, open each voting machine and compare the votes shown with the tally sheets prepared at the polling place.

(b) All candidates, their representatives, representatives of the political parties, and representatives of the press may be present at the opening of the voting machines and throughout their examination and shall be given ample opportunity to examine the tabulations.

(c) The commission shall revise any figures in the tally sheets prepared at the polling place to conform to the figures on the machines without writing on or otherwise making the original figures on the tally sheets illegible. The commission figures shall be circled in red.


Was this law upheld? Or was some one allowed access to the machines after early voting, which is not the election?

Dear Republican Nellie wonder no more how I look into mirrors, I look into mirrors with eyes of clarity and without the disappointment of having done less than what I believed was right. Perhaps I just don't have as close a relationship with evil spirits as you therefore I can not identify them as well as you. How do you manage knowing that you helped the charter, that you described as "quite good and had needed changes" be defeated because of "two evil sub-humans" who you thought were supporting it. That certainly says a lot about your strength of character or more appropriately lack of. I support good medical care does that mean you will no longer visit your doctor or allow yourself to receive medical care? I support freedom of speech does that mean you will now remain silent? I strongly oppose Obama does that mean you are now an avid supporter of his?
I'm somewhat perplexed that you couple me with Don Parr as he had nothing to do with the Charter nor did I have anything to do with his campaign.

I will gladly compare my military service to yours anytime so when you identify the patriots from your sideline seat you can point to me and a large number of other folks in Giles county that chose to come here and because we are patriots we will always seek the best for our families and homeland.

I feel certain that the Charter proposal will be back on the ballot in the future, hopefully, sooner than later. I truly believe that time is not on your side. Please note that It took from April 19, 1775, the beginning of hostilities with Great Britainat at Lexington, Massachusettes until December 15, 1791 to formulate and finally ratify that quintessential document that we call the Constitution of the United States and its Bill of Rights.

Mr. Barrett I respectfully disagree with you on an item in the title of this discussion thread, "The Charter Failed, and the People Lost". The electorate of Giles County didn't lose - they made a choice. It may have not been the choice that you or I wished, but it was a choice all the same. The people who considered the measure, including those who chose not to vote at all, spoke via the electoral process and the proposed Charter was not adopted at this time. A choice was made to retain the status quo.
Let's talk about that a bit.
I believe that a prudent education of the electorate of Giles County as to the benefits of the Charter will prevail over time and gain its eventual adoption. Sometimes you have to hit "bottom" before you are willing to accept the idea that something has to change because of what you are doing is not solving the problem. But I can tell you that name calling, mud-slinging, and poking people in the eye certainly isn't going to win friends and influence enemies. You can't call a person a fool, a liar, or an idiot and then expect them to be convenced that you have a better way to get things done.
The Charter commission during the open forum on July 26th, stated that the Charter, in and of itself, would not fix the financial problems that this county is facing. The Charter would provide an open, fixed and controlled environment by which the people could get a better handle on the local county government.
This county cannot continually draw from a finite pool of money with no established plan as to how it will be repaid. "The money will be repaid as funds become available" is not a plan. That is the only "plan" that I have seen that has been offered. We can't have what we can't pay for, so it's time to belly up to the bar and decide what method and how much money it is going to take to do what needs to be done, and to do it in a well thought out manner.
The proposed Charter would provide just such a mechanism by requiring a written, balanced, line item budget. What was wrong with that? It would be easy to make a bunch of snide remarks here, but what would it accomplish? That's exactly what nthe opposition to the Charter wants - distraction. Instead of sniping at each other why not put those energies into developing a solution to our problem. A bunch crass remarks that are based on prejudices and flippant accusations do not do anything but alienate and divide this county.

While the majority of voters may have wanted the charter defeated it certainly was not the majority of people as less than 25% bothered to even vote.

The founders of this nation recognized that democracy is mob rule and that is why we have a federal constitutional republic form of government. And further, each state is guaranteed a republican form of government (Article IV, Sect. 4: USC), but only on a state level.

It should be noted that the 17th Amendment to the US Constitution has weaked the republican form of our federal government as a result of its adoption on April 8, 1913.

4:51 If you are new to the county beware. CG & enabler are the same person. Called CG because he said he was a Christian Gentleman. Enabler is what some have call him/her because he/she thinks everything the elected officials do is alright and don't want anyone to say anything about them.

cg/enabler is the one often telling the people that's great grandparents wasn't born here to move and stop trying to tell the natives what to do.

cg/enabler is also the one that said three times he/she wasn't going to post on the blog anymore, but just can't help himself and keeps posting.

The "good ole boys" is what some call the county officials.

Cave is what cg named the people that don't like what the county officials do.

Thank you so much for taking the time to explain all this for me. Let me get this straight:

cg/enabler is FOR the established natives of Giles County and doesn't like non-natives. Which tribe do you suspect that he/she is a member: Cherokee, Creek, Choctaw or Chickasaw? My guess is Chickasaw because they were the native peoples of this area prior to the Indian Rewmoval Act of 1830.

And, CAVE is some acronym for new families who have come to this area since WWII but, alludes to them as being like the carpetbaggers of the reconstruction era of the late 1800's.

Am I close on this assessment?

By the way, what were the results of the State Comptroller's office's audit that took place in May-June this year after Ms. Garner resigned?

Do any of your really expect that Janet Vanzant will release the results of the State Audit? The State will in about four months.

Also, Giles County has a State mandated Audit Committee of its own. This Committee is composed of County Commissioners. Has anyone heard whether or not that County Audit Committee has met and discussed the current budget process? I doubt it.

Lastly, do any of you believe that Janet Vanzant or any of the current Commission will hold a public meeting to discuss the future of the Hospital Fund before they cut off $11 million to pay off the School Bonds? Again, I doubt it. Eventhough such a move would be against the Commission's own resolution passed at the sale of the hospital, why should they, we the people have allowed them to spend our money as the County Executive and Commission see fit for the past 8 years, thank you Janet.

I am willing to bet thet the Hospital Fund will disapear before we the citizens of Giles County know what is going on.

the audit is completed and currently with the state comptroller. It may have been released to county officials or it may still be days away from release to them. I believe it still hasn't been released to commissioners at this time.
The county audit committee is as active and involved as the county ethics committee, so don't expect anything from them.

Again I do not think you understand. The lawsuit was not that she was not hired but that she was not afforded the interview that was given to lesser qualified employees. No one has questioned the ability of an employer using their own money to finance a business to hire whoever they want, but when tax dollars are used then proper protocol is to be followed to ensure every one has been afforded the same considerations. That was not done and since it was proven she was more qualified than some of those brought back in she could have only been denied because of the way she looks. Any way the county was wrong in it's interview practice, they discriminated in favor of best fit hiring practices and we have no general and soon to be hospital fund. But of course you know that and wish to continue to show the lengths you will go to to enable wrong in this community.

If you are going try to slant that she stole something from another employer then I advise you to show factual proof or shut up about this. It will be easy to prove because their certainly would be a police report or a person to corroborate your claims. But I suspect it is more lies you like to tell to try to redirect from the actions of those who chose to act so irresponsibly.
