The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Contract for the City Administrator

Also discussed at the work session was the structure of the City Administrators contract of employment. Presently the Administrator works without a contract and has for over eighteen years. The proposal was originally to give a five year contract, which was amended to a three year contract with automatic one year extensions on the anniversary of each year. Attorney Hoover made the observation that the idea was to put the Administrator beyond the reach of political reach. He clarified that by saying it would prevent political influence such as “if new people were to be elected with the agenda of removing the Administrator” he would be protected.

To Mr. Harrison’s credit he publicly stated he was “fine with keeping the situation as it is now”. Also included is an automobile allowance. This matter is scheduled for more discussion by the council. Allen Barrett

Do I understand this right they want to make the city admin. contract like the school directors where it never ends. Why should he or anyone else be "fired proof". A new mayor and council needs some flexibility and power to control the city governmment

Neither you nor WAB understand the situation correctly. Mr. Harrison was the Recorder previously. The City Administrator is a new position. It is required by the Charter to have a contract. The goal is not to make fire proof, but to provide political stability to allow for tough decision making. The positon can be terminated for just cause.

Mr. Harrison stated that he wanted to keep things as they are because he did not like the way the contract negotiations were headed.

To the anonymous of the 19 Feb 3:37 post.
Sorry but there is no requirement that the administrator have a contract. The wording of the proposal stated that there "shall" be a contract not that there "will" be a contract. While the contract may be terminated for just cause, what would it cost? Would it not involve a buy-out of the remaining contract? Allen Barrett

When my Daddy said, "You shall do" something, I knew I had to do it. If it says that it shall be a contract, then there must be one.

Bet your daddy wasn't a lawyer. When my daddy said shall do I knew I had a choice when he said will do I knew he had made up his mind. I agree with wab there is a difference in shall and will.

Wouldn't it be nice if we could all go back to a time when people did get along and were not so distrustful of everyone other than themselves? Oh, but that would be considered a time when most Giles Countians were comfortably numb and apathetic, wouldn't it? I suppose that's the price of enlightenment.

I absolutely agree with 519. I would also like to add that I don't know mr barrett, however I believe he is trying to get us all to wake up and see the light. He has been brave enough to stand up and fight for the rights of people he doesn't even know. Please, can we put our personal feelings aside and look at what he is trying to tell us, in the content he is tell us in. It's called, "looking at the facts in black and white". That's when you put your feeling to the side and look at only the facts. He is trying to give us the facts that he has collected, but people are continously taking what he says out of contect. We expect out police to do this, why can we?

We have heard his "facts" for a long time now. Don't you think it's time he toned it down? Do you see any good being served by his calling people names and accusing them of all manner of illegality? Why can't he simply turn his "facts" over to the proper authorities and then butt out?
The real fact of the matter is that many more people than you think are sick to death of his continual attacks on select city and county officials. And it is a fact that when he calls people like me some derogatory name, it only throws fuel on the flame of contempt. You see, contempt is a two-edged sword, isn't it? And, finally, it is a fact that there's a big difference between bravery and egotism.

You are again so totally wrong. I have nothing to hide. Why are you so paranoid? You and the "we" who are tired of my pointing out the wrongness of the smearing and name-calling accuse me of the very things you are doing. By the way, those very things are the reason I take you to task. Look, if you are going to accuse and malign, then you should accept the fact that some of "us" are going to take issue with you. That is exactly what I am doing; isn't that free speech and debate? If it's not, then what is?

Most of what I have seen Barrett do is tell what is going on. Guess he did say thing about the ones against the FM. Most people believed him from the looks of the vote.

Here we go again. It's a no-win situation with you guys. If I said anything complimentary about people like Mr. Reedy, Mr.Hartselle, Mrs. Vanzant, Mr. Hyatt, etc. you people would just come back with something to the effect that I am either fooled by them or that I owe them some sort of allegiance. So it's a moot point, right?
Nobody EVER said that wab should not report on his findings. But what we have said is that he has no right to malign those who disagree with him. I think it has gotten somewhat better, because he isn't on here calling people names nearly as much as he did in the past. Consequently, he hasn't been exposing his rear end as much. I call that progress. However, when you accuse and malign, know that there are those of us who will be here to remind you about how mean that is. Remember, with rights come responsibilities.

I do not believe that financial management passed because of WAB. I believe it passed because it is the right thing to do. Honestly, I believe the gap would have been bigger had WAB not gotten involved. We will never know.

WAB has a lot of good points, and it is possible that he means well. He just comes across as so arrogant and obnoxious that he loses a big percentage of the audience.

I can tell you that 9 out of 10 people that I talked to in the school system had no idea what Financial Mangement was all about. If that is the norm then I would say that a lot of people voted and had no idea what they were doing.

Now can you quit whining and say something good about someone.

You continue to miss a simple point. I do not hate wab. I have said on at least two different occasions that he no doubt has some good qualities. However, I despise his manner. I, as well as others, have made this statement repeatedly, and you keep accusing us of hatred. Ridiculous and false. My Bible teaches that we should hate the sin and love the sinner. Is that plain enough for you? And no, I was not accusing him of being a sinner, although we all are.
Now, as for my staying off this blog, wouldn't that be convenient? I'm sorry to disappoint you, but I have as much right to be here as you do. And as long as I'm given health and as long as people say low-down mean and nasty things about those they resent, I will point it out. Again, is that not free speech?

you make absolutely no sense..you always jump to defend your "right" to be on this blog, but all you do is whine & complain about what is said. Someone pointed out if you don't like it stop reading it. It's just like Tv & radio if you don't like the programming change the station or go outside & get involved in something outside the house instead of sitting on your butt complaining about what terrible programs are on the airwaves.
But that is the whole idea isn't it? You love to come here & argue & post your negative remarks about Mr. Barrett. Don't even pretend they aren't negative cause they surely are.
You love that little phrase "expose rear end" that you stole from anther poster.
And the ever popular "whiner"..which is exactly what you are doing.
You sure are riding high on you high horse while all the time saying others are...Hope you don't fall too far when you do fall off that horse.
Just what is it that Mr. Barrett got to close to that riled you up so badly?
As for turning something over to the authorities why are you so sure something illegal is going on??
As for butting out ..how bout the same thing applies two ways??
food for thought

I defend my right to be on this blog because those of your ilk tell me to get off it. No way, Jose. Nope, for the millionth time, I never complain about what is said, but I surely take issue with the way it's said!

What difference does it make who first coined the phrase about exposing one's rear end? Regardless, it doesn't negate the fact that someone has consistently done that, both on this blog, in public, and in the newspaper. Can you say "laughing stock"? How's that for a new catch phrase?
Now, as for turning things over to the authorities and then butting out, my suggestion remains unchanged. It IS your duty as a concerned Giles Countians to turn over evidence of illegality to the authorities. It is NOT your duty to presume that you are that authority and thereby have the right to smear and belittle people in a public way. This is what you don't seem to understand.
I have absolutely nothing to hide, so please stop trying to suggest otherwise. I just get so tired of the same old trashing of officials you people don't like. If that is your concern, remember that we do have a democratic electoral process. Oh, but that's all corrupted as well, isn't it?

I’m fairly new to this blog, I got a card on my window at Wal Mart and thought I’d check it out and glad I did. One of the more intriguing things I’ve read about on here, at least that I can part way identify, is the wab or Mr. Barrett. I don’t know him or anything about him other than what I have read on this blog. Based on this blog he is either a hero or a loud mouth punk. One thing that is clear and that is he’s a most interesting person. After being intrigued by what some were saying I had to learn more so I went back and in the past few evenings I’ve read several hundred postings some have been interesting, informative and comical and some have been plain rubbish. One of the things that I learned was that Mr. Barrett is a very blunt person and I’m sure that has not gone over very well with many here in the county. We like to think we’re much too refined to say what we really think and when someone comes along who does they tend to stir up rejection and endearment at the same time.
I read several very interesting names he used to refer to others by, a few were just plain funny “Anal Buffoon” comes to mind. I couldn’t believe that someone actually thought that was a “dirty word”. The thing that I came to admire about him in these writings is almost each time he called someone a name he gave information as to why he called them that name and he signs what he writes. I assume that is his real name. I don’t know if it’s from arrogance or not I tend to think not because arrogance usually is the mark of a small person and small people tend to shy away from responsibility. A few times he apologized sometimes for being wrong and sometimes for being misunderstood. But the big thing about him is that you never have to wonder what he’s thinking. One thing I don’t understand is the anonymous who continually seems to take exception to almost every statement with the same criticism. My question is how can they know so much about why Mr. Barrett does things without having a very close relationship with him?

The ironic thing about all the smearing by these overly intelligent people is that it has caused so much distrust and animosity among us. We need to wake up and see who is continuing to sow the seeds of disharmony. Then try to understand their agenda. Their political impotence is the driving force.
