The purpose of the "Giles Free Speech Zone" is to identify problems of concern to the people of Giles County, to discuss them in a gentlemanly and civil manner, while referring to the facts and giving evidence to back up whatever claims are made, making logical arguments that avoid any use of fallacy, and, hopefully, to come together in agreement, and find a positive solution to the problem at hand. Request to move funds in school budget

A budget amendment was presented at the school board meeting with the announcement that no new money was involved; it was merely a matter of moving money from one area to another. Part of this money, approximately $300,000.00, comes from teacher salaries.

One question that arises from this amendment is what happened to the $20,316.00 that was taken out of the budget but not put into the increases? Where is this $20,316.00? Allen Barrett

Why are you trying to stir up trouble about this evaluation? The people whose job it is to evaluate Mr. Jackson are NOT a bunch of dishonest and ignorant people who would give an undeserved "excellent" mark.
As a "reporter" (being facetious there), I would like to see you report on some positives for a change. If you did, you just might find that we have lots of good things worth reporting here in Giles County. And, in addition, people might see you in a different light.

Since I was at the school board meeting last week, I am questioning also why moving $300,000 from teachers salaries to other areas. If I recall correctly, a few months ago, teachers were trying very hard to get a 1% pay increase from the school board, and were told there was simply no money for that. Well, I think the $300,000 that was ALREADY in the budget would have more than covered the 1% increase the teachers were asking for. What a slap in the face to all teachers in this county.

I didn't call anyone anything and there are a number of entries on this blog where very "positive things" could be discussed, several of them you turned into just another opportunity for criticism. Could it be that perhaps you are the negative critic instead of me? Maybe a little honest self-examination would do you some good, it would certainly help the rest of us. I'm still interested in knowing which specific statements I made were criticisms in the blog headings.

I say that everyone who knows a teacher should be sure to tell them that the extra $300,000 in this year's budget under teacher's salaries is being transferred to other line items to be spent for something else and they're 1% pay raise request was there all along. The school board members failed to force Tee's hand and give it to them. Only Beverly Murrey has backbone enough to stand up to him. But she's only 1 vote, let's put some people on the School Board that don't have anything personal to gain and will vote to do things right! I believe that three seats are coming up for re-election in August of this year.

I am a teacher and I feel "slapped" for many reasons. But to be perfectly factual as I am trying to be, I do know that it is state law that raises cannot be awarded with surplus funds. They must come from recurring income. Now, how the surplus funds came to exist, is a question I would like answered and it would have been perfectly legal for the board to give us a bonus as they have a few times in the past;but that is also a double edge sword; a pacifier actually in an effort to distract us from the issue of the embarrassing pay scale. Please if any citizens do not realize how educators are being treated badly, check the online pay scales of surrounding counties. To the assistants who complain that they got nothing from the state and deserve a county raise more than teachers; NOBODY agrees more that you deserve more money than I do; but you are comparing apples and oranges here. The county owes all school employees more money, the state raise has NOTHING to do with the county raise. Teachers are not better than assistants, that is not what I am saying, but I am saying that you don't deserve a county raise INSTEAD of certified employees. We all deserve it. Yes, you are grossly underpaid, no question about it. Before anyone goes off and says that the tax base in surrounding counties is higher because of more industry and that's why they can pay educators more, here is a thought to ponder...maybe they have more industry BECAUSE they pay their teachers (and assistants) more. Don't think for a minute that industry doesn't research education salaries before relocating to an area. Low salaries for public personal is a red flag to industries. There is a direct correlation there.

Until you realize you are dealing with deception and fraud, and demand change, you will continue to find yourselves victimized. Because the system keeps adding bureaucracy, there will never be enough money and no taxpayer support! The key is working smarter, not longer or harder; and support will be there. Not trying to be smart or critical & I can only imagine the repercussions of a teacher trying to innovate - - but it really works.

More money??? General fund revenue increased $5,264,993 (23.4%) in the three years ending 6-30-7. Spending increased by $5,534,441(24.7%) in that same period. That is 2.9 times greater than the 8.5% BLS national average inflation rate! Three year cumulative spending excess, above the BLS 8.5% average is just under $7 million. You see, there is a flood of tax money coming in and more going out. Teachers and critical facilities simply are not as important as more bureaucracy. The problem is not money or taxpayer support, it's direction & managment!

The numbers are taken directly from the TN audit detail. All You have to do is calculate the difference! The audit reports are on line public information.

What do think of an organization that would publically shout the above spending as "NO NEW MONEY" or "NO INCREASE IN YEARS!"?

from the 2:19 12:21 teacher; donm- most of us have tried and tried to go over the facts and figures. gcea is furnished a set of books from the boe and another from TEA---big surprise, they are very different: the bottome line is that the teachers will not present a united front against the deception that is obviously there, only 1 or two board members support us, most uneducated, (please not all of those ready to pounce that I did not say unintelligent-there is a difference) citizens still have the mind set that teachers only work 8-3 with 3 months off and are plenty well paid for the hours we work, so we get very little public support either. And the very sad reality is that we have no true recourse-no right to strike-nothing we can do but keep on keeping on. Many of the problems we have created for ourselves by not speaking out, but by far the worst problem is our lack of unity withing our own ranks. So the status quo remains unchanged..It's all very discouraging.

After looking at the planned budget amendment not only do I find the near $300,000.00 cut from teachers salaries, there’s another hundred thousand cut from benefits, very troubling but there are a few other items that should be red flag raisers and big question bringers. Following are some of those very interesting requested transfers of funds.
Item 71200 Special Ed. Program: #321 Special Contracts with Private Agencies increased $60,000.00.
Item 72120 Health Services: #105 Supervisor/Director increase $2,970.00; #499 Other supplies and Materials increased $25,000.00.
Item 72130 Other Student Support: #123 Guidance Personnel decreased $22,000.00; #162 Clerical Personnel decreased $8,000.00; #135 Assessment Personnel increased $27,000.00; #212 Employer Medicare increased $24,890.00.
Item 72210 Regular Instructional Program: #105 Supervisor/Director decreased $42,305.00; #138 Instructional Personnel decrease $5,000.00; #355 Travel increased $9,000.00.

I’m sure there are explanations that can be given for these changes but so far they have not been. It would seem that an amendment would be the result of unforeseen changes otherwise they would have been planned for. Several of these expenses could not have come as surprises so the question among many is why were they not planned for and included in the original budget? Allen Barrett

I assume you are referring to Julie Phillip's salary at the highway department. It is a real pitiful situation that someone who graduated high school and who has no formal education in accounting can be "given" that kind of salary because of who they work for and teachers who have four year degrees and are reaponsible for the well being and education of our children, do not make what this person makes. This is sad.

It will be interesting to see what happens with Mrs. Phillips salary now that she is no longer a bookkeeper at the highway department. She should be paid a receptionist salary, not a educated four year teacher's salary.

I hope the county commissioners will do what is right in the situation and change the line item for her salary since Barry Hyatt won't do what is right.

When I raised the question on Feb 19th as to how teachers feel about their salaries compared to trained on the job bookkeepers, I was thinking about any bookkeeper in Giles Co making over $40,000, Highway department or schools or whatever. To answer a question someone asked, I dont think the schools bookkeeper has a degree. From what I hear only one in bookkeeping has a degree but she was not the lead bookkeeper.

It sounds like the normal salary for head bookkeepers working in the county system is around $45,000. I don't think that Judy had a degree either and she make $50,000. Other systems pay secretaries in the $30,000.

So now since Julie Phillips demoted herself to secretary by not taking the bookkeeper's position that moved to the finance office from the highway dept., she should make the average salary for a secretary of $30,000. It is not fair for her to have the position of secretary and earn the bookkeeper's salary.

Citizens need to tell Barry Hyatt, Rd. Supt. and the commissioners in their district to change her salary..she made the choice now she needs to face the consequences of getting caught trying to sneak one over the public by asking Barry to hire Jenny Meyers to take her place. Barry made this decision based on his personal relationship with Julie not for the best interest of the people who elected him. And he needs to be accountable and rectify this misjudgement he made.

I can just see them plotting their plan to keep Julie at Highway Dept by hiring Jenny and laughing because they thought they were pulling one over on everyone. BUSTED!!! And hopefully the commssion will have enough "GUTS" to stand up for the citizens and not let Barry intimidate them with his "Whip Ass" attitude.

Barry has had almost 4 years of free-will excessive spending at the highway department for "pretties" not needed and no justification for. It is time for this to stop. How I don't know but we have got to get some relief from this kind of behavior in public office...

If you haven't figured it out yet ...The county or it's taxpaying citizens have no control over the budget or the way it is spent at the highway department. Once given, Mr. Hyatt can change and amend at will, the commission can question what he does and not approve an ammendments, and then the auditors can write him up with a slap on the wrist for over spending a line item and no repercussions after that. But, yes I honestly "know" that Barry Hyatt has created a position for Jenny to keep Julie at the highway department. And yes I know that he is and is planning to continue to pay her $45,000 in salary as a secretary.

The fact of whether I like an official or not is not where this is coming from...it is coming from the fact that I do not appreciate my tax money being wasted. Maybe you have money to throw at the wind, but I do not. And if there are not some kind of check and balances put on these officials (that you so adamently defend without justification) we can continue to see excessive spending, created positions, and consequently higher property tax rates.

I guess my question to you is "how much would be too much of wasted tax money for you to see that it has to be controlled at some level and we have to make the county officials accountable for this to happen?"

You defend without any reason for the defense!!! You want to say that anyone who has a problem with what a county official does is wrong...but you do not tell what makes their argument wrong.

At least instead of defending without cause...tell why you defend and how you think the problems can be fixed.

My problem is and shall remain, as long as necessary, with the arrogant and condescending attitudes of a few know-it-alls who "blast" anyone who disagrees with them. Again, it's a simple concept. If you attach your name to deception or a lie, people have an obligation call you a liar, especially if you are a public official answering to the public! If you are wasting money, thays free game in the public forum! If you can't handle it, work for yourself - don't run for office!

No one has been smeared! Not a complaint - call it actions to rid education of deception & fraud - something that begins and ends with honesty & morality. The problem will not go away until the source of it is GONE! A person who deceives and engages in falsifying financial documents for fraudulent reasons has zero justification for being a director of schools. Facts are facts.

Hyatt isn't in that category, but he's apparently working on it.

Barry can spend out of his budget whenever and however he chooses..even with the financial act..the difference will be there will be someone who knows what he is buying besides Julie. Once the commission finalizes his budget he is still in charge of spending. Will this stop his excessive spending...I doubt it. And the thing about Julie's salary will still be wrong no matter what you say or try to justify.

I have reread my blogs...I am trying to see where you find character assasination in what I've said. I have spoke of facts not conjectures. If you doubt ..check it out before you say I am doing something wrong by telling the truth.

By asking this simple question, I hope you will not accuse me of character assasination of Julie or Barry...this is something that is happening at the highway department. Her position has changed (by her own doing might I add) and so should her salary. It is not fair to the other secretaries in the county for Julie to make $15,000 more than they do. I have no problem with Julie but she made her choice not to go to the finance office and she should face the consequences of her decision.

Is there anything that you do not agree with as far as what Barry Hyatt or Tee Jackson does?? Or is everything kosher with you because you either work for one or the other or ARE one or the other???

How can someone be just a little guilty of doing something wrong..Barry has mismanaged funds and bought excessively for the last 3 years...He is as guilty as Tee Jackson.

642 The difference is quantity & level of corruption. Jackson has a network of robots in positions of power. Barry has no network. Jackson plunders millions - Barry's whole budget is a few million. Jackson's robots front for him while he walks in the shadows - Barry has to ride around in the sunlight.

New positions and a new army of bureaucrats instruct and enforce the ways of babble. The annual showcasing of those who are doing without, are poster children / pawns in a campaign to fund your bureaucracy!

Then, there is your temple of Babylon. I'm sure you have taken part in your annual financial pleadings where disclosure portrays a decayed infrastructure of worn out facilities, snow blowing in the sides of buildings, school roofs leaking, rain falling on children, not enough funds for maintaining schools, books, supplies, etc. But --- you had more than enough gold and faith for your cravings to convert a clap trap dwelling located in the midst of a wet weather spring into a dwelling suitable to stand beside your new temple. As some stand in awe before your temple, they say, "oversized $100,000 HUD home!, where's the temple?" And, "where is the golden calf?" Of course, the money is scattered hither and yon, amidst the general fund, caretakers diverted from little children, and excursions to the capital fund, which is above and beyond that which represents the three times spending sprees.

Which year would you like to defend "NO NEW MONEY", "NO INCREASE IN YEARS", or countless similar utterances of babble? Before you babble about grant money, look the numbers up in the TN audit. Various people have your "original budgets", so don't pretend they do not exist. Unlike "you", when I see a person acting fraudulently, defending fraud, and attacking anyone who fights fraud - I call you a fraud, because you are one - to the core.

Anyhow, I voted FOR the ACT, and I wouldn't defend fraud regardless of who is involved. However, fraud can be prosecuted in the courts. Last time I looked, it is a felony. So, my challenge to you is this: turn over your evidfence to the proper authorites and stop all this negative mess.

210 I need help - can't find anything positive to say about deception and fraud. A powerful government entity that forces me to fight or lose my property isn't positive news. Listening to teachers and other employees complain because they aren't keeping up with inflation, while taxing and spending is three times the inflation rate, isn't positive news either.

Give me a clue - Is it positive when money taxed to give teachers a raise, is used to hire more bureaucrats, who will help figure out ways to divert more money to hire more bureaucrats? You are going to have to work harder at your reeducation program. Some of us are still clinging to Christianity.

I know, I'm positive we could give the teachers & lowly grunts a good raise (maybe as high as the COLA rate) if we sent your army of step & fetchers down the raod towards Brentwood and prosperity. They need a nudge out the door, to find real prosperity - a win win situation!

2) Can't dispute the runaway spending so you call it runaway inflation. According to cola inflation is very low.
