News From The County Legislative Body That Met This Morning
Commissioner Flacy continues to have serious medical issues and was the only Commissioner not in attendance today. Commissioner Flacy was recognized for her twenty four years of service on the Legislative Body of the County. Prayers are requested for her.
Others recognized for their long service were Commissioners Connie Howell and Jack Woodard each having served for sixteen years.
Questioned was raised by Commissioner Jackson as to the appropriateness of appointing a County Attorney for two years when the county is required to appoint the county attorney to a four year term.
Commissioner Harwell stated, " I been here twelve "year" and we ain't never done it that way".
Mrs. Vanzant stated that we've always done it for two years but we'll change cause the law says four years"
My question is why, since the four year term was initiated by the County and passed as a private act through the state legislature, hasn't this law been followed before now. My concern is that it's just another matter of "we'll do things our way, regardless of what the law requires".
New School Board Member is former County Commissioner Edwin Lovell. Mr. Lovell was appointed after receiving the required eleven votes from the commissioner. Mr Clay Doggett received eight of the votes cast.
The Industrial Development Board was denied their request of altering their charter to place one more member on the Economic Development Committee. The Commissioner rejected the request choosing instead to keep the appointments to the Committee equally split between the city and county appointments.
Under Unfinished Business:
Commissioner Pope asked about the status of connecting the bathrooms at the AgiPark to the public sewer system. It was reported by Mrs Vanzant that they were with for Mr. Brooks to give his OK.
Commissioner Adams asked about the status of the Alternative School Building. Mrs Vanzant responded that there had been some old records transferred to the building but that a leak was discovered and an architect was looking at the building.
Commissioner Adams asked about the status of the project at Exit 14, the wastewater treatment system. Mrs Henson, the county attorney, reported that they were waiting for a second rate study to be done and "hoped" to be able to report on it in September meeting.
Under New Business:
Commissioner Jackson made the motion to give $300.00 to a group called "Night Out Against Crime" and that the money would be taken out of the County Executive's fund.
The interesting things about this is that during the discussion it was revealed that the County Executive had been giving this group between three and five hundred dollars each year without any knowledge or approval of the Commissioners.
My question is why has this program been regularly funded in secret? Why hasn't it been included with the regular charities during the budget process. Are they a legitimate 501c charity and if not how can the county give them any money.
I have no questions about whether this organization is a good or bad program only, as to the way the County Executive has chosen to secretly fund them and what is their legal status.

Slush funds are easy to hide form the best of Auditors, especially those from the TN Comptrollers Office. Those auditors do not conduct a forensic audit; rather, they determine if the books balance and that all the needed paperwork seems to be in place.
To hide money in various budget line items and then spend those funds on things that have nothing to do with where the funds came from is very easy. The easiest way to park money is in a budget line item identified as "OTHER".
Look at the detailed budget and you will find "OTHER" in more than one place.

Watch the video of the commission meeting it was very plainly stated. The problem was that instead of writing them up the auditor gave them a chance to change the way they were doing it.
Mrs. Coleman was not a commissioner at the time we were fighting to get the Financial Management Act of 1981 adopted for the county. Commissioner Campbell led the charge against the Act and Commissioner Harwell was his echo. Certainly there were others, some of the biggest critics are now it's biggest fans.
No one fought harder or did more to prevent the Act's adoption than Mrs. Vanzant and no one did more than she did to destroy it after it was adopted.
It was Mrs. Vanzant that decided not to allow Mrs White to be interviewed and thus cost the county over $70,000.00 in a settlement and the legal fees that were also paid. It was Mrs. Vanzant that demanded her friend Mrs Garner be hired, even though she was less qualified. I stated at the time that I feared Mrs. Garner was hired because she would be the one most easily manipulated and as it turned out I was right.
If anyone doesn't think there are slush funds in the budget then you are living in a very small box. Simply look at the number of line items labeled miscellaneous and other and how much those line items contain.
Mrs Vanzant has $186,418.00 budgeted for her office. Within that amount there are LINE ITEM 51300-499 THAT TOTALS $6,300.00 AND LINE ITEM 51300-599 THAT TOTALS $4,469.00. It's from these line items that the funds for the charity most likely have been taken from.
Now, again I repeat it is not about the charity itself whether it's good, bad or indifferent. The problem is that there are certain laws and procedures that have been long established for funding charitable organizations. Last year the Campbellsville Library could could not be given any money until they had properly qualified as a 501c charity. Giving money to this charity the way it has been done was simply illegal. There has never been an official request made to the Budget Committee from this charity, there has been no Elected Board identified to the Committee and no paperwork showing that they are a qualified 501c charity.
It was disappointing that not a single commissioner asked one single question about this charity and the procedure they were being asked to follow to give it money.

2:27 I don't know why you think our viewpoint differs on the matter of the lawsuit won by Mrs. White. I never denied that I was the main reason the suit was filed and I have made it very clear that I did all the research and provided all the proof that won the suit.
I am very proud of the fact that I helped right a wrong done to a woman who had no one come to her aid, including family members who were afraid of retaliation from a vindictive County Executive who used her position to deny the woman her civil rights as a citizen of this nation. The Federal Government was in full agreement and so was the county attorney who advised Mrs. Vanzant to settle out of court and avoid the exposure.
The whole matter could have been avoided by simply giving the woman an interview then hiring someone else but the arrogance of some required they show their power to put a black woman in her place.
This same scenario has been played out many times in this county but with many people just rolling over and accepting the abuse the bullies just felt more empowered. People are beginning to wise up and realize that if this county is to ever return to a land of Milk and Honey good, competent, honest leadership will have to be installed and the bullies run out.

You misunderstood again. I SAID there are two Barrett (One Shot) loyalists on this blog who defend his lying, cheap attacks, and general misbehavior.
And I never said I was not in favor of people voting early. In fact, I always do that. Who said I wanted to do anything about people standing around talking? You two really need to get a life.
I am a resident of the City of Pulaski and district #7. After reading the postings throughout this and other blog subjects; I was persuaded, by the poster who announces that he is a Christian and a gentleman, to vote. I voted, the way I did, because of his stance on County issues and his defiance to those with whom he disagrees; especially a certain Mr. Barrett.
I would like to thank the Christian gentleman for making my choices much easier.

You are right. That individual, along with One Shot and another anonymous despises me because I stand against them with my own views and opinions. They find that intolerable, especially on a blog not really interested in opposing views and opinions. One may speak his mind here, but if it's not aligned with blog thinking, one is subjected to being called nasty names, misrepresented, and even threatened in some instances. The height of arrogance is being totally intolerant of other views and opinions. That's exactly what's going on right here.

I admit that most of my posts have been about pointing out the war being waged against Mrs. Vanzant and the 7th District and to ask him to stop and run a clean campaign. Oh, there have been other issues in the past such as his position on zoning. But, as of late, my posts have been about his conniving and cleaver way of trying to smear, belittle, and hurt others. And you and your buddy enable him all the way. I don't get it.
And of course I made the post about Barrett's taking a cheap shot at Mrs. Vanzant on this thread. That's exactly what he did, and I don't see that it's arguable.

Did Mrs. Vanzant appoint the county attorney when it had been approved it befor four years? A simple yes or no will do. I personally think it should only be for two years so if they can't do the jopb you can get someone else. But that wan't the question.

I read on here that it was Barrett who got the Financial Management Office then the people voted on it and it became the law. I know that Vanzant opposed it all the way along with some others then they didn't make Philipss move from the highway department like she was suppose to and that caused extra expenses I been told by some commissioners that if it wasn't for the Finance system Barrett got we would be in a lot more trouble now and no one would ever knower about what Tee Jackson was doing. At least three commissioners thin that Barrett has done good for the county. I think he has done a lot of good we know a lot more about what's going on anyway even if most people are still to scared to do anything they just count on Mr. Barrett to do it and then he gets the ones in charge mad at him.
The enabler is living in a dream world if he accuses anyone else of posting off topic. Go back any number of topics and you will see that he is usually the first one to post and it is seldom related to the topic.
