The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Speech Given At The Democrat Sponsored Meet The Candidates Event At GCHS on 11 July 2014

This is the speech that I prepared to give, well the first three minutes of it was heard at least, at the candidates gathering sponsored by the Giles County Democrat Party. This was a really good event and I congratulate the democrats party for their outstanding efforts. I’m sorry so many candidates failed to appear and state their case for why they should be elected by the people of Giles County. Certainly there are legitimate reason for missing this opportunity but to me it was a simple matter of disrespect by most missing candidates.

“Good evening, I appreciate this opportunity…. but as my time is very limited…. let’s get right to it.
My name is William Allen Barrett…. or just Allen…. or Barrett or WAB and I’m asking to represent the people of the 7th District as their commissioner. 

Some of you no doubt have heard my name…. but maybe don’t know me…. I’m no politician…., I’m way too direct for that…  I’m just a simple… what you see is what you get kind of guy. Here’s the thing, I have enough self respect and respect for you to not lie to you or threat you like some unimportant dunce. 
I am a Constitutional and fiscal conservative, I vote as a republican because they don’t  Boo God at their conventions or seek to kill babies….. I respect this nation and its people,,,, and I believe it should be an English speaking nation that protects it’s borders. We are a melting pot but there are a lot of folks coming here that don’t want to melt…. just remake the nation into what it has never been…. a godless nation. 

I’ve been  married to my best friend for the past 49 and a half years.… Brenda is the Church Administrator at First Methodist Church in Pulaski. 

We have two children Kelly and Toby…. both graduated from Richland and we have three super grandchildren, two graduated from Giles County High…. and the other just graduated from La Verge High School this year.   

I was born in Murfreesboro where I grew up in the housing projects with my Mother, Granny, three sisters and brother … there I learned a lot of valuable lessons about survival. I sold the Daily News Journal  newspaper on the street at age nine until I could get a route at twelve. I worked on a coke truck…. then in a grocery store where I did everything from stock to paint signs in the windows…. I worked my way up to head meat cutter and then was drafted in 1964. I spent the next twenty years in the military working at a variety of different jobs.… We retired in 1984 and moved here, the only place in my life where… I… got to choose.  

During my time in the military…. I completed my college work at the University of Texas at El Paso, Columbus University and the University of Maryland….

I became a Baptist Minister and served two churches in Giles County for over twenty years…. I am now retired and operate the “GILES FREE SPEECH ZONE”… a blog that keeps the county informed and gives an opportunity for citizens to know about and discuss local issues.… This has led to being…. both vilified and praised…. depending on whether you’ve been exposed for political misdeeds or not.

So… Why should you vote for me?????  the best way to know what I’ll do in the future….. is by what I’ve done in the past. 
My name is still on the lawsuit that prevents county wide zoning; I’ve organized honkathons and petition drives to oppose the implementation of wheel taxes, and property tax increases…I researched and led the fight to establish the financial management act of 1981 as the county budgetary system which by the way…. led to the county having no deficiencies in the latest audit and requires more openness in how the budgets are made and used
I alone…. publicly challenged the largest water rate increase in our history and stand for a consolidated water system where everyone has access to public water and pays the same low rates; I was the first one…. to stand up against the abuses and cover ups of the director of schools and the school board….  As a result they had me arrested… but… it resulted in the public being able to speak at School Board Meetings and the Board acts more in the open, not necessarily wiser but more openly.

I was the first…. to alert the community to the fact that the Hospital Funds were being dipped into and spent without authority from the county commission…. That won me a lot of friends among the bosses. 

The main thing to remember about me…is that when I get into a thing…. I don’t let it go until completion is realized. That means I will be on things like…. the wastewater project at the interstate and will be asking and demanding answers on it’s progress every week instead of allowing it to linger in never never land…. where it’s been for almost a year. 

Once we were a nation of laws that sought to protect the individual citizen…. today we are a nation of convenience… where the Constitution matters little…. when it’s inconvenient, this county has also drifted into a disregard for the law in favor of selfish convenience….. that’s why we’ve  been involved in and  lost so many lawsuits. I will…. work to restore the rule of law and equality to individuals in this county. 

I will continue to demand…. that local officials follow the law and that citizens be allowed to be a part of the decision making process..… This’ll be done in part by holding some committee meetings in the evenings…. along with community meetings before every Full Commission meeting so that citizens can express their thoughts on the issues that effect their lives and well being…..    I firmly believe… we can not… be properly represented if we don’t talk with each other…. my phone will always be answered and your questions will always be responded to…. I will do all in my power…. to keep you informed and a part of the governing process. If you’re like me…. you’re sick and tired of being told to pay the bills… and keep your mouth shut about what the bills are for….. Government is supposed to be… about serving the people… not the people serving the government. 

Each of the current commissioners in the 7th District has openly stated, in committee meetings… their support for a wheel tax and a property tax increase…..  I.. will.. NOT.. support a wheel tax in any amount…. nor will I support a property tax increase. And I will fight against any attempt to impose either…. I’ve sat through every budget committee meeting this year…. I’ve asked more questions than most commissioners and I’ve gone through the budget throughly… there is…. sufficient ways to cut the spending without harming services. 
As you walk around tonight asking questions of candidates, ask them if they even know what the property tax rate is for the county….  ask if they know… where our property tax rate fits in the list of other counties in the state. Ask why we continue to lose population.  Ask where they were when committee meetings were held and situations discussed. 
I appreciate you listening to me… I apologize if I don’t get to visit in your home before the election…. I don’t walk so well anymore.  

But please go and vote…. and if you’re registered in the 7th District please… cast your vote for a more open honest government by voting for only one commissioner, William Allen Barrett. Thank you I look forward to your questions.

Aside from the fact that the word "thoroughly" should have been "thoroughly" and there should be no period after the use of the ellipsis after the phrase "there is", what cuts and how much would be necessary to provide the current level of services in this county.

I don't know about the county roads in your area, but those in mine will be significantly deteriorated by next spring. Roads are not cheap. If a $50 wheel tax was assessed on no less than 40,000 vehicles in this county it would provide the highway department $2 million to bring these decrepit roads in to shape. Tell us how you can come up with that kind of money. People around here just can't seem to get it in their heads (including you) that a $50 wheel tax is a lot cheaper than the wear, tear and repair of their vehicles. That is only, and I repeat, only, if by law that the money generated by the wheel tax can only be used for the maintenance the roads. The wheel tax money would have to, by law, exclude its use for salary increases or benefit supplements. Otherwise, the money would be squandered like every other source of income this county generates.

So stop the arm waving BS and be specific.

I thought Mr.Barrett's post was straight to the point. As for your correction of his grammar, you failed miserably. How can you point fingers when you start your comment with a lower-case word? Also, your entire second paragraph is one, monotonous run-on sentence. Add to that the use of commas where they do not belong and the omission of them where they do, you're obviously not an English teacher. I think your questions were valid. I do not, however, think the smart-assed way in which you post was. It's always best to make sure your backyard is clean before you complain about your neighbor's.

It has already been decided that the wheel tax would have to be a minimum of $75.00 per vehicle in order to raise the amount they want. They also already have talked about splitting the wheel tax between the roads and schools.
Here's two things you have to keep in mind about a wheel tax and that is once enacted it never goes away is very seldom ever reduced, almost always increased and seldom ever spent on what it was intended for.
The second thing is that there is no security in the law. One legislative body can not bind the next to its decisions. In other words you can have a law that sates emphatically that the money for a wheel tax can't be spent on anything but roads, can't be raised even put an expiration date on it but none of it will matter if the next legislative body or even that one should choose too change the law. Remember how easily the lock box was opened and the hospital money was spent?
The problem is setting priorities we have the money and the amount of money that comes into the county general funds has gone up year after year, Think how much your actual property tax payment went up over the past five years without a property tax rate increase now think how much it will go up with that kind of attitude and a rate increase. The problem is far less one of income as it is outgo.
I helped organize and lead the petition drives to stop a wheel tax before but that can be bypassed if the County Executive and commission chooses to. Isn't it wiser and better to elect people with a proven record of looking out for the regular folks instead of reelecting the same people who can not or will not take no for an answer on the wheel tax?
How long do people have to keep electing those with no respect for them before they learn if you want things to get better then elect better leader who will listen to you.

I attended the candidate event on Friday evening. It was great to hear almost all the candidates speak in one place, and to be able to mix and mingle with them before and after the speaking. I came away with a much more positive feeling about several of them, and enjoyed talking to them all. In general, the event was cordial, dignified, and respectful, and people of different perspectives shook hands and engaged in civil civic discussion. Although it was sponsored by the Giles County Democratic Party, candidates of all political persuasions were invited and warmly received. Every candidate was applauded and thanked for being willing to serve their fellow citizens. As you can see from Mr. Barrett's own comments, he alone decided to take a spiteful and partisan jibe at the hosts, calling the them God-haters and baby-killers. (I guess he doesn't notice us in church, and overlooks Republican des Jarlais' callous pressure on his wife and one of his many lovers to have abortions.) People of both parties care about their faith and their country. Partisan hating does not have a place here in Giles County. We want to focus on things that matter to us all: jobs, our kids' education, our infrastructure, and our common goals. This just shows once more that it is not in our interest to draw party lines in our close-knit community. The Republicans made a big mistake in having their primary this spring. Not only because it wasted a huge amount of taxpayer dollars over just 4 uncontested county candidates, but because it encourages party-line quarreling and division between us.

2:53 so you missed the two guys running for governor who bashed republicans. You missed the lady running for the state democrat party who stood up there and lied about how the democrats passed the civil rights legislation and voter rights bills.

Read what Barrett said, brother I was there and he lit a fire. He did not say democrats were God haters or baby killers what he said was that h=the reason he voted republican was because they "don't boo God at their conventions or seek to kill babies". Now maybe individual democrats don't do those things but brother they sure as hell "BOOED GOD" at their convention and they want abortions on demand paid for by the taxpayer. I don't give a crap about DesJarlais I didn't vote for him Marsha Blackburn is my Representative. If you don't want partisan politics in our small community why the hell is Vickie Harwell running around the state talking about the need to get democrats involved on the local levels. Democrats have a loser in the white house and loser in Clinton and now they have nothing to run on with the people so they try to hide who they are and their agenda. It ain't your grandpa's democrat party. Until Sharpton and Jackson Dr. King and most of the civil rights leaders were republicans not democrats.

3:50 -- the democratic candidates that spoke in a partisan frame are all running against other democrats in the state primary, which will be held on August 7, the same day that our local officials will be elected. I can see how that might be a bit confusing, but because they are running in primaries, they are specifically speaking to the democratic voters, and differentiating themselves within that context. None of them engaged in name-calling directed at Republicans.

As far as anyone advocating within their party for more people to get involved at the local and state levels, that is just the civic thing to do. We should all be more involved at our local and state levels. That's one way we show citizenship.

The issues at our local level are not, and should not be, polarized by issues that are highly partisan. We share common ground on wanting good education, responsible governance, job attraction, and adequate infrastructure. Those are not partisan issues. Those are things that unite us, not things that divide us. And we can and should work effectively with each other -- democrats, republicans, and independents -- without drawing up sides. That is just unproductive.

The legal issue of Roe Vs Wade has been settled by the Supreme Court, you know that group that determines what is Constitutional and what isn't.

Certainly abortion is a religious issue that's why it's so hard to understand how people who claim to be Christians can support abortions on demand for convenience.
Clearly some republicans support abortions on demand just as some democrats are opposed to it, the point is that the party platforms are what defines the party not a few individuals within that party. When the people at the democratic convention actually BOOED GOD and no one in authority criticized them they proved what they were. Billions of tax dollars are funnled into planned parenthood the largest abortion provider in the world that was started with the specific purpose of getting rid of blacks and other minorities.

How about the fact that he was leading the charge to impeach Clinton WHILE he was having an affair? Why is one sin ok while another is not? Sorry 1:08 watch the video and you can plainly, that is if it is viewed without a democrat slant to hearing, see that the resolution was passed and that was responded to with very loud vocal boos from the audience.
Unfortunately that is not the only re-write of history the democrats have attempted. Remember the lady seeking to be a representative to the state democrat committee who spoke about how it was democrats who passed the civil rights and voter rights legislation in the sixties, when in fact it was democrats like Al Gore Sr, and their ilk that sought to prevent it. Remember the great democrat Bull Connor who loosed the dogs on demonstrators. Do you remember the term "DIXIECRATS". I don't remember a single republican who blocked the doors of schools to keep out people of color.
I would also remind you that president johnson a good democrat, made the statement that "I'll have them n------ voting democrat for the next two hundred years".

WAB, you evade answering the question posed to you by July 13, 2014 2:19:00. Exactly what cuts and how much would be necessary to provide the current level of services in this county?
Further, if the statute passed states specifically that the money collected from a wheel tax goes to road repair and maintenance, then that's where it goes. The use of that tax money would be a violation of the law and those that violate that stipulation should be prosecuted.
The wheel tax is not intended to "go away" it is, in fact, a mechanism to generate revenue for a specific purpose that encompasses a larger number of people, many of which have benefited from the public dole without contributing to the funds that that support those public benefits.

And, LOL, July 13, 2014 3:26:00 PM, I really do appreciate your sense of humor as you do mine. But it does not change the fact that Mr. Barrett speaks in nebulous terms regarding the generation of several millions of dollars each year that would be necessary to sustain better county roads than what we have now. Mr. Barrett, are you going to state specifics or are you going to continue your arm waving BS?

I stated before the Budget Committee, the specific means by which a loan of ten million dollars for the repairs of school buildings could be accomplished without raising property tax rates.

At the moment there has been no specific amount stated by the Highway Department as to what they need so how can I speak to specifics if they haven't given a specific amount that they need? When they state specifically how much they need and for what then I will be more than willing to specifically state how that money can be realized. Do they plan to repave ten miles, or a thousand miles, what are their priorities? Yes they need money and were given an extra million dollars this year but without a specific plan how can there be a specific amount given to them.
The problem is as much about prioritizing as it is getting the money.

State law prevents one legislative body restricting what a future legislative body can do. This mean that regardless of what the current resolution might state the next legislative body of the county can change it as easily as it was created. Look at the Hospital Funds as an example. Ask any Commissioner even better do a little research and look up the TCA for your self.

As for the 13 July, 2:19 post I thought that was a spelling and grammar lesson from someone more interested in showing their grammatical superiority than understanding budgetary matters. Then when I read their comment, "Aside from the fact that the word "thoroughly" should have been "thoroughly", I knew that it was only a stupid gnome trying to act like a tall human.

Wheel taxes were absolutely supposed to be temporary. They were to be implemented when emergency funds were needed for a specific purpose, but seldom are they done away with once passed. FYI, personal income taxes were original meant to be temporary, and we all know how that turned out.

4:50 posted a very sarcastic and arrogant comment making fun of the idea of buying real estate without a down payment.

6:58 boldly pointed out that he was in fact living in a house that had required no down payment. Then very correctly pointed out to 4:50 that just because he didn't know a thing he thought it couldn't possibly exist.

1:40 comes back with an even more arrogantly sarcastic comment about being "to lame for conventional financing"

1:40 reveals a very large part of the problem with the current county leadership they simply can not think past the end of their nose. Some problems require a more creative approach than to give up because you can't think of anything other than how it's been done for the past two hundred years.
It amazes me that people are no longer using quill pens having replaced them for the most part with more modern means of doing the job but when it comes to thinking they continue to think the same way they did years ago.

It's like the person who got a new Apple laptop for their office then spent the day trying to find windows on it.

I'm not Mr.Barrett but I'll be glad to help answer the question. The wheel tax is general revenue which can be used for any governmental purpose; the resolution to use the revenue for a specific purpose is only binding until a commission majority votes to change it.

I didn't spend a lot of time at the TCA site, but the one that jumps out at me is Tenn. Code Ann. § 5-12-213. It basically says that an amendment to the budget can be made with a majority vote.

Wheel tax monies can be used for whatever the commission wants to use them for. True life sucks, don't it?
