News From The County Legislative Meeting on 18 March 2013

Listed below are the major actions taken during the County Legislative Meeting yesterday. I have not included the basic housekeeping items or those items that have no alterable effect on the citizenry.

1) The question was raised by Commissioner Cary as to how much money from the Hospital Fund was left? After approximately five minutes of discussion without  a clear answer and the question asked twice more it was finally stated by the Director, "I don't feel comfortable giving that number at this time".
The director also stated during this discussion that 93% of the property taxes for the past year have been collected. The fund balance for the county is currently about six million dollars and we still have a third of the fiscal year left.

2) Amendments to the School and County Budgets were approved without dissent.

3) Transfer of funds to the Highway Department was passed with only Commissioner Flacy voting NO.

4) The Resolution to change the Driving School cost from $130.00 to $150.00 was approved on a 19 to 2 vote. Commissioners Cary and Houston cast the NO votes.

Under Unfinished Business Commissioner Pope asked if the attorney representing the county in the property condemnation (the property at the interstate to be used for a waste water treatment system) had met her deadline to file with the court. (After several attempts to move the project forward and being hampered by the attorney failing to file the proper papers with the court the Legislative Committee met and set a deadline of 1 March for the filing ). Because this deadline was not met a motion and the commission voted unanimously to fire the attorney and hire a new one immediately.

Under New Business, Commissioner Reedy raised the issue of the previously cancelled public meeting that had been scheduled to discuss placing SRO's (School Resource Officers) in each county school.
It was stated that the meeting had been cancelled based on the suggestion of the County Attorney. The issue is currently on hold awaiting a second State Attorney Opinion on the matter.
No public mention of a Wheel Tax was made.

How do you not know how much money is left? Shouldn't you have that number written down before you go to the meeting. The idiocy and incompetence in our local government is mind numbing.

I sure hope the Hospital Fund has more than $0 ... But I am willing to bet that it is far less than the original $15 million.

I have tried to get this message across several times but so far apparently either I am failing to communicate the fact or people just can't seem to accept that they have been duped.

This is the plain simple fact, there is no Hosp[ital Fund left.

I have chronicled the demise of the Hospital Fund for several years but few would believe, choosing instead to believe those who were raiding fund.

Well, the remnants of the fund was moved out of the protected account and into the general fund account of the county and has been used to pay the bills of the massive over spending by those officials who don't have the backbone and discipline to say no when someone asks for more money.
While some fought hard to preserve the funds as originally intended they were simply outnumbered and out voted.
NOW THERE IS NO HOSPITAL FUND.

It's a sad state of affairs when ever a commissioner can't get an answer on a financial question. Someone on the commission should have the answer to any and all financial questions. It's not rocket science unless someone is doing some creative accounting.

Here's what I believe. The trouble being stirred up here in this county is an indirect result of the hatred and resentment being promoted by a small group of unhappy people. And here's the kicker. Those troublemakers are the ones who are trying to convince YOU AND ME that we need a charter. I think they will keep trying to get a charter, so we need to be ready for them and vote it down just like we did before.

You won't be able to do it quite like you did before, 6:10. I'm afraid more people know that they were mislead on certain aspects of the Charter before, and many of them will not fall for it again.

On the contrary, more people are now awake to who is behind this charter thing and why. We willd efeat you guys again when necessary. In fact, the terrible things the pro-charter people said would be happening didn't happen. That alone should make it even easier to defeat next time around. The people have spoken and will do so again if this thing comes up again for a vote.

I'm sorry, 9:46, but I disagree. It seems like terrible things, as far as the government is concerned, are happening all the time. I don't, however, have a problem with your difference of opinion. That's what this blog is supposed to be about. See you at the polls.

9:46 Please enlighten us all as to who is behind the charter. I was under the impression that there were seven men and women who were elected by the voters to write the charter, which they did.
I also would request that you please tell what "terrible things the pro-charter people said would be happening (that) didn't happen".

The fact of the matter is you and some of your lying buddies did a good job of making people believe that since you were able to control the county for the past 200 years you should be allowed to continue to do so. It became obvious during that election that the truth was simply not a factor and people were convinced to keep the incompetent corruption in place of a Charter that would have put controls on your thievery, incompetent policies and abusive behaviors.

You know as well as most people around the county do who was and is behind the charter. The seven people you mentioned who wrote it up WERE NOT the ones who sponsored and promoted it. Let's be truthful here. How refreshing it would be to move past the resentment and hatred.

4:43 I would expect a little truthfulness from you, since you can't provide the full truth and make big claims you can't back up.
Do you not understand that there was no charter until after it was written and that it was not written until after the elected charter commissioners wrote it.
I helped get the question of a charter form of government on the ballot and am very proud of the many who worked so hard to accomplish that feat.
So back to your big claim about terrible things predicted by those who supported the charter. Your words, "the terrible things the pro-charter people said would be happening didn't happen". So what were those terrible things big mouth. You only have a short trip down the list of topics to find a list of some of the lies spread by city/county employees while on their job being paid with tax funds.

What is it about my post that you cannot or will not understand? It was rather simple.
Granted, there was NO charter until it was written up. We all know that. However there WAS and remains a small group of malcontents who have been pushing it from the outset. And you and I both know who the leader of this group of unhappy people is.
You say you are happy for what you did in favor of the charter. Well, I am equally happy that we worked very hard to see it defeated.
The terrible things? Oh, come on now. You guys were the ones out preaching the doom and gloom that would befall Giles County should the charter be defeated. That being said, I see no need to repeat that garbage.
Here's an opinion. You are a joke. Ask around town if you don't believe me.

Oh, an individual like Allen Barrett can run around like a banty rooster pointing fingers, calling names, and stirring up all manner of trouble, but that doesn't make thim right either. It is my opinuion that this man is very very bitter and that he is filled with jealousy and resentment because of his own political failures, which, by the way, are HIS OWN FAULT. Blaming others for one's own failures and shortcomings is a common human character flaw.
In spite of it all Ray, I do like you and feel that we both want good things to happen for our county.

You see the problem with trouble makers is with who defines them. When defined by those who are comfortable in their abuses and excesses those I mentioned above were trouble makers but when defined by history they are seen in a very different light. Do you really think your support of corruption and wrong doing will ever be seen in a favorable light?

Since this is a free speech blog, please allow me to share some thoughts. I'm told that Hillary Clinton is now posturing for a presidential run in 2016. The sad thing about that is the fact that she will garner almost half of the votes without saying a word. Governor Romney was right about the 47% who will vote for the Democrat, regardless of what that candidate does or stands for. Where are the Christians and Catholics in this country? How can a leftist pro-abortion and pro-gay marriage candidate even get to first base in an election?
I think she will run in 2016, provided Obama doesn't trump up something wherein he can declare martial law and become a dictator. And provided we still have a country by 2016!
If the Republican Party is indeed dead in this country, it is because of the death of morality and the unwillingness of right-thinking people to stand up and be counted! Hope I can get an AMEN on that!

With the decline in morality and family values, liberalizm has become a cancer. It may be too late to stop when people elect individuals such as Barrack Obama and even the possibility of Hillary Clinton. Even church-going people vote for leftists like that. Do they disregard plain Bible teachings against the murder of children and men lying with men?? They will give an acount one day.

Madam Janet and the commissioners say that you just don't understand how responsible and wise they have been with spending your money. 7:46, I appreciate your respectful reply and take no offense from it. Everyone has opinions, that's what blogs are all about. In my humble opinion, God is the only judge as to which sins are worse than others. Murder may quite well be worse than adultery, but they are both commandments which we are not supposed to break. As far as unforgivable sins are concerned, there is only one. If you are one of the elect and refuse to allow the Holy Ghost to speak through you when the anti-Christ appears on earth, you are pretty much screwed. Everything else falls to the Lord's judgement. That's my understanding, at least. Glad we could have an adult debate for a change. Have a peaceful day, my friend.
