Should Commissioners Be Paid If They Fail To Attend Meeting?

At the Legislative Committee Meeting on Thursday 10 July I raised the question of whether it was appropriate, ethical and legal to pay someone who did not attend meetings.

Currently the rule is that commissioners are paid for each committee and full commission meeting they attend. 

I provided the example of Commissioner Coleman who was signed in on 24 April, by Mrs. Vanzant, as having attended the meeting and being paid a full thirty dollars as a committee member, after the budget committee meeting had been adjourned and several commissioners had already left the room.

There was some outraged defense from other 7th District Commissioners, that I had no business being allowed to even bring the subject up.  Others suggested that all the commissioners be paid a flat fee for being commissioners whether they attended meetings or not. Even those who proposed that idea agreed that those who don't attend are less informed and able to represent their constituents. They even agreed that it was unfair to pay everyone the same amount whether they attended or not. 

As for Commissioner Coleman she was thirty one minutes late for this one hour meeting adding to her unbroken string of being late or absent from over 97% of the committee meeting she is a member of.

I agree that the commissioners should be paid a flat fee. There is much work that must be done prior to and after meetings. Our way is an antiquated way of business.

While we are talking about it, there are WAY too many commissioners. What can be done to reduce the number of uninformed representatives in the county.

While we are talking about it, there are way too many things going on that deserve way more attention than a $30 commissioner pay. It should be corrected, but it is such a small matter in the grand scheme of things.

$30.00 may seem like a little thing to you but it's a lot of money to some of us. Every $30.00 should be counted that why the county has no money now, they don't count the small amounts until after they grow into big amounts.

Instead of being appreciative of a citizen who is a "whistle-blower" for pointing out to mis-use of our tax dollars, you defend it and attack the messenger. 5:45 - Let's just say that I absolutely disagree with the way the county is currently being run. There are 21 commissioners and one executive. The meetings take place once every two months. In between there are a few committee meetings of which only 7 are invited. When the actual meetings take place, the majority is uniformed as to what took place in the committee meetings. This system is broken.

I believe that we should pay the commissioners a flat rate; that the committees should be done away with; that there should be monthly or bi monthly work sessions; and that there should be monthly or bi monthly meetings.

This group should be formally getting together way more often than once every two months.

I think we should do away with all the commissioners and just have a county mayor who makes all the decisions and that way you don't have to bother with committee meetings or commissioner meetings at all.
We could call the new system fascism and refer to the mayor as king or queen. What difference if we had a war to get rid of the king and establish government of the people and by the people, that stuff has become old fashioned and inconvenient.

Freedom cost and heavy prices have been paid. The problem isn't with the number of commissioners or how often they meet it's the quality of the people being elected and their personal level of honesty and responsibility.

The number of commissioners required by local law (3 per district) directly influences the "personal level of honesty and responsibility". Basically, anyone that wants to represent will get elected, with the exception of loudmouth troublemakers (WAB). The point is, if we had fewer, and if they met more often, we would have more informed and better representatives.

Pay them a nice, flat fee.

10:25 is correct that the LOCAL LAW passed by the local commissioners requires three commissioners per district. That could be changed to as little as one per district if they chose to do so.

I presented the proof of the fraud and like the 9:30 poster am somewhat surprised that you are willing to say that Mrs Coleman should return the money but are unwilling to acknowledge that without the complacency of Mrs. Vanzant she never could have gotten the money for not attending the meeting. Look at the handwriting it's not Mrs Coleman's but Mrs By your logic, I realize I am being extremely generous here, if two people walk into a bank and rob it only the one who actually took the money was the real thief and if the money is given back that should be the end of the matter.

I've spoken with Capt. Stowe. He is very likable and quite capable in appearance. He has some leadership experience and I believe he would stand just fine as county executive. Unlike some of you, I also like Janet. I think she is a good person but this county needs more than a good person at the helm.
We're in some holes we need to dig ourselves out of and I'm afraid the status quo isn't going to get it done.

Sorry, but my vote and support goes to MRS. JANET PARKER VANZANT? And that is not a put-down of her opposition as what we see going on in 7th District. However, I will say that looking capable doesn't mean capable. Now is not the time for a change, and that's why we need Janet more than ever.
As for the tax base, what should the county do? It takes money to fund the services we have become accustomed to and expect. And the costs of those services have skyrocketed.
A couple of suggestions come to mind. The county might sell off the ambulance service and hope our loved ones never need an ambulance. Would that help Giles County? How about defunding the highway department and just let our county roads turn into cow paths? Progress?
I dislike taxes as much as anybody else, but, with everything we purchase going up, what is so hard to understand about the need for funds to pay for the county's cost of doing business? And the tired argument from the disgruntled few here is that expenses should be cut. Well, they have been cut. What now? Our county commission has kept taxes down for years, and for that I am thankful. But I'm afraid the time has come when the matter can no longer be ignored.

Why is it that Mr. Stowe has used his former rank (of Captain) on his election signs? When I retired from the DoD I was informed at my out briefing that if I ever used my rank I had to indicate "retired" after that rank. It seems that CAPT Stowe does not have to follow rules or protocol. Possibly the US Coast Guard does not have to follow DoD protocol because they are not DoD but are under the Dept of Homeland Security?

I'm not for selling the Ambulance services, but if it's sold that means another ambulance service would be here so wouldn't people still get service. If the Ambulance Service was sold Giles county residents would not receive lesser service. On the contrary. Providers of service are all held to strict Federal requirements. Not only would we save money by the service being provided by a private company (as do most counties and hospitals across the country) we would also save money by the company doing their own billing and reimbursement.

8:15 Ah the lady doth protest too much! (Or the Army officer of unidentified rank who also happens to be running for County Executive!) What a crock…what a laughing stock of a post. CAPT (retired) Stowe addressed a phone call he received from a Coast Guard attorney concerning an ethics violation complaint to the DOD concerning the use of "CAPT" on his signs in a Facebook post several weeks ago. After getting caught up on Coast Guard goings on (yes, the CG attorney and CAPT Stowe knew each other), the attorney asked Stowe what peon in Giles County he had ticked off. Told him that he had seen his website and to "keep up the good work, Captain."

The Coast Guard and DOD saw this as a non-issue, Stowe addressed the issue and yet here "someone" raises the issue again. Such desperate measures are used when all one has in their campaign arsenal are lies, rumors and innuendo. Oh, and writing grants. And let's not forget, being for: >Balanced budget and process (what process?)
>Replenishment of County Reserves
>Children, teachers and schools
>New business
>Tourism boost
>Good jobs, Full employment
(I'll bet he's for puppies and kittens too!)
And being against: >Higher taxes > Drug dealers and users.

And I have had several people tell me that they were going to vote for the military guy, not knowing that there are two military guys in the race. I think that the Army officer of unidentified rank is purposely trying to blue the lines and confuse voters on which military guy is the SUPERIOR candidate. Although both "military guys" are more capable than our current County Executive, ONE candidate stands head and shoulders above the others. ONE candidate's military career is so far superior to the other, they aren't even in the same ballpark. Besides, why is the candidate who is an Army officer of unidentified rank…unidentified? Why is his rank shrouded in mystery?

There have been many great posts on Graham Stowe's Facebook page and on his votestowe.com website. Voters really should take the time and scroll through them and read about this man of stellar character and skill. I will copy and paste one of the FB posts that stood out to me about the security checks he had to go through to be chosen as Coast Guard Aid to President Clinton. And to think that this qualified man is willing to serve the people of Giles County amazes me. (The post was too long, so I will post Stowe's FB comments about security clearance in a separate entry.

Can you trust this guy Stowe - the guy you don't know? Well, the intelligence agencies trusted me ... allow me to explain.

Before being offered a job at the White House I had a Secret clearance - no more than I needed to command a patrol boat. Then I was nominated to be Aide to the President - one of six candidates w/ the desired performance qualifications. Why six candidates? Because very few can pass the additional rigors to attain TS/SCI/YW-Cat1 clearance.

TS is Top Secret; SCI is Sensitive Compartmented Information. If I told you more than that I'd have to kill you YW (Yankee White) goes a bit further; this clearance is necessary to work in proximity to the President. Category 1 is for those serving in extremely sensitive positions, in daily contact with the President. These clearances were necessary to serve as the President's EAO (Emergency Actions Officer) and to assist him in coordinating nuclear weapons command & control, among other classified chores.

One of my contemporaries was denied the clearance because he had an unpaid parking ticket. Another couldn't get the job because years ago he'd been a philanderer. Yet another had a credit score marred by a late-pay penalty, from 7 years previous! I had to agree to submit to a polygraph test. I went through a battery of interviews. And they interviewed old neighbors, previous bosses, and even dug deep enough to find my high school teachers & coaches. And then I was selected! I maintained my TS clearance until retirement as a senior officer.

Folks, this may not mean much to you, and that's OK. Like you, I typically size up a person by their handshake, a meeting of the eyes, and a gut-check for sincerity. These are important, but it's understandably not enough for our security agencies. I hope to meet as many Giles County neighbors as possible in the coming weeks ... and hopefully I'll give you a firm handshake & look you in the eye! But if you want more evidence of my integrity - maybe because you assume that most who enter the political arena are easily corruptible - please consider my TS/SCI/YW-Cat1 clearance. I made it through that rigorous process unscathed, and plan on making it through the political process in similar fashion.

I never said one word about Stowe. I, like most Giles Countians, never heard of him until he suddenly came upon the scene. From what I hear (hearsay of course), he was recruited and is being backed by the same little group of "Republicans" who never meet in secret...the same little group responsible for the primary that cost taxpayers over $20,000. Don't forget that! They are the ones I don't trust. And, while their apparently favored candidate can boast of lots of credentials, none of them automatically mean that he would be a good county executive. I do not mean to slight the man at all, but this is not the time for a change. My support stays firmly with Mrs. Vanzant.

Why would I be bothered by the truth CG, I'm not like you. I referred to you as an enabler of wrongdoing and have seen absolutely nothing in your behavior or words that would make be believe otherwise.

Yes I have been defeated twice but when you consider the money that was spent, the lies that were told and the laws that were broken I'd say I certainly had an impact. I may be defeated again, I don't know but one thing I do know i will be defeated with my integrity intact. I will have the satisfaction that I did what I believed was right in exposing the truth about some very underhanded dealings and plain unscrupulous behavior. I will continue to rest in the tranquility that i have served God and my county to the best of my abilities. If I am defeated it will not be because I sold out or lied to anyone, can you say the same and be truthful I know you can't because your history is way to clear and public.

Responding to your own post makes you look desperate.
What you said about Mrs. Vanzant is simply not true, and you know it. More importantly, I think you are way off on your assessment of Mrs. Vanzant's leadership. Of course she avoids those who are constantly trying to hurt her. Wouldn't you? Id course you would, but that's a different matter, right?
I support Mrs. Vanzant, and have already cast my vote for her. Now I can focus on helping her in the community. That's how much I am convinced that we need her now more than ever.
Voting for any candidate requires no guts per se, because it's a private matter when one steps into a voting booth.
We were told that you guys would really be stepping up the assault on Mrs. Vanzant, and we were not surprised when it started. You guys didn't disappoint us. We knew this was coming.

I don't really like Mr. Barrett, really don't know anyuting except reading the blog and I don't live in the 7th District so want be voting for him. I think whinney is a litle off his rocker.

I've seen other county mayors talked about as bad or mayube worse than vanzant and Barrett wasn't the one doing it then. We just didn't have the internet then for people to post anonymous on. They wrote letters to the paper and had the balls to sign their name.

The reason you knew there would be "attacks" on Mrs Vanzant's record is because it is so dismal. As County Executive what has she done for the county in twelve years?
The only qualification she gave in a speech at the Recreation Center was that she grew up in Giles County on a land grant farm. I'd say that's rather elitist since the farm was given to her family. Wonder why she failed to mention that she has lived on a farm in Lincoln County most of the time she has been County Executive.

People have asked for single shot votes in every election. Barrett has proven that he is unafraid to identify the problems and those responsible for the problem. Did you skip that part in the Bible, you know that part in the Ten Commandments that Moses brought straight from God, that number nine which states, "Thou shalt not bear false witness against thy neighbor"; that means you'r not suppose to "lie"
