Wheel Tax To Be Proposed In The March County Legislative Meeting


Well, the state has spoken and as expected the county can not directly fund the SRO program nor can they simply give additional money to the school system with directions to use it on the SRO program.
Keep in mind that putting an SRO officer in each school will not do anything to actually prevent a tragic situation taking place in those schools. The second thing to consider is that neither the County nor the School System has the money to provide these extra officers.
So comes the solution to be presented by Commissioners Campbell and Reedy who plan to introduce a Wheel Tax proposal at the March County Legislative meeting.
For those who fail to remember, the lion’s portion of the last large property tax increase went to the school system for the “desperately needed” replacements of “dangerous” buses. The money was spent elsewhere.  The School System declared the building being used as an administration hub to be unfit and condemned, money was given to build a new administration building and suddenly the old building wasn’t so dangerous and is still being used.  The last time the school system asked for a big influx of extra funds was for a major maintenance program; the money was given and quickly spent elsewhere. The Special Education program has wasted a huge amount of money on personal expenses including transportation to and from work for the instructors, check the last state audit.
Want more money for the school system cut out the “daycare program” called kindergarten which has been shown by every study done to have no value past the third grade.
Millions of dollars mis-spent, moved around until it disappeared, funneled into insurance scams, or used for personal benefits, whatever the results are very clear….. The School System, until it can prove to be more responsible with the funds they have, do not deserve any additional funds regardless of the reason and they especially do not need more funding for another failed program.

I will gladly pay a wheel tax for the SROs. I would definitely think twice before entering any building to do harm if I know there is an armed officer around.

Kindergarten serves very many valuable purposes. If nothing else, it is a great start for the children of parents that can't afford preschool. It also helps develop social skills. You proved your backward thinking with that suggestion.

Stop being against a wheel tax just for the hell of it. It makes you look very unintelligent.

Guess it don't matter that EVERY study has concluded that PreK has absolutely no benefits past 3rd grade and that if the money was even given to the schools that don't mean the money would be spent of SRO's that will not change anything toward safety other than possibly make some feel better. Locks on the doors with a buzzer entrance would do far more for safety than three SRO's in each school.

Is there any way to have this decided by a public referendum? I think the taxpayers should have a say before a wheel tax is implemented. Once it is in place, we're stuck with it, and it will never do anything but increase.

I want a $126 per vehicle wheel tax, then car tags will be an even $150 per vehicle per year. I want to see if the commissioners got the guts to shove a REAL wheel tax down the throats of Giles county citizens without a vote. The commissioners have run out of hospital money and they are hungry for new revenue sources. A $126 wheel tax would generate about $3 million a year - just think how that much money could be wasted!

Children who attended state-funded prekindergarten classes gained an average of 82 percent more on early literacy and math skills than comparable children who did not attend, researchers from the Peabody Research Institute at Vanderbilt University have found.

The initial results are from the first rigorous longitudinal study that has been conducted on the effects of public prekindergarten attendance on a statewide scale.

“This research is difficult to do but critically important to evaluating the effects of Tennessee’s investment in pre-k,” study leaders Mark Lipsey and Dale Farran said. “Such evidence is especially important in the context of the current budgetary constraints in Tennessee and other states that have made commitments to pre-k education.”

For the study, 23 schools in 14 Tennessee school districts randomly admitted children to their pre-k program. All of the schools received applications from more students than they could accommodate. The children admitted to pre-k were then compared to the children whose families applied but were not admitted. A total of 303 children were involved in this phase of the study.

Assessments at the beginning and end of the prekindergarten year found that the pre-k children had a 98 percent greater gain in literacy skills than children who did not attend a state pre-k program, a 145 percent greater gain in vocabulary and a 109 percent greater gain in comprehension. They also made strong, but more moderate, gains in early math skills (33 percent to 63 percent greater gains). Overall, the average gain across the board was 82 percent more than for the children who did not attend state pre-k.

Results from a second parallel study corroborated these findings. That study compared 682 children who attended 36 pre-k classes in rural and urban middle Tennessee schools to 676 children who had to enter a year later because of the birth date cutoff for pre-k eligibility.

The second study also found that children enrolled in state-funded pre-k classes scored significantly higher on emergent literacy and math assessments than the children who had not yet attended pre-k once the age difference was accounted for.

The strongest differences were again in the areas of literacy and language skills, with more modest gains in math skills

10:58 i would be glad to support the Pre-K program if those children in quoted studies were graduating and competing for jobs at the end of their year of Pre-K, but of course they are not.
What you fail to mention is that those studies that followed the children showed without exception that after third grade there is no measurable difference in those who attended Pre-K and those who did not.
Show one study past fourth grade that shows any benefits from Pre-K and I might change my mind but to date every single study, even the one commissioned by the last very supportive governor of Tennessee, shows no discernible between those who attended Pre-K and those who did not after third grade, period, no debate no question. The money is wasted on Pre-K and Headstart daycare that could be used far more productively in other areas of K-12 education.

Pre-K and Headstart are not the reason for not showing any difference after the third grade. It's the school system on a whole. There is no reason why a Pre-K child isn't more advanced in third grade or higher if the school systems presents the challenges these children need.

I agree with previous posts about buzzers at the front doors of the schools. I am also in favor of SRO's. I do understand that they cannot prevent every attack, just as police officers cannot prevent every crime. They are a deterrent, just as a police officer sitting in some place. He may not be using radar at that time, but simply on the phone, but usually the first thing we do is look at our speed whether we are speeding or not. If that same car sits in the same spot day after day people learn to slow down, or at least expect him there.
Point: It is a deterrent and if it can save one life it its worth it, and I would support a wheel tax to do it, since most everyone has a vehicle.

I like the idea of having legally permitted faculty and staff to be allowed to carry concealed weapons on them. No advertisements of who is carrying and who is not. No extra pay but the ability to defend oneself and the students if the need be instead of being a victim.

So it is a better idea for an SRO to accidentally shoot a child in your hypothetical world. But maybe the situation is the SRO is on the opposite side of the school from where violence breaks, and there is no time for the SRO to respond to unauthorized persons who entered through the other side of the school. A teacher with proper handgun training sees the intruder in the hall and views the gun. The teacher has the opportunity to act quickly and defend themselves and the student. Perhaps three more armed teachers from nearby classrooms are drawn to the hall from the commotion and backup or defend themselves. The intruder is stopped and is the only fatality as a result. I personally pick the latter when viewing the best response time and ability to stop an intruder quickly. If the SRO is taken out how will the children be defended?

There are other countries that have banned guns and have the highest violent crime rates. There are areas of the United States, such as Chicago that have the highest bans on guns but the highest crime rates and violent crime rates in America. Criminals will continue to get guns. Drugs are illegal but does that stop any one from getting them Alcohol was illegal but did it stop flowing or just go underground? Check the FBI website for statistics on crime rates. And while your there you will see in areas where citizens are more heavily armed the crime rates, especially violent crime rates, are lower.

I question your statistics and ask where you got them about gun shootings of all other countries combined being much lower than the U.S.

The gun does not shoot, kill, or harm a person. A chainsaw, knife, hammer, hatchet, rope, car etc., are all weapons in the hands of a person bent on killing or doing some one harm. Would you rather a citizen of the U.S. be a victim of a criminal as opposed to being able to protect oneself and having the comfort there in. This countries Constitution reminds everyone it is not a privileged but a right?

Americans and people who believe in the Constitution will disagree with you on your opinion.

Protecting children at school is a monumental job. There are so many scenarios that could take place. An SRO officer could be at the wrong end of the school. Arming teachers would require a lot of training. They would have to be good shots or they could be in more trouble. More exterior cameras, better locks all would help. All cost money. The door on the last school shooting was shot open. There needs to be serious talks and planning making sure money is spent where it suppose to be. Remember the value of a child.

So the real question is, how much are we willing to spend vs how much is protection is really necessary?

From an article in the Dunlap Tribune:
"Probably the most moving of statements concerning the issue came from someone outside of the community. Kyle Helton, the sheriff of Giles County and former SRO, stated he was present on November 15, 1995 when a shooting occurred at Richland High School, where he once studied."

Other news reports also said that it was a teacher and a student who disarmed Rouse, so a SRO would not be a guarantee of safety.

There is no guarantee that an SRO, locked doors, armed teachers or anything else will work. But doing nothing is a guarantee of failure. I think the office was outside in his car watching people arriving. I don't think we had a full time SRO at the time, just early morning traffice duty.

Secure the doors; place outside cameras on all entrance/exits; have a buzzer entrance with full camera covered; expel or fire anyone caught blocking the doors open. Arm those responsible teachers and staff that go through proper training then use soft non-lethal ammo such as rubber, wax or bean bags.

If memory is correct, the Richland School shooting was one of the first televised to national audiences. It was a bad thing but several things came to be as a result of it. One being SRO's. At the time Kyle Helton was in the building along with an off duty Pulaski Police oficer who was droping his kids off at school for the day, however Kyle was not a SRO at the time,he was there as a DARE officer to teach a class for the DARE Program.Years later he was a SRO in other schools.Also at the time DARE Officers were not allowed to carry weapons when teaching classes inside the school buildings, another thing that was later looked at and rules were changed to allow the officers to be armed inside class.Again if memory is correct maybe this will answer or clear up some previous comments above

Office Helton did not wear his pistol at the time he was a DARE officer at Richland because he felt that he could gain a better rapport with the students at that time if his weapon was left in his vehicle.

IMO the reason the national press did not exploit the Richland shooting as much as those that followed at other schools was because rural Tennessee doesn't play well in the Democratic controlled progressive liberal news media.

I thought it was well known that the Richland shooting wasn't covered because everyone in town decided not to talk to the media. There was coverage of the trial, but how much can you cover when no one will talk to you and you can't report from school grounds? Also since it was one of the first, the media didn't really know what to do with it. Shootings and their coverage weren't the norm yet.

When a county legislative body decides a private act is in the best interest of the county, it usually adopts a resolution requesting a member of the general assembly representing the county to introduce a bill. This resolution is not required but is common practice. After a private act bill passes the General Assembly and becomes law either upon signature of the Governor or after being on the Gov's desk without veto for the requited 10 calendar days, the private act must still obtain local approval before the act is effective. The method of local approval is provided for in the act itself and is either by a 2/3 majority of the county legislative body or by a majority of the voters in a referendum. For the private act to become effective, local approval must take place within any time limit set in the act, or if no time limit is set in the act, then by Dec 1 of the year of enactment.

When we elect three persons per district, and only three or four people run for office, its kinda hard to vote the incumbents out of office. Its way past time to reduce the number of commissioners. A few years ago, this was accomplished, but was abolished before it took effect.

The commissioners would need to pass the reduction. Currently, there is a state minimum requirement of nine. There is also a requirement that there can be no at large commissioners,so to reduce to the stat minimum, the county would have to be divided into nine equal districts.
The other option is to reduce from 21 to 14.

I'm not 5:20, but I can understand their reasoning. The majority of the 21 we have now do as they damned well please and don't pay a bit of attention to what their constituents want. What difference is 14 people who don't listen to us gonna make? At least that way we have fewer people ignoring us.

I haven't heard a real reason why there should be less commissioners. "just because" isn't legitimate. Ray and Dick would cry if there were 7 commissioners.

I have never had an issue with any commissioner listening when I call them.

Pardon me,11:06, but I never said "just because." I gave my reason. I have no doubt you are quite familiar with "dick", but you don't know me well enough to have a clue what I am thinking.

I do think 7 would be too few; checks and balances and all that, you know. Also, if you've never had an issue with contacting your commissioners, you are either very fortunate or married to one of them. I assure you that you are among the minority as far as that's concerned.

There are many reasons why fewer commissioners is a better option;
1. It would give voters an opportunity to elect the best fit as opposed to electing only those that run. With three commissioner per district, many times we are "stuck" with the candidates that run.
2. Fewer representatives will allow for improved knowledge (fewer members distributed amongst the committees).
3. Increased productivity. Quicker decisions and less bickering.
Just to name a few.

See, if we had a county Charter then we could put the wheel tax on the next ballot as a referendum, and we could get rid of a bunch of commissioners who seem to have the "that's the way we've always done it" attitude by setting their term limits to no more than 2 consecutive 4 year terms. We could even dissolve a commissioner from each district and have just 2. That would help "clean house".

I wonder how the county commissioners are going to squander the wheel tax money?

How many vehicles are in Giles county - the tax needs to be high enough that they get some of the take, spread some of it around to their concubines and blow a little in the direction of what it originally was intended for .... just to make it look good.

School safety which is a serious concern for most people is the reason for this thread of the blog, not off the wall post. People should be brain-storming for got ideas on real concerns posted. How many times does the issue of a wheel tax in Giles county have to come up? This marks the fourth time and each time before the citizens have said NO WHEEL TAX. The commissioners who vote for this can rest assured they will get a massive NO vote when they are up for re-election next year. Remember what happened to Lovell and Harris last time - kicked out for voting against the beer distance law. Same thing will happen to those who vote for a wheel tax. Commissioners need to listen to all citizens of Giles county and not just a handful of their buddies.

When a county deputy is present in my daughter's school, it gives HER piece of mind that she is safe and I will never tell her any different. To me that is worth paying the wheel tax, but that is just my opinion.

I love how a few love to play on emotions when trying to stick their hand in every one's pocket. Having an SRO will do nothing as far as preventive measures and that is the reason for doing anything. To use tax dollars to provide a false sense of security for the students is ridiculous.

I have mixed feelings about the whole subject.I can certainly understand 11:13 statement about his daughter feeling safer just knowing an officer is present. Isn't that what we try to teach them, that the police are there to protect them.

As far as 8:20's comment about paying taxes for a false sense of security, isn't that what we all do? How many of you that live in rural areas pay taxes for police protection that you know damned well can never get to you in time to do anything but clean up the mess? But we call 911, none the less. Isn't that a false sense of security? As parents, we all want our kids to feel safe, especially at school.

Thanks for your comments, Ray. I am a mother of three children and my daughter is 8 years old. I also have two more little ones that will be starting school in a couple more years and I hope we can all work together to get something done to keep our children as safe as we possibly can. Even if each school has to fundraise like J.B Smith is doing to make each of our schools safer. Who wouldn't want to spend $10.00 knowing it could provide a more secure entrance for one of the schools?

There is no money left in the hospital fund. All the money was put into the general fund. The question was asked yesterday at the Commission Meeting and after about five minutes of beating around the bush it was finally stated by the Finance Director, "I don't feel comfortable saying what that total is at this time".
One thing is certain based on the comments of the Director yesterday, 93% of the property taxes have been collected for the fiscal year and the general fund balance as of yesterday was right at six million dollars with over a third of the fiscal year still ahead of us.

No, the malcontent is the person who, when he disagrees with an issue, seeks to destroy elected and appointed officials rather than to work with them to bring about change. But of course this individual will say those officials refuse to work with him, never stopping to think that it is he (the malcontent) who created the problem to begin with by calling names, making accusations, etc. The malcontent is the one who, although politically impotent, causes all the trouble and discord he can withgout regard for who gets hurt in the process. This is the ruthless and dangerous individual who should NEVER be in a position of power over the people. Thank God for sensible voters!

Because these people are the ones your little group of malcontents have literally crucified on this blog. Now, as for Mr. Speer and Mr. Jackson, I am glad they are both gone. I lost respect for Mr. Jackson when Mrs. Garner was allowed to be ran out of town on a rail. I thought Mr. Speer was wrong for our country because of his views on keeping Pulaski a retirement community. I don't know anything about the former head of PES, but I'm just as glad he's gone if he was guilty of wrong.
I won't even go there with regard to Terry Harwell and Mrs. Vanzant. They are truly victims of the hatred and resentment of a very mean-spirited person.

Financial Management Committee Discusses Hospital Fund

The Giles County Financial Management Committee met this morning to discuss the state of the hospital fund.

According to Financial Management Director Beth Moore, there is just over $5 million remaining in hospital money. Although there was $15 million left in June, $9 million of that has been spent on paying off bonds and other projects, like Magneti Marelli, that will save the county more money later. According to Moore, the county is required to keep three months expenditures in the general fund at all times. Including the hospital fund, the general fund currently has just under $6 million. In addition, the county has $1 million in reserve that cannot be spent.

Although the commissioners said they were aware that if they don’t do something, the hospital money will be gone in the next few years, spending what they have has kept taxes from going up the past several years. The commissioners also said that when people accuse them of not spending wisely, they don’t understand that there are certain things they are mandated to pay and have no control over.

As far as things that would help the county generate revenue, County Executive Janet Vanzant said that they’ve waited too long to have a wheel tax. The state legislature convenes in January and it would have to pass once there and twice in Giles County.
