The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. What Does Barry Witt Do?

This topic was called in by a reader and appears as stated by the caller.

I have been to a number of meetings where Mr Witt attends along with his assistant. Since the assistant always answers the questions and seems to be more up to date on subjects what is Mr. Witt's specific job, not his title.
A few years ago Mr. Billard did the job of emergency management director as a volunteer, no cost to the county. When he was forced out and replaced by Mr. Witt there was a salary, benefits and a vehicle given to him, then an assistant with another salary and benefits.  How could that position go from one volunteer to two employees with vehicle. Does anybody know what Mr. Witt does since Jeremy seems to be doing all the work, explaining about regulations etc?

I didn't know the job was once volunteer. Guess that is what they wanted most citizens to know nothing about what goes on.

Just a simple question ..... Did not Janet Vanzant insist that Barry Whitt receive overtime pay? She wanted him to receive $12,000.00 but the County Commission reduced that to $6,000.00

WHY?

Is not Mr. Whitt a salaried, department supervisor? Since wgen do salaried employees receive overtime pay?

As for the Commissioners, they did not realize that Mr. Whitt was salaried. Mrs. Vanzant neglected to mention that small fact when demending Mr. Whitt be paid overtime.

Oh cg, you are definitely a product of the Gile County School System. There is no rule against ending a sentence with a preposition. I'm sure you won't admit you are wrong, so I took a quote from one of many sites debunking this myth.

As a taxpayer I would like questions to those answers, and why are you bloggers suggesting that citizens that pay taxes just hop a bus and leave town. I just read in the local paper about the budget and wonder why the tax payers have to continue funding the dead animal disposal when every other industry has to pay for the disposal of their waste products that come from normal daily operations. That is part of the cost of doing business.

They state agriculture is the number one industry in Giles County so why can those in the industry not pay their own operating expenses? Since you have 1000 farmers using the service it is my opinion those 1000 farms can pay their own way or find another industry if paying for normal operating expenses are too much for them. These farms are businesses and should not be given hand outs or any benefits from our tax dollars that are not extended to any other business, industry or citizen. We as tax payers can not afford to pay any part of the largest industries operating costs. we the people do not have the money but I am sure our commissioners will find away to get it in the budget.

FYI, your wonderful elected officals and those in charge of everything great and small in Giles County wanted all of the so-called trouble makers here. Do you not remember them wanting to make our county a REIREMENT COMMUNITY. Well wake up people, they are retired and they do not have anything else to do but stir up trouble. They don't have children and grandchildren to have to take care of (or they choose not to.) They move here on purpose to get away from their families. Everyone else (younger people and those from here) are at the ballpark or taking their kids to birthday parties all the time.

So thank Janet, the Commissioners, Dan, the Chamber of Commerce and Tourism for all of these people who moved here to your beloved Giles County. The Charter might have given way to a most needed change here. You all should be very happy, everyone got what they wanted. No charter and a retirement community. Way to go Giles County Citizens, you've set
all us back another 200 years.

As with most other county employees there is no job description for Mr. Witt, he makes his own.
Most of the non elected county employees have no formal job description and are very seldom ever given a formal evaluation that is placed in their personnel files.
Like most other things in county government this is handled with a knee jerk reaction instead of planning.

I was born and raised in Giles County and what you state is an absolute lie. There have always been problems here as well as groups of people that feel they are entitled to more than the regular citizens. I know many if not the majority of our teenagers dream of leaving this county because of the attitude of the older people and the lack of opportunities. They know they will never get a good paying job because they are not related to the right people. These are conversations I had with many of my friends before leaving for college. I still here the same complaints from teenagers today in this county. Many have stated that the Giles County does not want young people here.

I have been all over this state and I know for a fact Giles County is a joke to the rest of Tennessee and has been for over 25 years. It is viewed as a red-necked, bigoted ass-backward area. Worst things have been said and I use to defend Giles County but as I got older and see the order of things I no longer defend Giles County from those charges, as I see that attitude, but I do try to work to change that attitude. It is because of people like you who enable the wrongful behavior that gives us such a bad image in the eyes of many of our citizens and outside world. So as a native born and raised here in Giles County I know you to be a liar and an enabler of wrong doing.

I'll put it to you this way. I am not the enabler so I do not lie to make points. I stand by my statements as those are my experiences and how many of my friends and I felt growing up here. As I went to college, worked and traveled in the state I have not found the general consensus to be favorable of this area and I can not disagree with that view in what I have witnessed.

If you talk to the teenagers in this area and listen to them as opposed to ask them a question and after they give you an answer treat them as imbeciles or make stupid assumptions as you did in your last sentence you will get honest feed back.

2:49 pull your head out of the sand. Giles County itself, the elected officials and the hired County employees need to stop promoting and perpetuating the fact that Giles County is a backwater, hick, uneducated, lousy school system and no place to work, retirement community.

That is what Giles County has become and currently is. It use to be a really great rural farm County; but it no longer is.

No words will ever change this ... only the willingness to correct what is wrong and to gang together and make this County what it could bwe will make any difference. You better be thankfull for those "not from here people" who have moved to here; because all the "from here" children are moving away to find work and a good life.

People that sit around and complain all the time about what everyone else is doing will always be left in the dark. Nobody likes a negative attitude. Nobody likes someone that finds something wrong with everything in the world that surrounds them. Giles County is not that bad. It is actually a good place to live and raise a family. Life is simple and far less stressful than larger cities. People that want to find work can finde work.

The TRUTH is people live in Giles County because they want to live here. I can't remember a time when there hasn't been loud mouthed folks like Barrett and Billard and that whole group of people that constantly create problems within the county. It is clear that what they want never happens. It is apparent that the attitude they show doesn't get them anywhere. This blog is place for those few folks to display theie anger and hatred. Ignore it because they are all insignificant. They are jealous and miserable. Life is far more important than this blog. Barrett has a terrible reputation around this town. Probably the worst of anyone I have ever known. His personal failures in life shouldn't reflect how any respectable person feels.

Let him keep losing money in the court system. Let him continue to make himself look foolish. Nobody here has to try and prove it because he is an expert at making himself look bad.

Oh, and please allow me to say this. I pretty much agree with everything 7:54 said about Barrett and his group. As far as I know, we still have a right to our opinions. My opinion of them is low.
Having said all that, I too have relatives who have moved away because there's no work here. That's how it is in a lot of places. And I'm not trying to make excuses for people like Dan Speer. The thoughts of this becominmg a retirement community make me furious. I think he needs to retire and go somewhere else.
Have you ever had to make a pretty big decision about something? Did you find yourself changing your mind about it over and over and over until, in frustration, you finally had to choose? Oh, I'm sure you will say no, but I'm sure you understand the concept.
There are a lot of people in life who upset me. For example, I have no patience with child molesters and people who sponge off the government and will not work. I am even more upset with people who seek to destroy the lives of those they resent, and particularly those who are constantly trying to cause trouble.

I am sure glad that most of the people I know are tolerant about other people’s opinions whether or not they agree with those opinions. Do I agree with Barrett? Not necessarily; but, I am willing to allow him to speak (write) his opinion without engaging in personal attacks and unfounded accusations. Do I agree with how this County is being governed? Not by a long shot. But, I voice my opinion at the polls and directly to those elected officials who are willing to listen (those that are willing to listen are rare). I have found that the County Executive is unwilling to listen to any criticism constructive or otherwise; from Commissioners, other officials and especially the public.

To 3:17. The statement that "People who want to find work, can find work." is absolutely true. I recently chose to leave my full time job because I was not happy with it. In the time it takes to find a job I want I am workin several jobs to keep my bills paid. They are not jobs that pay alot, jobs that are easy, or jobs I will do for the rest of my career. However they are employment. The problem with college graduates that come out with a Buisness Management degree is that they will have to start at the bottom and work their way up. The sense of entitlement is astounding! Just because you want a great job does not mean you will get one without earning it. Sometimes life is hard and you have to tighten your belt and get by with what you can. Striving all the more to make somethin beter of yourself. This is a notion that is lost on most of our society today.

A few years ago jobs was easy to find.
They aren't that easy today. Did you have a pull to get your jobs. I know some have tried everywhere they can even out of state and they are not choosey, just want a job. Most places now work you part time, lay you off and hire new people to keep from paying for insurance. I can understand that. The school system is only working a lot of their cafeteria employees part time to keep from paying insurance.
They are having to save every where they can.
What most people don't understand is the cafeteria is self supporting.

I didn't see Barry's name in the phone book, he must spell his name Whitt, but in Lynville phone book there are two people spelling theirs Witt. This is my first time to write his name just thought I would help 7:26 out.

Just noticed my computer shows I spelled Whitt wrong. It has Witt spelled right. I will admit I thought it was suppose to have an h in it.

Well Mr. Whitt is back at his body shop supervising his daughter and employees.

I am glad that he is not receiving overtime while he is out of his "office" and supervising body work employees. Or, is he?

Yeah ... I know .... call his and discuss this with him. But, he is not in his office and cannot answer the phone. How about that.

I gusee I'm just causing trouble by pointing out county employees being paid for not doing what they are to do and not being where they are to be.

Why is it then public comments and/or questions are not allowed at public meetings? Granted, some meeting allow you to submit a question a week prior to that meeting and then the officials will determine whether or not that question willbe asked.

However, spontanious questions a never allowed (not name calling or rude remarks) just honest questions about what is going on and how decisions are made.

Barry Whitt is suposedly the Director of the Office of Emergancy management for Giles County. He has also been tasked to be the Fire Marshall and the Public Safety Director.

As for being the OEM Director .. Barry does nothing except attend meetings (sometimes he is absent) ,carry a badge and a gun. Jerremy does all the work. Jerremy completes all grant forms and requests as well as all TEMA and FEMA forms. Jerremy also does all the training.

As for Fire Narshall .. The County Fire Chief is the person who is responsible for investigating all fires. Barry is to enforce building occupancy codes.

As for Public Safety .. Barry is responsible for completing State and Federal OSHA and other required forms. Chances are that Jerremy also does this.

If Jerremy is doing all the work, completing all the forms and all the teaching ... what is mr. Whitt doing? I understand from those who work with Mr. Whitt, at the State (TEMA in Nashville) and local level, that he is basically computer illerate, math illerate, writing illerate and that Jerremy is the person who is keeping their office together and functioning.

All Mr. Whitt seems to do is drive around in his County vehicle and supervise his automotive body repair business.

The simple answer is NO ONE!!!

Mr. Whitt does not report to any County Commission Committee nor is his budget reviewed and approved by any County Commission Committee.

He suposedly reports directly to the County Executive. I guess that is why his budget has increased from approzimately $2,900.00 in 2004 to over $140,000.00 this year. Not a bad increase in these tough financial times. That is over $17,000.00 per year increase every year for 8 years.
