5.3 % Increase In County Insurance Premiums To Be Paid By The County?

When the County Commission’s Budget and Insurance Committee met to discuss county employees insurance I wonder how many realized they would leave the room having approved a 5.3 percent pay increase for those county workers? I realize that 5.3 % isn't the actual amount of money they will receive in their paycheck but it is the amount they will not have to pay out of their paycheck for insurance.

It never ceases to amaze me that when they chose to, the county authorities can just pull $42,000.00 out of some secret hat, of course at other times there are other even larger amounts to be pulled out of that hat. Now to make this and even great feat of magic this $42,000.00 is to be used from the “Janitorial Fund” but wait, just what janitorial fund are we talking about?  There was a move to contract the janitorial services out to a company in Alabama that was supposed to save the county over a $100,000.00 a year and from that there would certainly have been enough money to cover the $42,000.00 in recurring spending for salaries, but there's a fly in the buttermilk. The contract with the janitorial services in Alabama was cancelled by Mrs. Vanzant, no real explanation was given (I suspect it involved some very unhappy janitors and their supporters who have helped Mrs Vanzant get elected and will be needed again when she seeks re-election). With that contract cancelled janitorial personnel were re-hired and the full expense for the service had to be re-introduced into the budget, so where did the $42,000.00 for insurance actually come from? A magic hat or just the same kind of old fashioned manipulation that has dragged this county down for 200 years?
Now here’s a question I wish someone would answer for me, why are so much of a county employee’s insurance being paid for by the county to begin with? Most counties require their employees to pay at least 25% of their premiums Giles County requires they pay less than 10%.

When you consider that we continue to lose population and that the population still here continues to lose income how do you justify spending more and more?  Our property tax rates are among the highest in the state, our services are among the lowest but we continue on without a plan or direction just jumping from one crisis to another.

The hospital money is now gone and several commissioners are drooling over the idea of a wheel tax and even more property taxes. We just had a large phantom property tax increase levied by the tax assessors revaluing property upwards. If you don’t believe that then ask the tax assessor if they will take in more money this year than last year.


So, back to the 5.3% pay increase for county employees. We may ask ourselves do the county employees deserve a 5.3% pay increase. I’m sure that some do and some deserve much more than that but then there are some who have ridden the system for years with doing little more than swatting a fly while at work. There is no such thing as a forty hour work week for courthouse employees. Facts bear out that county workers with their benefits are far better compensated on average than are citizens in non- county jobs. I would ask and challenge the newspaper and radio station to release information on just how many people in the county pay as little as $50.00 as their share of medical insurance. Even those living on Social Security are paying more each month for Medicare than are our county employees. It’s not about what the workers deserve, just as with the fast food workers striking for $15.00 an hour, it’s about what the county can afford and the taxpayers of the county are at their limit as to what they can pay.  It’s past time Commissioners and the County Executive realize they do not represent only the county employees but the citizenry as a whole and keep that in mind when voting.

You keep stating 5.3% raise and yet you do mention that it is not an accurate number in your post, but yet you keep stressing that. Here's a little math for everyone. The increase was to pay $625 instead of the current $590. So that's a $35/month increase. That is $420/year.

So if you make $7.25/hour that's a 2.79% raise. If you make $10.00/hour that's a 2.02% raise. If you make $15.00/hour that's a 1.35% raise. If you make $20.00/hour that's a 1.01% raise. And if you make $25.00/hour that's a 0.81% raise. (All of the above are based on 40 hours/week and 52 weeks/year.)

So again, although you make a tiny statement about it not being exactly right, you state over and over and even in the title that it is a 5.3% raise. The only way it would be a 5.3% raise is if the County employee's wage was $3.81/hour. Just please stick to the facts and stop trying to make mountains out of mole hills.

Does Barrett have any legal exposure for the hatred we see posted on this blog? I think he does.

I understand that $35 is 5.932% of $590.00. But a "raise" is an increase in salary/wages. Below is the "merriam-webster" definition. Definition of RAISE

b: an increase in wages or salary

: a vertical or inclined opening or passageway connecting one mine working area with another at a higher level

Therefore, the percentage of a raise that the $35.00/month is per employee is purely dependent upon the salary/wage the employee makes in a month. Therefore, you can see my percentages are based upon the wages of the employee. So again, employees are not receiving a 5.9% raise. The insurance amount paid per employee has increased by 5.9%, but the employee is not receiving a 5.9% raise. If you don't understand this, please visit http://www.payraisecalculator.com/ and type in your values to see what the "raise" is based on the employee's current pay. (And just to help you further because I'm not sure you'll understand how to use the website either, the $35/month times 12 months is $420/year increase. $420 divided by 52 weeks in a year divided by 40 hours in a week is a $0.2019/hour increase. So if you type in the first space the current amount the employee makes per hour and then the increase is $0.2019/hour, the website will calculate thier "raise".) I don't know how to make it any simpler to explain this concept. I would suggest you contact a local middle school math teacher if you still are confused.

How much did the insurance go up last year and how much did it go up this year?
Teachers had to pay what it went up last year. Now they want have to pay what it went up last year or even this year. Call it a raise or what ever you want to, but this year they will get what they had to paid last year more than they got a month last year. Good for them.
Wasn't last year the first time in years they had to pay their own insurance?

If a person gets more today than yesterday they got an increase. Barrett said it was not a salary but a benefit increase. Very few county employees work anywhere near 40 hrs a week and some less than 30.

Thank you for figuring the raise for me, I was thinking along that same line. So we agree there was no 5.3% raise, any way that you look at it but there was an increase in benefits. The insurance premium may have increased but the salary did not. MOST county employees don't make much, in fact most probably live below the poverty level.

I agree that it is still a raise. My point is that it's misleading saying it's a 5.3% pay increase as WAB did several times. It is a raise, but it's a much lower percentage than 5.3%. There are a lot of people on here that just read the initial post by WAB and take it as the gospel. I just wanted to show that the actual "raise" that most employees are going to receive is more in the 1-2% range. And those numbers I posted are based on a full calendar year, and this increase doesn't take effect until January. So that's something else to consider. The point of my posts are so people "think" for themselves and realize that WAB is often misleading (although stating the facts), he tends to skew the facts to fit his opinion. Nothing he posted was inaccurate, it was just misleading in my opinion. Most county employees haven't received pay raises in several years, so getting a 1-2% raise in January just doesn't ruffle my feathers.

Here are some basic facts: county employees had a 5.3% increase in their insurance benefits. This is not the only increase during the past five years, just as insurance cost have shot upward for nearly every one else as well. The fact is county employees are paying far less for their insurance, while making much more than are those in the private sector or those who are retired and paying for medicare.
During those years with the exception of last year the county picked up the entire increase, last year the employee was asked to pay a small portion. Now, another fact to consider in your hourly estimations is that no one in the courthouse works a full forty hour week. Most are at thirty five and some are less than thirty yet are considered full time employees.

Now, here is my reasoning for stating the topic as I did. If there is a 5.3% increase in the cost of insurance and the employee was required to pay the full amount that would be money taken out of their paycheck. Now, since they are not required to pay that amount they get to keep the full 5.3% increase. That does not mean their salary is increased by 5.3% but that since the county will pay that increase the employee does not have a 5.3% decrease in the actual amount of money they receive. By receiving the 5.3% increase in benefits it is carried as a gain for the employee and legally must be included as income for tax purposes. The 5.3% will actually become more than 5.3% if the county pays the full amount as they are also obligated to pay the increased tax liability.

How could a company save $100,000 on janitorial? There are not that many janitors! They do rehire the janitors now employed and within 6 months none of them will be working for the company. They rehire the staff. Call any of those people who contract with them and find out how many of the original employees are still with the company after six months. Almost none.

I posted this comment a while back and it still holds true today and probibly into the future.

There are certain laws of nature that cannot be broken, such as the effect of gravity. An other natural law is when certain "natives" of any area (including Giles County, Tennessee) are scared of open opinions and open minds, they attack the person and not the subject. That is the way it was, the way it currently is and and will always be. There are those in Giles County that think because they are "native" that gives them the right to dictate how life is to be lived and the way things are run. They are happy with the status quo and do not want change.


OK, lets go back to dirt roads and streets. Lets stop public drinking water and waste water systems. Lets get rid of telephones and especially television. Lets get rid of Wal-Mart. Lets go back to 5 cents an hour wage. Lets go back to when women had no say or vote.

You "natives" just don't get it. Giles County is changing, every day it changes; a bit at a time. You can either stop bickering and attacking eachother; or, get thinking together and develop plans to improve Giles County into the future. If you spent the energy you spend attacking others and channeled that energy into community good; this would be a very fine place.

But, you will continue to bitch and whine and conduct personal attacks.


By the way, go back far enough and your family was not from here, and they were not "native".

And related back to the topic, arguments can be made about raise or not a raise, but the simple crappy part of it is that the rest of the people who are not on the county dole have to cover their own expenses. Glad they have a good job, but many do not and can't find one in Pulaski, and now they have to continue to support increases for those who do. Hard to swallow in tough times. In sure this post will be attacked by some who it hits close to home but oh well the truth hurts.

I am not a native of Giles County but since I am from the south most of you would never know it unless you ask me who my mama or grandmama was. When we came here our kids went to Richland and were not welcomed with open arms. My son started getting sick in the mornings and for the fist time did not want to go to school. I don't think you would exactly call this a warm welcome to the community. Instead of making us "outsiders" feel so unwelcome why don't you welcome everyone into the community. My family did not cause any stir in the community nor did we have strong opinions that you might not agree with but we were still treated like poorly. Our family has kind of just blended in through the years and now it is fine but I still get those looks when I mention where we came from. Maybe there should be a different tax rate for us foreigners, after all my family did not help clear the reeds from town creek when the town was built.

I was born and raised in Giles County and welcome new people. Our young people have to leave Giles County to get a job.
When I see someone post "go back where you come from" or "leave" my blood boils. New people to Giles County pay taxes same as the stuck up ignorant ones. Maybe they need to buy up all the land and build a fence around Giles County.

Incorrect. The actual birthplace of the Klan was in Georgia. Do some research on that.

8:29 don't know if you are trying to re-write history or just show your total ignorance of it. Every credible source of identifies Pulaski, Tennessee as the birthplace of the KKK. It was organized in 1865 under the leadership of Gen. Forrest. The building where it was organized is recognized by the National Registry with a plaque (now turned backward) on its exterior wall.
While Gen. Forrest disbanded the Klan a few years later, its rebirth in Indiana and Georgia came many years later. Before you begin to lecture others on history, based on your record anything else, you need to become much better prepared. Your ignorance of history is only matched by your ignorance of what most people want for themselves in this town. A small group already controls this county and that is where the problem lies.

Sorry, 3:39, but you are mistaken about the origins of the Klan. The first Klan was founded by six veterans of the Confederate Army in 1865 in the city of Pulaski. It was not until 1915 that the second Klan was formed in Atlanta, Georgia. Although it is nothing to be proud of, I just thought I'd set the record straight. The plaque stating such is indeed turned around backwards on a building owned my Don Massey. Such is our history.

That individual saw red on this one. I was told ny ann elderly lady who was raised in Georgia that the KKK started there. She told horrific tales of how mean they were...hanging people and the like. I suppose she thought that's where the Klan started, and I took her at her word. It appears I was wrong, because it did in fact start here. However, I'm not sure the local Klan was about hanging people because of their skin color, etc. According to her, the "mean one" started in Georgia. She stated that the local Klan was all about going after men who beat their wives, mistreated their children, etc. I do advocate for nor believe in the Klan, but it wouldn't hurt to have the heck beat out of a few child molesters, wife beaters, etc.

The KKK was started to defend against the carpetbaggers and lawlessness that they brought to the south. Part of their actions were to discipline those who decided to step out of the lines of decent behavior whether black or white. That KKK was disbanded after a few years because the problems caused by the federal government sponsored carpetbaggers had gotten better.
