Another Power Grab BY The Speer/ Rackley Conglomerate?
At the Legislative Committee meeting on 10 July Mr. Dan Speer presented a proposal to the county to alter the make up of the “Industrial Development Board”. Currently there are eight members on this board equally divided between appointments from the county and city of Pulaski.
Mr. Speer who appointed the original members while mayor, now wants to add an additional member to this board in the person of the chairman of the “Economic Development Commission”.
The state requires that a minimum of seven members make up the board. There is no maximum number required. Mr. Speer was asked about putting Mr. Rackley on the Board and another person from the county so that the board would continue to reflect equal representation of the city and county. Mr. Speer quickly and firmly dismissed this suggestion with “NO”.
The reason Mr Speer gave for having Mr. Rackley on the IDB is a matter of convenience that by serving on both boards it would provide more interaction. Well, he could continue to be a non member who attends the IDB meetings and still provide plenty of interaction.
The Legislative Committee chose to send the request to alter the IDB make up to the full commission without a recommendation. Several commissioners stated they wanted to study the proposal and ask constituents about the proposal. This brought a protest from Commissioner Harwell who emphatically stated in reference to asking the people, “99% of the people wouldn’t understand what we was talking about”. If anyone questions the accuracy of this quote you can simple request to view the video of the meeting.
Some questions that need to be asked by the commissioners before approving this “power grab” are, Why is Mr. Speer so opposed to the continual equal representation on this board? Why is it so important to him that the city have five members and the county only four? Could it be that he feels more control over the city appointees?
I raised the question, at the meeting, it’s hard enough to get information from these groups now if another member is add from the Speer camp you’ll never get any information other than the bills owed. Yes, commissioners get a report each month, after threatening to cut off funding, but that report gives very little details and nothing about the huge and numerous lawsuits they have been involved in and lost. Those reports say nothing of the hoops local business people are required to jump through while giving huge tax breaks to outsiders.

I would think that the Chair of the EDC is not specifically a representative of either the county or the city, but rather, represents this specific office which is (or should be) highly integrated with the IDB.

This conversation would be more useful if people weren't making libelous allegations. Especially about individuals who are generally highly regarded in the community, and who have served the community for decades. It only serves to discredit those making the comments. If there were truth to these comments, which have been made over and over in recent years, there would have been legal action. If you think otherwise, you are making allegations against not only the two people mentioned by name, but the entire elected and legal apparatus of the county. That's too big a conspiracy to hold together.
I thought they did get sued and cost the taxpayers a lot of money. Please tell us how much the ones you defended cost the taxpayers. Are we still paying for a building we do not own?

I don't plan on leaving Giles County and have always been happy here. What I am not happy about is the fact that there's a handful of disgruntled people here who are causing so much trouble. I see them as totally delusional to think that they speak for Giles Countians. Thank God, they don't. I also believe them to be dangerous.
By the way, I am all in favor of change when needed, and I still believe in our country's in-place processes for affecting those changes. But in small town politics, trying to destroy the elected by those who are resentful and unelectable is wrong.
Let me make this very clear to the enabling gentlemen and ladies who continually whine about people stirring up trouble in the county.

The problem is, with the extreme amount of nepotism active in this county it provides fertile ground for abuses and a superior sense of privilege.
When I make a claim of abusive or illegal behavior and provide the evidence the outcry from normal people is to correct the problem but from those who seek to continue in the abuse or illegal behavior it's an outcry against the one who exposed them that is heard.

Having a County Executive who assist in that illegal behavior is no problem. Having a County Commissioner act like a fool by physically and verbally attacking a private citizen then dare the citizen to do something about because he was a commissioner, lying on a police report then being giving a county job they were not qualified for then paying them using tax money to pay them twice for the same hours is OK.

Giles County will continue its decline as long as there are leaders more concerned with enriching themselves and increasing their power than for the good of the county and its people.

Back to the topic. If you have many of the same members on the IDB and EDC, and it is necessary for these members to be included on each board, why do we need both boards? Combine both boards into one, they just got awarded $30,000 for the salary of a small business development employee, let that employee funnel large scale business directly to the board and assist in the direct development of small business. Eliminate the EDC Directors job and hire two or three recruiters/and or social media marketers for $25,000-$30,000 a year driving industry and small business investment into the area.

Most settlements are not allowed to be discussed. You know that!
That is not true 9:29. When it is taxpayer money the citizens have a right to know. The only time the board has a right to act in confidence with the attorney and not inform the public is during the case. Once it has been settled and there is no longer a dispute the citizens have a right to know who cost them money and how much.
I am so glad the Giles County Government did not amend the IDB's Charter to allow Rackley to serve on that board as well. Pay attention who did not vote for Rackley versus who did and who gets re-elected. This is why I do not think Rackley should serve as Chairman of the Election Commission and Chairman of the EDC. To many conflicts for someone to be allowed free access to the voting booths. Did he service the booths for this election or did someone certified who does not have a vested interest in the outcome?

I don't know the exact amount of the settlement but you can be assured it was in the millions of dollars. There is no question that the Boards were wrong and while insurance paid a large amount those increased premiums will be paid with taxpayer funds.

Money paid in settlement is not always public information and very often as in this case apart of the settlement requires all parties to be silent on the matter.
The IDB/EDC lost and had to pay no question about that part. They were wrong or more accurately the way Mr. Speer conducted himself was wrong and the people have to pay.

I think a lot of District 7 voters were glad Coleman broke away from the other district 7 commissioners and did what was right. Are you trying to say Harwell and Campbell were not supporting Speer and Rackley's attempt to gain more power and an unnecessary position on the IDB? Gad the majority of Commissioners had the foresight to do what was right. Unfortunately District 7 only had a minority of our Commissioners to do what was right by the tax payers.

To 10 AM If that wasn't a power grab then why not create two new places on the board? If the members are all volunteers than it would have been no additional cost. Mr. Rackley already attends the meetings of the IDB and if there was a problem with communications why didn't they just ask him to speak. Why, was it important to have Mr. Rackley become a "VOTING MEMBER" at this particular time? Why not keep it an evenly divided board as chartered?

Mr. Barrett. Is the IDB and the EDC both run by the City and the County. If so, how does this possibly benefit the City more than the County. In this instance, it is perceived by most that David Rackley is pro city. Maybe so? Maybe not? In the next instance, it could be someone perceived to be pro county.
In any instance, one of the reasons that Giles County is hurting is the constant grapple between the City and County.
Perhaps the reason for this is because the City has always had better leadership, and been run better?

Barrett was asked to provide evidence that Mrs. Vanzant and Mrs. Goolsby conspired for her to run for election in 7th District. That appears to have been a lie and yet another cheap shot at both Mrs. Vanzant and one of the 7th District candidates. Having said that, if One Shot wasn't lying, where is his proof?
When may we expect this war against Mrs. Vanzant and the 7th District to end.

I was told by more than one person who was in attendance where Mrs Goolsby was discussed as a possible candidate by Mrs Vanzant and others. Mrs Gooslby stated directly to me that she had been asked to run. There is nothing wrong with someone asking another person to run for office but it is somewhat underhanded to deny the existence of a relationship with those who have actively sought your candidacy

Who were the dumb commissioners that told Pat Ford they didn't understand what they were voting for when they voted against the extra member on the IDB Board? Are they just plain dumb or are they easily bought off? I believe they knew what they were voting on, it is just a simple matter of not having the backbone to tell Mayor Ford the truth of the matter.

What I can't understand is why Coleman or Vanzant asked Campble to be there in Coleman's place, then she shows up when it's over. She must of thought she couldn't be there. This makes me wonder how many times this has happen. That was wrong and you sill support Mrs. Vanzant.
Enabler, I believe the reason Barrett says that you go along with wrong is because you do. You completely ignore the facts presented in favor of sucking up to your friends.
