Big Change In School Board Policy; Efforts To Stifle Citizen Input At Meetings.

I must say that I am extremely disappointed that the new Director of schools has chosen to limit citizen input at School Board Meetings.
According to the newspaper The Director now requires anyone wishing to speak to fill out a form with a brief summary of their comments prior to the meeting. While this may, on the surface sounds like a reasonable idea it is not a new one. If the board or Director was intending to use this prior information too prepare a response I would be more in favor of it but they do not, instead they intend to contact the speaker within 24 or 48 hours with a response.  If they can’t even decide whether to make contact within two days or four days what’s the point? The major problem however exist in the fact that to submit a request prior to the meeting as to what your comments will be requires that you know what will be discussed at the meeting. Very few people have developed the ability to actually foretell the future and thus will not be able to predict the Boards actions and therefore will not be able to write prior to the Board Meeting what they wish to question.  I fear this is nothing more than just another nefarious attempt to prevent any citizen input at School Board Meetings. Why is the current system so objectionable, is it simply the reality that some Board members are terrified of being revealed as less than honorable, truthful, intelligent or controlled?

I hope the Director will reconsider this policy and continue to allow the three minutes at the end of the meetings to be used by those citizens who wish to be heard on current matters.

24 to 48 hours is one to two days, not two to four. He's going to contact the person who fills out the form after the meeting when they speak their piece. The form is to be a reminder to Webb of which person said what at the meeting. Like if you were the person concerned with the new agenda, you don't want to be mistaken for the person who talked about school uniforms. I would know, I was at the meeting. Barrett was not.

Can Antony actually say when there has been any kind of outburst during the three minute comment time? The truth is there hasn’t been one. I’m a teacher and. I’ve been at the meetings and watched on tv. The board especially the two who run it just can’t stand being put on the spot or challenged. Without the pressure put on the board by such people as Murrey and Barrett we’d still have To. Jackson.

There are two board members that don't want any challenges to what is being decided by them. One in particular is the leading gargoyle. He is never wrong because he thinks he knows everything. Two don't know a board meeting is taking place and two others are being led by the ring in their noses. Ask the general public what they think of the board and their decisions lately. It is no surprise of the huge disappointment in all of them.

The director of schools is a guest of the school board. He/she is to be invited to the board meetings and can only participate when spoken to or directors report. so the dumb butts we call board members are dumb butts.

Being a board member cannot be a breeze. Would you want your phone ringing all night, going out to eat must be horrible, even a simple trip to Walmart could be a nightmare. It has to be the flip side of being a celebrity! If you people think it is easy why don't you run. Any public office can be bad, I know a few commissioners and board members and it is a real sacrifice for them. They certainly are not in it for the pay.

I saw one of my board members lately and we spoke and talked like he wasn't a board member and didn't mention the school problems. He didn't seem afraid to speak to people.

Barrett, you just stated in your 8:33 am post "...violation of rules...illegal actions". There is an ad that runs in the local paper very frequently by Circuit Court Clerk advising citizens that if they know of wrong doing they should report it to her office or the Grand Jury. I would suggest you write out all of these and take them directly to this office for prosecution. If you can't do that then SHUT THE HELL UP because you can't prove it. RIGHT?

Back to the subject. At baord meeting tonight, director wants to revoke tenure for all teachers. That was put in place to avoid this kind of situation. If a hot head director wants to fire someone jsut because he doesn't like that person, it prevents that. He has already seen that he can't just rid himself of a teacher with tenure...Pam Ogden. He just seems to be looking for lawsuits. He still has several in cheatham County pending. He has taken money from several administrators only to be used for questionable spending.

Yeah, tenure for Pam Ogden, isn't she the one who basically blew the school budget by $1.0 Million in her department. She's a prime example of why tenure needs to be revoked.

The vast majority of employees work without any protection like tenure. If you get a bad boss, you might lose your job. The teachers complain they don't get paid like all other careers, removing tenure would be a good step towards moving in the same direction as all other careers.

Looks like another law suit to me. Cheatham County? Too bad he thinks a school system and children can be dealt with like a business. The raw material is the student. I agree with the above poster in that I have yet to see anything on here that proves Barrett is wrong about anything, even the highly thought of Me. Rackley who only offered his word against the offical records Barrett has posted. One thing obvious about the 8/8 @ 4:33 is they don’t the difference between criminal law and administrative law. Because a person breaks the law doesn't mean there is a penalty from the law, an example is the president violations of not implemting parts of Obamacare. Running a traffic sign is a violation of the law and punishable but is not a criminal offense that could be dealt with through the grand jury. If Barrett is not being truthful then give credible evidence to prove him wrong, so far it seems no one has even attempted to prove him wrong with actual facts just personal attacks. One thing I can see right off is except for Barrett and this blog there is much that I would not know and spending the. Hospital money is one of those things.

Dr. Webb is simply trying to undo the illegal things that Jackson did. You would not believe the people who were being paid extra money and should not have. Yes, money was taken away from people who were not being paid by the salary schedule simply to talk them into taking another job because they were dong so poorly in the job they had (with tenure). Then there were those who were paid on the good old boy salary schedule. We certainly needed to keep retired people on payroll working halftime and making 63% pay. We needed his old classmates and/or their spouses making much more than they should. Sorry folks but when someone makes $10,000 more than the salary schedule says they should there is something terribly wrong. Way to go Dr. Webb!!

Really 8:36? Don't you think we should hire young people who want and need a job for those positions that were being given to retired people. Do you realize that those people were probably making $75,000 between their part time salary and their retirement while we had people who finished college and were standing in the unemployment line or working at minimum wage jobs. That is a travesty. I would much rather my tax dollars went for good young people to get started in a teaching career. If the people who are retirement age want to work that is fine but don't expect to do nothing and get paid double. And yes, I know exactly what I am talking about.

Retired teachers can VOLUNTEER their time if they truly love the children. I believe the double dipping was resolved (thankfully). The irritating thing to me if finding a job in the school system. I am a certified teacher without a teaching job. I pretty much have applied for every position available (even as an aide, which is as close to a volunteer job as possible) but to no avail. What really makes me mad though, is some of the awful, tenured teachers we have in this county. I have no idea how they were hired in the first place. They do not act or dress professionally. Slobs! I can work circles around these people, but am stuck at a dead end job waiting for next year. Blah!

If what you say was the full truth, there would be no complaint here. But money was taken from people who were making the exact amount listed on thier salary schedule. Last time I checked it wasn't illegal to get paid by the salary schedule. And this was done after they were specifically told that thier pay would not change. And you know how they were told? They weren't. They found out when they got thier paycheck. And talked into taking another job? There was no talking involved, they were just told they would be moved or could retire. These were people who had NOT retired an worked part time like the ones you mention. They were still working because they loved thier jobs and had years of experience to offer. Money was also taken from some principals and not that bonus performance money and some supervisors but others got raises. Doesn't have anything to do with how good a job they do either. Just look at the scores. And guess what? They weren't told either. Want to guess where money that was taken from these people went? Ask the board chairman's wife if she got a raise. Yeah. So explain to me again how honorable and moral all this is? You could ask the director but he is never here.

He has to do what his bosses say just like we have to do what ours say, but since he is not from here it is easier for him to take the blame for it. I feels sorry for him. I really believe that is why the board hired him instead of the local folks. The locals would have never done all this. Bottom line is that it needed to be done. I would like for you to look at the people who were cut and find their old salary on the salary schedule, it is not there! Once upon a time there was "other money" that was paid to people but that went away years ago and we kept paying it. If those people who were cut can prove otherwise they can easily get their salary back. All of that is in black and white.

It is a shame that the people who were moved somewhere else cannot figure that there was a reason. You were moved because you cannot or will not do your job. The salary schedule is base pay. The people that were cut were getting extra money on top of that, not hundreds but thousands.

Mrs. Braden did an excellent job and has in every position she has been in. If you look at her today and looked at her in May she has changed so much. The stress of the job was getting to her. She was making herself sick trying to do the job. Mike Young is not the one calling the shots from the board. Every one know who the board member with the agenda and the demands is.

Politics. Politics. Ole Don is running the show. He thinks he is Mob Boss and God Father. Look at what benefits Richland School seems to be getting as opposed to the other schools in the county. Let's be fair to all the schools and not start giving more to the north end of the county. They opened up the zoning so that students from town could attend Richland. Why? Did not think principals could supervise relatives. Doesn't matter at RHS.

Zoning was originally implemented at Richland because of an overcrowding problem when the school was first built. With the decline in enrollment along with the addition of a separate school for the elementary classes, this is no longer a problem. Hence, the opening up of the zoning regulations.Sounds like 8:34 and 10:24 are jealous. Perhaps y'all didn't get to go there and have regretted in since?

My kids are interested in having a good job one day, not athletics. They had also rather go to a school with people from the country rather than a bunch of illiterate thugs at GCHS.

I hope you understand that your first rate athletic child has almost 0 chance of ever making money because of a sport. Where will that leave them? Chances are they have never been out of Giles County or Tennessee, except maybe to Alabama. I am pretty sure that they have never traveled the entire US or have gone overseas.

Those of us who have gone to school, collage and beyond do try to make the world better.

Has anybody noticed Flatrock furniture is going out of business??? Wow they have literally trashed Giles County with their signs. I have even noticed them all over other counties. Barrett why don't you get on something worthwhile and support a sign ordinance to clean up the trash in Giles county. When going out of business can last for months and litter our roadways. Something needs to be done. 30 days max, please! Also notice the large amount of yellow flashing temporary signs in Pulaski used as permanent signs. I also love the hand painted( by a third grader) Millie's Flea Market sign just stuck up everywhere! Fence posts should not be allowed for signs. I think it would change the entire look of Giles county if these type signs were eliminated. At least take them down after your event!!! Let's take pride in Giles County, or trash it!

Giles County has never approached the problem as far as I can recall, and the city of Pulaski has been trying to get a sign ordinance for years with seven plus people on the council not being able to work it out. Remember a document was created years ago but the local Realtors created such a fuss the council backed down and it went nowhere. Call your local council and tell them to get an ordinance passed. Its not Barrett's job. Funny how those who oppose Barrett so much then turn round and want him to do something for them.

I read in the Tennessean yesterday that there are several gun manufacturers looking to move to new sites. I seem to remember Barrett talking about this a few months ago and asking why the EDC/IDB didn't start contacting those manufacturers as soon as the oppressive laws were passed in NY and Conn. An aggressive campaign was needed but an opportunity was missed. I wonder how many other opportunities like that have slipped through our fingers.

Richland is getting out of TSSAA to avoid following the rules. They are allowing ineligible players to stay on teams rather than tell those players they are not eligible to play. Is that the right thing to do and the right thing to teach the children? Any experts want to weigh in with an opinion?

Allen, once again you have blown this out of proportion. The change in the board meeting doesn't limit you in anyway. You can get the agenda before the meeting and write your note. You still, only get to speak for 3 minutes. You are once again speaking for yourself, and not the community. As for what Dr. Webb is doing in the school system, it is his right to reassign personnel as needed. The contract employees were all retired, and sucking a huge chunk of money out of the system. I wish people would give the man a chance, he is just getting started. Give the man a chance. He is going to piss people off, but he is trying to fix the disasters of Tee. Let's see what happens. I suggest you ask those children if they experienced thuggish behavior from students and teachers while they were there. Because a child survives and does well doesn't necessarily mean they didn't go through hell on the way. Look at the number of students that have been arrested, the number of fights, the amount of bullying, and the severity of intimidation from both other students and faculty. Ask the kids, don't rely just on the way it was forty years ago.

I can't argue the fact that most students at that school have no ambition in life. Play sports, sell drugs or live off the government seems to be what the parents are teaching them.

The kids at GCHS are no worse than other children in this county. As a matter of fact, SO MUCH is hidden that happens at RHS because they do a better job of keeping BAD things out of the public. As former teachers, bus drivers and students what goes on. You will be SHOCKED. I resent that students at GCHS are labeled as thugs when so many of them have become doctors, lawyers, teachers, service workers, etc.
Calling the students illiterate thugs shows the mentality of those who choose to go elsewhere in the county to school as in RHS.
Nothing has been said how they chose to get out of TSSAA rather than do what is right by not allowing ineligible students to participate in sports there. Hypocrisy at its finest.

"Dr." Gonzales, bullied teachers, neglected students and had a management style more akin to Tyranny than to Leadership. He changed policies that adversely affected all students and teachers as well. When Bobby Polly left, Elkton was one of the best schools in the county. After two years with Gonzales, it is one of, if not the worst schools in the county. Donna Cobb has her work cut out for her. I applaud you on speaking about GCHS in such a positive manner. I am probably one of your former students and it hurts me deeply to see these people on here degrade me and my GCHS alums.I know many that have graced the halls of GCHS and can proudly say that they can count,read,spell and write. I have worked with many graduates from RHS and can say from experience that they CAN NOT count or spell anywhere near the capacity that the GCHS grads can. Don't claim I am slinging mud, I'm just stating life experience facts. I agree that anything that happens at Richland is swept under the rug and hidden from public view. But we all know there have been some rather disgusting acts happen up there by teachers and students. As a teacher in this system myself, I can say that I was anxious to see how Dr. Webb would do after all the negativity that had followed him into the county last year. From meeting him at inservice, I can say that I am impressed with him and the good things that he has outlined for our system. Giles Co parents should know that he seems to have the education of the kids first and foremost in his plan. It's up to the parents to help him and the teachers bring these plans into fruition. Parents, get involved in your children's education. Make sure they do their homework, check it to see if it's right and they understand it. Above all else, teach them to respect their elders.

Well I can answer why I didn't want Dr. Webb in Giles County. It came from Cheatham County before I read anything on the blog. So that is one time you can't say Barrett did it. I also thought he was a friend of Tee Jackson and I thought Jackson had done enough damage for Giles County.
If people hadn't been so upset with Jackson and the school board, we wouldn't have the extra expense of the FD.
Now that we have Dr. Webb lets give him a chance. I like a lot of things he has done. All those people that use to post against Bill Holt should like that Webb's changes got Holt to retire.

Webb said leaving Cheatham County Schools was the best decision for himself and the school system. He was scheduled to be interviewed by NewsChannel5, but later said he was too busy. Webb did however acknowledge on the phone that he has made big changes that's made a lot of people mad.

5:04--You still have no idea what has happened and what is to come that will undo so much good that has been done in this county. Start with the C Young and all the other poorly handled decisions. He deals with everyone over the phone and not face to face. He is either at home or RHS most of the time.

Hey Saturday @4:56 pm. I have debated with myself whether to put this on here or not. Fool I am? Huh! The way most of the teachers acted towards Dr. Gonzales at Elkton was the foolish, non-Christian way to act. I love how you assume I've never set foot in the building at Elkton. I have an idea of who you are, but you know not of me! LOL! I sat in those same faculty meetings with you every Tuesday after school for two solid years! I think Dr. Gonzales did an excellent job! I miss having him at our school (nothing wrong with Coach Cobb, I love her as well). Tyrannical behavior? I think you are a little upset because he made some of the old timers stay on their toes! At least our faculty dressed better with him as the head of our school. Yes, idiots! I wanted to say so bad for two years for y'all to GROW UP and act like adults instead of the children we teach. Lead by example and quit talking behind others backs (especially at recess). I will see you later today, I am going to enjoy the rest of my planning period!

Any person that holds people accountable for their actions will have opposition. Probably more enemies than friends due to the fact that older people are set in their ways and hate change. I am sure that Gonzales was doing an excellent job at Elkton. Polly was old and hanging around to draw a paycheck.

A good manager and leader will always make decisions based on the betterment of his/her task set before them. Most of the time that means people will hate you for being held accountable. There is a lot of that on this blog.

So many mistakes have been made that have really hurt morale from bus drivers to principals to central office staff. If you don't think so, ask someone in the school system. Maybe, they won't be frightened too much to talk to you. Schools and Central office losing more and more irreplacable people. You may say we can all be replaced. Keep thinking that.

Tee Jackson like to keep journals on people he couldn't trust and then try to manipulate them by threatening to expose them if they didn't play is silly game. He must have left Webb some journals. Has anyone noticed how impressed the board was with his great budget he produced straight off the bat and showed where he had made cuts and saved all this money. Did you even bother to listen at the last meeting? Or we're you even there? The budget is balanced. The 1.1 million is coming out of the systems fund balance for much needed repairs to our schools. There was a capital outlay plan voted on at the meeting. That is what the money is for. My goodness but some people are just to lazy to check things out before they run their mouths. Webb may not be perfect, but he is already doing a damn site better job than Jackson ever did.

Yeah, balancing the budget by cutting the salaries of everyone around him except his. Before one of you say that he should have cut some salaries, ask yourself what would happen to you if your boss cut your hours or your wages by $2.00 an hour if you are one on the clock? To reduce someone's salary from $3000-$10,000 can be devastating to a family.

School employees are paid on a salary scale. If you can find your salary on that scale and you are not being paid that much you have a case. If you were being paid extra and it is not legit you can forget it.

Hey guess what, all you school board defenders? Did you know that the State gave all teachers a raise? Guess what the BOE did. Decided NOT to give it to the teachers. Said it was to cover insurance. Is that even legal? No teacher I know was even consulted. What if a teacher doesn't use the school's insurance? Where is their raise? Think about that for a minute and let it sink in. The State of Tennessee awards teachers a raise and the BOE spends it elsewhere. Is that fraud, embezzlement, stealing, all of the above, or is it ok? I'm no lawyer but common decency would dictate at least give the teachers a choice. Also it is my understanding that teachers serve on the calendar committee and several versions are voted on. The current version was not even presented. Any other working parents like me gonna have trouble making it to their childs parent-teacher conference this year? Have we jumped out of the frying pan into the fire? Sure are some bizarre things going on. Explain the raise situation, please school board. Have the backbone to come forward for our kids and their teachers. Morale is pretty low, stress is pretty high. And remember all of you are elected and their are more teachers who vote than any other demographic in the county!

Teachers and most administrators have been hurt more in the last two months than any time in this county's history. More and more is being asked of them and paid less. Principal at Elkton came to work with 0 years experience and makes more than those with 15 years of experience. Wonder why? Teachers have asked to meet with the Dr. and they were stood up. He said he was working from 6 to 6. It hasn't been at the Central Office. He is still working at Richland. All the other schools parking lots and streets are falling to pieces and Richland School gets its parkig lot paved. Favoritism? Sure sounds like it. He has his favorites and they work like he does.

No, he is not perfect, but the man puts in his hours for this entire system. Heck, he put in 12 hrs/day as principal at Richland. Teachers being asked to do more and more and get paid less and less is nothing new and didnt happen just because he is here. That scenario is happening at all job places around the country. As far as the parking lot and streets, Richland's has been in pitiful shape for a very, very long time. Walk thru the school. We only began getting updates in the school when he came because parents believed in him and wanted to help him make the school a better place. So, yes, parents volunteered their skill and their time to put down floors, paint walls, etc.

Tsk, tsk.....you must be one of those educators that was drawing a pension and contract pay on taxpayer time.......Getting what we want....We lived thru Hell with the last two principals, so don't tell us about getting what we want. Your right, I am not one of those educators but several of my friends are at all places around the school system. I am a parent whose two children didn't get to experience a real principal, but hopefully my third will with Webb and now Franklin. Suck it up.
